The Department of Education sent notices on the pupils of North Andover
who are a~ending Lawrence Men's Evening ~ndustrial School and Lav~ence
evening Practical Art School.(?iled under Dept. of F~ueetion)
An invitation was received from Governor Saltons~-~l to attend the
statewide Conference on Recreation a~ the Gerdn~r Auditorium, Stste
House, Boston on December 9, 19Z3. No reservations have been made.
.Meeting adjourned.
The regular meeting of the Bosrd of Selectmen wac held st 7.00 P.M. with
~11 members present. Weekly bills ~nd payrolls were approved.
Mr. Jsmes Hargreaves came before the Board and presented s form from the
W.P.B. for approval of the new 750 gallon pumper. ~t was s,~ggested that the
'T~uck be'purchased this year end peid for, if possible, so that. it w~ll not
be nec~ssary~o again have the sr~c!e in the Town Warrant. Mr. Perkins was
called, in and he felt that this was the best thing to do. Mr. Thomson suggested
that The Company from whom the tm~ck is ~o be purchased, give a Surety Company
Bond for $9000 in accordance with o~&r agreement.

Mr. Fi'nneran, namely-Alexander M. Wh~e, 32 May Street, Laborer.

Board.asking for the annual salaries for the year. Tbs smount has l~eem increased.
from $84,000 to $94:000. The bonded debt of the ~own is $20,000. Amount of
free'sash as of November 30, is ~i~,O00.
Andrew Coffincame before the Board to have papers signed nominating F. Milt6n
~[Howard .and Joseph D. Sullivan.as members of the R~tioning Board. William A.
McAloon resigned as of this date to enter tho service.
A.letter and arnicle was received from tbs Advisory Board regarding svailable
. funds to be used to purchase Bonds forPost-War Rehabilitation. Mr. Thomson
~'suggested.we acknowledge this letter end tbs Board will go over this matter
carefully and advise the Advisory Board later as to their decision.
~: A lette~ was received from the Attorney Geners!. with reference to the dispute~
between the Selectmenmd the La, enos Gsa & E~ectric Co.. Mr. Bushnell stated
that he felt tbs matter should be taken uo with our town council. Mr. Thomson

~etc. of various surrounding ~owns. He brought out the fact that the leborers
~. were receivL,.g$.6$ 3/~+ cents per hour which is more than the Police are receiving'
if figured on ~an hourly ra~e. The police work 62 hours weekly while all other
~own work only Z8 hours. Mr. Thomson felt that the men should receive more than
lsborers pay stating that they must be iote!li~ent, have some training, take
chances of e!! kinds and work sll hours end they hsvemorm experience. Mr. Hilton
s%~t~d ithat they had stayed away from the ten percent'raises and that all figures
given~would be on a permsnent basis. Mr. Hilton also said thst many extra hours
ere~putiinl~by all the men. Mr. Mcgee stated that the £igures he would recommend
are as~ follows: Chief $50.O0 SergeantS45.00 and patrolmen $Z2.00. Mr. Mcgee
stated that approximately $1000 would be required to meet these increases for the
coming~yesr. M~. Thomson said he did not think the men were unreasonable in
th~i~request at this time. Mr. Mcgee was advised to bring his budget in with
all necessary figures and they would go over them ~areflllly before making a
d~c~sion.
Danie~ Shine, a regular officer has been called in~o the service and will leave
on December 25, 1943. He asked for aleeve of absence for the duration. Mr.
Thoms6n made a motion that he be granted e leave of absence while in the service,
~hich was seconded by ~r. Finneran end voted Unanimously. This leave of absence
will begin on December 26, 19~3.
