COUNCILON AGING APPOINTMENT:
At the request of Tom Cantone, Council On Aging Chairman, the Board appointed Barbara
Theberge, 72 Miflin Drive, to serve on the Council. It was an unanimous vote.
TRAIN WRECK EMER,~oENCY: .
The Selectman voted/~ecognize and thank the members of the Fire and Police Departments for
their aid under extremely adverseweather conditions, bitter cold, when several freight cars
derailed by the Sutton Street crossing last Friday. Chief Dolan also requested that a letter
be sent to the Service Chemical Corp, rr 221 Sutton Street who examined the car~o of the
various cars to determine whether they contained any harmful chemicals or not. It was so
voted.
TOWN REPORT BID:
The Board was advised that three bids had been received for printing the Annual Town Re
John Bohenko recommended the bid be awarded to Eagle Tribune Printing who' submitted the
lowest bid. It was so voted.
FRITZ OSTERR:
Chairman Graham observed the passing of Fritz Ostherr, at the age of 46, who he said had
contributed much of his time to the Town as a member of the Planning Board and as:Chairman
of the Land Use Committee was chiefly instrumental in compiling a Master Plan for the Town.
The Board's sympathy was expressed for his family.
POLICE & PUBLIC WORKS NEGOTIATIONS:
It- was voted to go into executive session to discuss negotiations with the above-named.
LICENSING COMMISSIONERS:

I-day all alcoholic license for. St. Michael's Parish Activities Committe, Feb.25th.
I-day all alcoholic license for Royal Crest Estates Club House, Feb. Ilth
l-night beer license, 7 p.m. to 10 p.m. at Boston Hill for Ski Meet, Feb. Ist.
At all events, Police Officer required. Vote on beer license 2-1, McEvoy opposed.

The Board of Selectmen held their regular meeting on this date with all members present:
Selectmen Charles A. Salisbury, Thomas J.McEvoy, Christine M. Smith With Chairman John
W. Graham presiding. The warrant was approved as submitted. The Minutes were approved
after correction.
$C~IOOL COMMITTEE'S REQUEST - DEBT EXEMPTION QUESTION.
Members of the School Committee, Advisory Board, Town Treasurer , Assessor discussed
at length with the Selectmen the School Committee's request to put two(2) questions on the
March Ballot'.~. After over an hour of discussion, the S~lectmen voted on the following two
question s:
I) Shall the Town of North Anduver be allowed to exempt the total amount required to pay for
bond. indebtedness incurred prior to the passage of propostion 23, so called, from the Town's
limit. Vote was unanimous to deny 4-6.
2) Shill the Town of North andover be allowed to exempt from provisions of proposition 2~z, so
called,~the amounts required to pay for the bond issue in order to (state the purpose or
purposes for which the monies from the local issue will be used)? l~otion:ln favor of placing
No. 2 question on ballot pending Capital Outlay report. No second to the motion so there was
no vote.
T,o have the above questions place on the March ballot, it would require a 2/3 vote of the
Selectmen.
Selectman McEvoy took the opportunity to thank Mr. Cordon for his years of ser~;ice asa
member of the School Committee. Mr. Gordon is not running for re-election this year. :~
TOWN COUNSEL - BY-LAW CHANCE:
The Board discussed a proposed by-law change in regard to the appointment of Town.Counsel
and the definition of Town Counsel duties. The change in the by-law would make the Board
of Selectmen the Appointing Authority of Town Counsel and would allow the Selectmen to
define the duties of Town Counsel through a Memorandum of Agreement. The Memorandum of
Agreement would be entered into by Selectmen and Town Counsel no later than l0 days after
the annual appointment of Town Counsel. The present appointing authority consists of ten
people..Town Clerk, Town Treasurer, Moderator, Highway Surveyor, ,Chairm.eP of the Board
of Selectmen, Public Works, Assessors, School Commi~tee,??a~r{r) ing Board and Board of Health.
After discussion, it was voted to take the matter under advisement.
