HomeMy WebLinkAbout1944-10-23October 23, 1944- continued STREET LIGHT REQUEST: A request from Mrs. Hollis R, Bailey of 179 'Osgood St. for the installation of a street liEht in front of her property, was accepted by the Board and an application will be made to the Lawrence Gas andElectric Company for the l~ht. Requests for lights on Bacon Ave. and Walnut Ave. could sot be considered ss these streets are not accepted, r~ HIGHWAY DEPARTMENT: Mr. Foster stated that Mr. Carry had mentioned the condition on Osgood Street, near the residence of Mrs. Day, who has complained-that the person who purchased the land opposite her property has determined ~ot to .let the natural water course run through his field and intends to run it alon~ the State Road. At present the water runs along the state road and througk the field. TEere might be some drainage of sewerage .~mptying into the brook and Mrs. Dsy objects, to that. There are two' houses on ~he Day estate. The Board voted to have Mr. Carty contact Mr. Duffy first and then get in touch with the State Highway Department at Beverly and explain the stiuation to them. Mr. Thomson stated that there would ~e nc damage to town property an&.the~ board decided that as s town way, we are not concerned in the matter. FLOOD CONTROL PROJECT: Mr. William B. Dully came before the board and asked lfpermission would be given to Mr. McCagney of the U.S. Army Engineers, to drill~holes to make preliminary designsfor the final plans. Boles will be 20 or ~hiryfeet deep but will be filled up again. Mr. Duffy felt that we should put a notice in the paper that the U.S. Army Engineers are making these test borings.- Th~se tests will be made at once, if permission is granted. Mr. Thomson asked that Mr. Duffy keep the board informed as to an2 new development's~.~ in this work, for which he, Mr. Duffy, will receive remuneration. Foster, as Chairman~of the Board of Selectmen, calling the attention ofthe citizens of the town, to Navy Day, October 27, 1944. A copyo~.thi$ proclamation was sent to the Navy Leaguee of the United. States. ESSE~OUNTY~'P~TIREMENTBOARD: A letter~ecei~ed from this Board, ~t~in~ that James W. Elliott, Town Auditor, will attain the age of seventy on November 14, 1944and underthe ~rmvisicns of the Genersl Laws, Chap~ter 32,~ as amended, his retirement is Compulsory at that time. Mr. Eliio~came before the Board and stated that he did not wish to retire at'this~ ~ime~and the Board agreed ~that Mr. Etliott should go to the Board in Salem and what canbe done about this matter. ' Meeting adjourned; The regular weekly meeting of the Board of Selectmen was held-at 7;O~Mo. with all members present. Weekly bills and p~yrolls were approved. FIRE DEPARTMEN~ '~ Chief Hargreaves came before the Board to saythat he had been in Ne~ York and had checked on the new Fire Truck. The date for shipment is now,set at December 1, 1944. They are Just completing the cab at this time~' Th~ifficult2 is in getting sheetmetsl workers to do the work. The chief stated/thAt~he had been disappointed several times and he hoped that.hhe truck would be delivered in December of this year. -~: .. 'AUDITOR James Elliott came before the Board and said that the Retirement Board in Salem wanted to know if there was 'anything in the by-laws which would prohibit · r. Elliott fromserying as A6ditor. Mr. Thomson stated that there was nothing in the by-laws to this effect. The Retirement Board request a letter from the Selectmen giging their permission to have Mr. Elliott continue to serve as Auditor for the unexpired term.. After a lengthy discussion about this matter as to.whatMr. Elliott wanted to do, it was suggested that Mr..Elliott see Mr. Waddell and find out what is the right procedure and to do this before sending any letter to the Retiremen~ Board. DRUMMOND M~,IORIAL PLAYGROUND. Mr. Cornelius Beyn came before the Board relative to ~e bill of $105.D0 for. gravel for which there is not sufficient money in the appropriation balance. Mr. Thomson made a motion to trsnsfer the sum of $100 from the Reserve Fund to the Drummond Memorial Playground appropriation. ~r. Finneran seconded the and
