The,Board ofSelectmenheld a work session on this date with all members present; Selectmen
Ralph R. Joyce, John W. Graham, Thomas J. McEvoy, Christine M. Smith with Chairman Charle
A. Salisbury presiding. The warrant and minutes were approved as submitted.
DAVIS & FURBER STUDY (ACCESS ROAD)
Rick Domas, C.D. Director, and the engineers were present to recommend the results of their
study as to where the access road or roads would be located for the Davis & Furber complex.
Rick Domas brought out the fact that Davis & Furber would be renovated with or without the
access,Road. He advised the Board that they had made a traffic study of several possibilities
as access roads; that they had agreed on the taking of one access road the, funding would be
applied for in February of 1984. He requested direction from the Selectmen and listed seven
alternatives. After a long discussion the following motion'was,voted on:
Motion:
I. To instruct FST engineers to procede with a Sutton Street access road in accordance
with Scheme 4. c
2. To instruct the Community Development Director to prepare CDAG grant in accordance
with above together with off-site improvement for:
a) Prescott Street improvemtnt.
b) Sutton -I-495 signals.
c) Massachusetts Ave. 1495 signal.
d) Rt. 125 & Mass. Ave. signal.
e) Sutton Street widening.
The final layout to be reviewed by the Board of Selectmen. Vote taken: 3-2. Selectman
Graham and Selectman McEvoy against. Motion-:made-by-Selectman Joyce, seconded by Select-
man Smith. Joyce, Smith and Salisbury for motion.
COMMUNITY DEVELOPMENT PERSONNEL:

personnel that was needed in his officefor the December 19th meeting.
IDFA - BOND-Century Laminators, Inc.
George Schruender, Chairman of the IDFA, recommended the Board approve the issuance of a
i$1.5 million industrial development bond to Robert E. Webster, co-developer of the business
pai-k,of Willow St. Webster will use the Iow-interest loan to buy 4.2 acres of land and to build
a 51,:000 sq. ft. building. Centruy Laminators, Inc., from Anaheim, California, will lease the
plant from Webster with an option to buy it after five yeard. The new manufacturing plant
whi~:h manufactures laminates for the printed circuit board industry has many customers in
England namely, Wang, Honeywell and Western Electric, will be offering jobs to 200 ~ocal resi-
dents~next year when plant is completed. The Board unanimously voted to approve the bond.
RETIR'~MENT -JOHN J. WILLIS, TOWN COUNSEL:
Letter received from Town Counsel, John J Willis, advised the Board that he intended to retire
from:his poSition as Town Counsel as of June :30, 198~f.o He plans to reside permanently in
Seabrook, N.H. The Board voted to accept his letter with regret. A motion was approved to
present Attorney Willis with a plaque at the appropriate time. in appreciation for his many
services to the Town in severall offices. . It .was also voted, 4-1 (Joyce abstained) to request the
Executive Secretary to draw up guidelines and define the duties of the Town Counsel. The
report will be submitted in January.
STREET ,LIGHT REQUEST:
John Bohenko recommended that the installation of a street light on Martin Avenue be granted
as there were no lights in the vicinity. A letter from Police Chief Sullivan also recommended
that a light be installed. After discussion , it was tabled for further study until December 19
RESIGNATION - JOSEPH SATLAK, HOUSING MANAGER:
A' letter received from Joseph Satlak advised the Board that he was resigning his position as
Housing Manager to accept another position at Boston University. He stated that it had been
an honor and a pleasure to serve the Town as its Housing Manager and thanked the Board for
their support and encouragement. Chairman Salisbury stated that in the six months Satlak
had:been Housing Manager he had folded very quickly into the Town of North Andover and had
become a valuable member of the Office of Community Development. It was unanimously voted
to send a letter of thanks and appreciation to Joseph advising they were accepting his resigna-
tion with regret.
SAUN DERS:;STREET PARK IN G:
Residents of Saunders Street appeared before the Board to request permission to park on the
Bradford School side of Saunders Street during the period of the all night parking ban. They
also requested permission to park in the Bradstreet School parking lot until 7:30 A.M. Inh
previous years, upon recommendation of the High,.~ay Surveyor, residents were allowed to park
on the sidewalks of three streets; Beverly, Stonington and Saunders Street. This y~ar, be-
cause of the recommendation of the Police Chief, the Selectmen denied them permission to park
on Saunders $[reet sidewalks and the schoolyard. After discussion, it was unanimously voted
to request the Executive Secretary to contact Bud Cyr once more re Saunders Street residents
parking on the 'one side of Saunders St. and in the school-yard. Vote 5-0
