FIREFICHTERS MEMO OF AGREEMENT:
John Bohenko requested the approval of the Board for the Firefighter's Memo of Agreement.
It was unanimously approved.
MANAGER'S CONFERENCE:
The Board voted unanimously 5-0 in favor of allowing the Executive Secretary to attend the
New England Manager's Conference on May 31-June I, 1984.
LICENSING COMMISSIONERS:
Approved: application for a I-day wine and beer license for the Law. General Hospital
Association at Merrimack College, May II, 1984. Application also approved by Bruce Baker.
Approved - vote ,4-1,,~Graham against..application for renewal of 16 video machines from
Christopher Adams, 1591 Osgood St., from April 15, 1984 to October 15, 1984.
Denied: Application for a Class II license from Charles Buchanan, North Andover Auto
Sales, to be located in the rear of 200 Sutton Street. The location is located in the wrong
district and not in compliance with the Town's zoning laws.

The Board of Selectmen held their regular meeting on this date with all members present:
Selectmen Charles A.Salisbury, Christine M. Smith, Kenneth C.'.Crouch, Francis X. Dugan
with Chairman John W. Graham presiding. The minutes and warrant were approved as sub-
mitted.
PRESENTATION OF PLAQUES:
Chairman. John W. Graham stated that he was honored to present plaques to former Selectmen
Ralph R.'Joyce and. Thomas J. McEvoy who had served the Town well. Attorney,Ralph R. Joyce
resigned his position as Selectman in December in order to become eligible to apply for the
Town's Town Counsel position in June when present Town Counsel, John Willis, Esq. will
resign. Former Selectman, Thomas J. McEvoy, was defeated by Selectman Kenneth C.
Crouch in this year's March election.
SPAR & SPINDLE, GIRL SCOUT COUNCIL, INC.
The above-named Girl Scout Council requested written permission from the N.A. Board of
Selectmen to move their headquarters from Danvers, Mass. to 1740 Turnpike St., North
Andover, MA~ This written permission from the Town is required by the State. The Board
unanimously voted to approve the change of location and voted a letter be sent as requested.
AMERICAN LEGION REQUEST:
The Board voted unanimously to grant permission to the American Legion Post 219 to raise
funds to send exceptional children to summer camp on May 4-5-6 and to use DeMoula's
Parking Iot'for this purpose. Permission has already been obtained from DeMoula's Market.
PERSONNEL BOARD ARTICI~ES:
John Bohenko advised the Board that the Personnel Board had voted to withdraw Articles
9,10,11, 12,13,14, 15, 20, 21~ 24, 25, 27 and 29 from the Town Meeting warrant. Personnel Board
will also request that Articles 16,17,18, 19 be amended. John B. stated that in light of the
Personnel Board's action, the Selectmen should withdraw article 65 which eliminates the F-3
and P-3 classification. This article cannot be implemented because there will no longer be a
Classification and Pay Plan Study to insert their new classification. The Board so voted.
LOCAL ARTS COUNCIL APPOINTMENTS:
In view of the fact that no limit has been set on the number of members allowed on the
Local Arts Council, the Board of Selectmen unanimously voted to appoint all three of the
applicants: Susan Rand, 13 Thorndike Rd., Bernard Zelitch, 28 Waverly Rd. and Frank
Comparone, 8 Village Green Drive. They will be invited to attend the Local Arts Council
meeting this ~week.'
SPECIAL TOWN MEETING - ARTICLE #3:
John B. advised the Board that it was the opinion of the Town Moderator and Town
Counsel that Article 3, in its present form is illegal. According to C. 40, S. 6, G.L.
a Reserve Fund may only be established at an Annual Town Meeting. Moderator Smith
has indicated that he would allow an amendment to Article 3 to read as follows: "To see
