The Board of Selectmen held their regular meeting on this date with all members present:
Selectmen Charles A.Salisbury, Christin,e M. Smith, Kenneth C. Crouch, Francis X. Dugan,
with Chairman John W. Graham present. ~ The minutes and warrant were approved with one
correction.
COMMUNITY DEVELOPMENT:

TED LELAND - LAND DONATION:
Ted Leland indicated that he would donate approxiamtely 20 acres of land locating in the
area of Marbleridge Rd. He would like this donation to take place after May 18, 1984.
Town Counsel stated that the Board could accept this donation of land at any time and do
not need any action from Town Meeting.
Before the land is donated,. Ted Leland must go before the Planning Board to receive an
approval of what is knownas a Form A. which is the standard procedure the Planning Bd.
initiates if a lot that is already existing has legal frontage. This will allow Leland to
develop the 40 acres that fronts on Marbleridge Rd. and to donate the 20 'acres that sits in
the-center of the parcel. After the Planning Board approves, Leland would like to come to
the, Board of Selectmen after May 18 to formally donate the 20 acres to the To~n. He will
have all the~appropriate documents to transfer the ownership of the land to the Town.
In'l~egard to the additional 40 acreS that Mr. Leland would like to sell to the Town, John
Willis has indicated that the Selectmen should retair{ Special Counsel to represent the Board
on"-this matter because Willis has a business association with Jay Philbin who will have first
option on purchasing this land if the Town decides not to purchase it. Mr. Leland has
given the Town until Town Meeting of 1985 to decide if it wants to purchase ~the ~i. addi-
tlonal 40 acres. John Bohenko stated that it was a' pleasure dealing with TedLeland.
PUBLIC WORKS NEGOTIATIONS FY 84-85:
John Bohenko advised the Board that the Public Works Union requests the Selectmen to
schedule'a negotiating session. John recommended Thursday, April 12, at 7:30 p.m. lie
will.give the two new Selectmen background on past negotiations and a copy of the Public
Works 1983~84 Collective Bargaining Aggreement and the Union's proposals for this year to
bring ~em up to date. The April 12th date was approved.
DOG COMPLAINT - MILLPOND:
Letter ~received from Mr. & Mrs. Grant T. Morgan, 70 Millpond who stated that for
fouriyear~s a pack of two to five dogs run loose at Millpond from 7 a.m. to 7 p.m. They
stated 'that both the caretaker of Millpond and they have called the Dog Officer numerous
times without any solution to the :problem. The~, also inferred the Dog Officer would not
pick'them up because they belonged to police officers and members of the Fire Dept.
Gene Northam explained to the :Board that he had responded to the calls but.the dogs
were never~ there when he arrived. He said if the dogs were there when he arrived, he
would have picked them up regardles to whom they belonged. The Selectmen and the
Dog Officer agreed that he should not play any favorites and that he should do his job
regardl~ss who owns them. The Board voted to send a letter to the Morgans to that
effect.
LOCAl]. ARTS RESIGNATION - JOHN R. VIRR:
Letter' received from John R. Virr, Chairman of the Local Arts Council, containing his
resignation from the position. He stated that he has accepted a position as Technical
Director of the Andover Community Theater and will be spending most of his time in that
position.. The Board voted to send a letter of thanks and appreciation for all his work
on behalf of the Town as a member and Chairman of the, Council. They also voted to
advertise in the Citizen for volunteers to fill the v~ca~?~y'. ~n the Council.
ESSEX COUNTY SELECTMEN'S ASSOCIATION:
Notice received of the Annual Town Meeting scheduled for May 20, 1984. If the Selectmen
had any "Articles, they should be sent by May 5, 1984.
TOWN MEETING ARTICLE #5 (Budget Article FY 1985)
John BohenkO d scussed Article #5 in the annual Town Warrant. The total of sum of, the
money articles comes to $16,251,094. Total bonding, $1,456,900.
LICENSING COMMISSIONERS:
Michael Cattan, 168 Center St., So. Groveland and Stephen Cote, Pond St., So., Groveland
d/b/a The Blue Lobster applied for a Common Victualer license to be used at 85 Main Street.
Approvals, were submitted by the Boardof Health, Building Inspector and the Fire Chief.
They will serve f,ried~ fish and sell fresh fish, shrimp, lobster, etc. For the first time, the
Board required a character reference from the Police Dept. and stated they would like to
meet the two men. License will be approved when character references are received.
The Selectmen voted to go into executive session for negotiations.
