Arthur ~enkins, Joseph Trickett, John Harris, and Charles Wentworth.
~udge Mahoney wasalso present and stated that the matter should Be con-
sidered as a wholeand treated as an over-all situation with other Departments
at the Town Meeting. He declared that they were putting the selectmen "on the
spot" because they were only a smell group in comparisSn with the group to be
dealt with a% the Town Meeting. Sergeant Hilton said he would be willing to
accept the increase as a step-rake of one dollar a year or granted in six months.
T~e others expressed themselves as desirous of having the increase granted im-
mediately.
It was pointed out that this was not a dispute ~uestion of procedure, but
whether or no% the Selectmen would take the initiative and declare the raise
· or hold it over until the Town Meeting.

The.regular weekly meeting of the Board of Selectmen was held at 7.00 P.M.
with all' members present. The weekly bills and payrolls were approved;
Judge Mahoney attended the meeting tc givelegal points'on the matter of in-
creases for the police and he explained that the Selectmen were vested'with
the power tc"fix the salaries of the Police and'Firemen. He stated that this
increase would be effective only until March when the matter would rest with
theto~n meeting andappropriation at that time. He said the same conditions
would apply to all departments. Judge Mahoney explained that there is enough
money to coffer the increase, since the police accounts were not broken down
last year.- L~o Murphy, who was also present, said he did not think the'ex~ra
men's salaries should be included with regular patrolman's salaries. John
~. Costello and John Pillion were also present but remarked they were on hand
only ~o hear wha~ Judge Mahoney hadto say regarding the legality of the matter.
Mr..Michael Kane, president' of the North Andover Taxpayers!. Association ap-
peared at the meeting to request that the matter of deciding on the proposed
increase be deferred, until after Wednesday evening of this week at which the
trustees have an opportunity ~o discuss this matter. A report of the meeting
will be sent to the Selectmen. Mr. Finneran said he:saw no harm in that.
Mr. Foste~ asked Mr. Kane if it were %rue that the TaxpAyers' Association
favoreda bonus rather than an increase. Mr. Thomson said. this matter had
been'under discussion for ~hree weeks And asked Mr~ Kane if:the matterhad
Just been brought to their attention, and he replied that it had been brought
tothei~ attention about eight days ago. Mr. Thomson said he did not'wish-~o
hold,~$ut on anybody and-was.willing ~o wait until the meeting of the Board cf
Trustees.
Mr. Mur~phy said he thought the Advisory Board should give some ad,ice on
this.matter. He said that if the increase was granted, it would have a direct
bearing on the matter. No actionwill be taken until next week.
The request of the New England Telephone and Telegraph Company to hav~ a hearing
'on 'January31, for the Joint ownership of 418.existing poles was granted by the
Board.
O~the motion of Mr. Thomson, J~mes HargreaVes~ Fire Chief, was reappointed
forest warden, .seconded by Mr. Finneran and voted unanimously
Joseph VJYFlanagan, commissioner of soldier's relief, and also re-employment
committeeman for this ~own, gave an interesting report of his trip to Boston
recent2y~when he attended a meeting concerning aid to discharged veterans and -
ways-to.~dJust, rehabilitate and re-employ them after the war, as well as fur-
nish med!ical care. Mr. Flanagan suggested that'a committee be appointed to
carry on tbiswork. Mr. Mahoney spoke at this point and said the Draft Board
is .interested in this matter and that servicemen are given a letter totheir
re-employment officer. Mr. Thomson said he was somewhat opposed to such a com-
mittee at this time and that if we had a committee to deal with~it would involve
.a separateappropriation. He felt that the Commissioner was the only one who
can help and-that the matter of a standpoint of availability is non a drawback
as Mr. Flanngan is available evenings and any person could inquire at this
office and would be referred to Mr. Flanagan. If conditions change and a com-
mittee is needed, this matter could be taken care of at that time.
