Ruth lanazzo met with the Board and went ove~ the proposed MMa.,~:p~opo~ and;:~discussed
the, drafting of necessary articles for the annual Town Meeting. Among ~iAion~,~iscussed
was the combining the positions of Tree War~en and Supt. of Insect Pest ~p~$,r~,~ :~intenance
man for the Town Building and Garage, and a possible Dir~tor of Board o'~e~t~..~,~lso
discusse~ was a Centralized Personnel Board. On the Police and Fire C~iefJs,:s~,aFi~;.it was

COMMUNITY DEVELOPMENT:
The condition of the parking lot was discussed at length and restoring the alleyway for access
for the Firemen; Voted 3-2 (Selectmen McEvoy and [mith. o~posed) ~o &cc~[~o~atlon
of C.D. Director, Rick Domas, to prepare puncN.l, sts :.and.accept~two par[s~park ng ot.
Mr. Domas r~ommended that Joseph Rajewskie be appointed a part-time ba~,~B p~Eson:as the
Housing Dir~tor. He also recommended that a Planner be hired to assist
and a clerk-bookeeper, part-time. It was an unanimous vote to accept:~mas.~vr~mme~dations
WARRANT OPEN lNG:
The warrant was opened at 9:10 p.m. on this date for inclusion of Art}cles~[~t~an~Town,
Meeting. Closing date, Februa~ 21, 1984. Notices w~l be sent to all~p~m~,a,~s and
Committees. The Selectmen's budgets were discussed.as p~e~ed~.~' ~he E~utive
JOhn Bohenko. Voted to accept Selectmen's budget as,pr~s?t~d.~9~d!nA.~,BaF?.~im~ ~retar

3000. Voted also was a full time ma ntenance man for the To~ ~
On Street Light ng, t was voted to send a letter to the Mass~c-C~o~ce ~e Bug
lights. Voted to accept Street Lighting budge, Insurance ~d~et apd ~? t~qg!~y.~t
compen~tion to be a line item in A~ticle 5. On Sp~ial':'D~Ser~ic~i~,~c~gOp~se

EXECUTIVE SECRETARY (First Six Mo~nths)
The selectmen evaluated the work performance of John Bohenko, ExecutiVe 5ecre~w, for the
first six ~nths he has served in North Andover. The Board.stated ~hat they were highly
pleased with his overall performance during the past six months..McEvoy..Has a good attitude
and gets along well with department h~ds..Graham, gets along with people..Smith, has
in very well...Joyce, has been very patient..Salisbury, deeply appr~iative of his work. The
Board voted unanimously to increase his salary 5~, effective December I, 1983.
MERRIMACK COLLEGE PROCLAMATION:
The Athletic Director of Merrimack College appeared before the Board requesting approval
of a proclamation for Andover-North Andover Night basketball tournament. The approval was
unanimous, '
SAUNDERS STREET PARKING:
Several residents of Saunders Street protested the no parking ban on their streets. The lack
of parking space for the many cars on the street posed a large problem. After discussion, it
was voted to have John Bohenko confer with Bud Cyr, Highway Surveyor, to try to solve the
problem.
LICENSING COMMISSIONERS:
The following renewal applications we~,e approved:
Common Victualer: Treadwell~s Ice Cream. North Andover Subs $ Seafood.
Coin-operated machines: Star Pizza (2), Cahoots, Inc. (1), China Blossom, Inc., (2) and The
Loft, inc, (2)
Class II Licenses: Robert Cipro, M.D., Harold J. McPhee.
