CC~,~r~,~UIVITY D~VE1.OPMENT - MANAGEMENT CONSULTANT:
Rick Domas advised the Board that due to the number and stage of projects presently under-
way in the office, it was impossible, timewise, to mange and direct Lisa on the laying-out of
all the necessary projects. He requested the Board's permission to hire Daniel.. Cahill for a
· period of two months, part-time, to assist them on the Downtown Revitalization Plan at a salary
of $2,000, a rate of $30/hr,,approximately 67 hours (9 days). The Board voted unanimously
3-0 to have Rick hire Mr. Cahill as a Management Consultant until April ISth at a salary of
$2,000.
COMMUNITY DEVELOPMENT - ENGINEERING SERVICES:
Rick Domas requested the Board's permission to hire C.E. Maquire to prepare the necessary
plot plans and legal descriptions for four (4) permanent easements, granting rights of passage
over the parking lot to Ma1 Norwood's property..easements will be between the Town and Mai
Norwood. Access to Mal's property have been cut off due to the construction of the pedestriar
mall in the alleyway so some other means of access must be provided. Permanent rights of
passage across rear of Mal's property must be obtained. Permanent restriction against the
erection of any fence around his property that would interfere with right of passage granted.
Also apermanenteasement to install and service one parking lot light pole, fixture and electrical
conduit needed. :,M~i~uii'e'.- will prepare the legal description on all four easements for a fee
of ~$900.00, Town Counsel has been contacted and will prepare the necessary legal framework
for the easements. Board voted unanimously , 3-0, to have Rick hire C.E. Maquire, for.- -
· $9-00.00'.to provide the necessary engineering services.
WARRANT CLOSING:
The Board voted unanimously to accept; the Articles submitted to date and closed the warrant
for the ,.annual ! Town Meeting at 8.20 P.M., Selectmen will review articles, Town Counsel will
be sent copies of every article to check for proper form and the Advisory Board will be sent
copies of the Articles.
BROTHERHOOD WEEK:
At the request of Selectman McEvoy, the Board voted to proi:laim the week of February 19th,
"Brotherhood Week" in observance of their 23rd anniversay in the Town of North Andover.
FLAGS-MAIN STREET:
The Board voted unanimously to grant permission to Charles Carrell to place flags'in the
permanent brackets on poles on Main Street . Donations of flags will be req/~ested.

FEBRUARY 27, 1984
The Board of Selectmen held their regular meet!ng on this date with three members present;
selectmen Charles A. Salisbury, Christine M. Smith with Chairman John W. Graham presiding.
Selectman McEvoy was absent. The minutes and warrant were approved as submitted.
SHEEP SHEARING FESTIVAL:
The Board of Selectmen approved the request of Thomas Leavitt. Directon'of the Merrimack
Valley Textile Museum, to have Massachusetts Ave. closed off to traffic between Andover and
Osgood Streets during the annual sheep shearing festival, May 19 and 20th. Notice will be
sent to the Police and Fire Chiefs.
TOWN'S COMMERCIALII~qDUSTRIAL BROCHURE FUNDING:
Letter received from T. J. O'Leary, County Planner, advising the Town had been awarded
$7000.00 to use towards the development of a commercial/industrial brochure for the Town.
This amount is 1/3 of the projected cost of the brochure..total cost $2,120.00., The County
is working with the Mass. Dept. of Commerce to secure funding to pay for an additional I/3
of the cost of the brochure which, if obtained, woulddequire the Town to pay only $700.00 of
local funds to produce the brochure. If state funding does not come through, the Town will
have to pay $1400.00 of the total cost. It was voted 3-0 to table action on the matter until the
status of the state funding is known. If the state does donate the additional $700.00, the
balance will be funded by the Community Development Office.
NEW SENIOR CENTER USE:
Letter from the Council On Aging indicated that they interpreted Chapter 40, Sec 8. B of the
General LaWs to mean that they have full authority and say to determine the use of the new
Senior Center and who shall be permitted to use it. John Bohenko quoted Section 3.4, P B
of the Town's By-Laws states, "The Council shall be'~responsible to the Selectmen, and its
members shall serve without compensation, and within limits of available funds." In other
woods, the final decision on programming and usage of the Senior Center rests with the
Selectmen, not the Council On Aging. It was voted to set up a meeting with the Council On
Aging , possibly the May 21st meeting before the Center opens, to determine the best use of
the Senior Center for all residents of the Town.
MUNICIPAL EMPLOYEE'S UNION:
It was voted to go into executive session to discuss the above.
