HomeMy WebLinkAbout1944-03-13The regular wee?.ly meeting of the Board of Selectmen was held at 7.00 P.M. with all nembers pr~:,ent. Weekly bills, payrolls and ADC and 0AA payrolls were approved. ;,~ Leo Murphy came before the Board to ask some questions regarding the article for $50,000 to buy War Bonds. He wanted to know what the true ~ax rate was. A letter from Mr. Waddell was read by Mr. Foster, in which he said that.he could ~'§ no reason why $50,000 coald not be used to pttrchase War ~on~s. Mr. Murphy felt that the town would gain more by spending the full amount rather than borrow. 'He discussed this matter with Mr. Maker. He also discussed'the matter of paying the amoun~ due for a Veteran into the Retirement Fund. He felt that this could not be done without a vote. of the town. Mr. Thomson agreed with Mr. Murphy in this respect. A bond for the sum of $38,700 for James ~. Maker, Town Treasurer was approved by the Board(The Travelers Indemnity Company*);.and filed with Joseph Duncan. A bond for the sum of $38,400 for Irving Hinton~ Tax Collector was approved_ by the Board.(The Aetna Casualty and Surety Co.) and filed with Joseph Duncan. William B. Duffy came before the .Board and presented a set of plans end'draw- ings, showing locations, and areas which would be affected by the high water during a flood. The cost to the town would be very small:-namely- tomain- rain the dike and pumping station. The Federal Government would pay all other expenses. Pumps would ha~e to be operated a -few minutes each day to keep them in working order. As a result of the meeting held on Thursday, ~arch between Lawrence City Council, North Andovar Selectmen and the Army'Engineers, Lawrence immediately voted ~o approve the work suggested by the Army Engineers. There will be no seizures until the proper time but we ~ould ~etlconditional easements from the people who own the property hnd that would be'sufficient for the time being. The town already .has ts~x title to some of the ~land~ The town would provide the site of the dam, pumping station, etc. and agree to maintain same. Part of the project would be-to pick up the sewer on'~Bruce Street, private sewer on Glennies property and the only place the di~.would come near any houses is on Bruce, Beechwood and Commonwealth Ave. Mostlikely .the pumping station would be on John J. Cahitl's property. Height of the wall would be approximately 10 feet. Army engineers are preparing a?'repo~t" to Army engineers in Washington. Zf approved by town, plans will bemade' and money appropriated, if approved by Washington. We must have a properly! authorized resolution from the town but it must be the approval of the. town bya vote. This matter shoUld be taken cure'of immediately. Mr.~ Thomson made amotion that a Special Town Meeting be held.on M~rch 27, 1944 at 8 o'clock at the Union School to con~ider the floc& situation.~ Land owners must know what is ~o b~ done and will be invited .to attend a ~meeting on Monday evening, March 20, at 7.30 P.M. in the Selectmen's Of£ice.'* Judge Mahoney will be asked to attend the meeting to answer any questions~ re~ardin~ easements. A letter was received from the Read Magazine, Inc. in reference ~o "What shall be Germany's punishment. A classification Advice was received from the Local Board ~74, Middlesex County on Orin Berry Foster, to the effect that he has been classified in Class - 2-A until June 22, 1944. Order # 1757 (Filed Selective Service) A bilI for $50.00 from Contingent Fund was approved for Balance of Legion Rent, due Mr. Henry Peabody. Judge Mah~ney had previously stated that a full release would be gr~nted upon payment of $100. This was an error and should have read $150.00. MARCH 20, 1944 The regular weekly meeting of the Board of Selectmen was held on this date at 7.00 P.M. with all members present. A meeting was held at 7.30 P.M. regarding the Flood Control Project. William B. Dully produced various maps and explained in detail where the .dike and wall would be. A number of~repe~ty ownersfrom the flood'area were present, and were verymuch interested. Mr'. Duffy explained that the flood waters have already been contrqlled by reservoirs constructed in New Hampshire to the extent of 5~ ~feet. A number of questions were asked by the various peopl~ present. Mr. Dufx~y explained that this wall wasall tentative planning bu~ assurance for the site must be given by the town before approval can be received from Washington. Messrs. Eershaw, Longbottom, Ward, Perry, Pillion and Finocchiaro were present. Mr. Thomson felt that we should know, as a matter cf record, who would expect to be remun- erated and that we. should have a~figure ready for the special town meeting on Monday evening, March 27,' 1944. An easement should be drawn up andeach person contacted. Fred.and Frank~Finocchiaro own five lots between them and their land will be practically valueless if the earthdike is built across their land as now proposed, Hr. Mahoney discussed the matter of easements and hewill draw them up and have Mr. Duffy personally contact each owner before March 27. Mr. Thomson thanked the men.for attending the meeting.. A letterlreceived from the Board of Appeals, asking for a decision from the Selectmen as to the legality of certainshacks off Mass. Ave. If they are. motl~i~ in violation of the Zoning Law, the Board of Appeals are agreed that the ~ Zoning Law should be amended. Thisle~ter was referred to Judge Mahoney for a decision (Filed Hoard of Appeals). Appointment of caretakers of Playgrounds were held over for another week. A letter /Yom the Lawrence Gas &~Electric Company was received, informing us that a 100 Candle Power Street Light was installed on Pole # 3068 William Road and was turned on March 15, 19~4. Approval was received fromthe Department of Agriculture on the nomination of Robert Burke as Inspector of Animalsfor the year ending 3/31/1945. A bulletin received from the Department of Public Safety requesting the cooperation of the town in the Salvage of paper, magazines and corrugated paper.:- To take all steps possible to segregate, rubbish wastebasket paper from rubbish collections--Make arrangements for o&llecting said waste paper, etc. s~ned by Leverett Saltonstall, Gov. of Mass. A dreft of an agreement which would be satisfactory to the War Depar~.ment and the Townspeople, in co,action with the local flood project was received from Lt~ Col. H. P. Dunbar, District Engineer, War Department, Boston, Mass. This information was requested by Mr. Thomson am a meeting held on March 9 at Lawrence.
