The regular weekly meeting of the Board of Selectmen was held at 7~00 P.M..
with all members present. Weekly bills and payrolls were approved.
REQUEST DENIED:
A request from ,'Calling Ail Girls Club" £or the use of Stevens Hall on November
12, 1944 ~c run a dance was refused by the Board. The purpose of this dance
was mainly ~o raise money forthe club~and there is no particular charity
connected with this club. Mr. Thomson stated that he did not wish to~ be detri,
mental to any war effort but he felt that this was simply a private enterprise.
Vote was unanimous to refuse request. -"
BOARD OF REGISTRARS APPOINTMENT:
Notice~received of the death of Harry Cunningham and requesting that this
vacancy be filled by the Board of Selectmen. Mr. Thomson stated that a hearing
be set, to be held with remaining members of the Board of Registrars to take'
care of this vacancy. No action was taken at this meeting. A da~e will be set
at the next meeting of the board. See Chapter 41- Section 11. ,~_
FLAG SERVICE COMMITTEE: .... .~1
REV. Cornelius Neyn appea~ed before the board and several other members of~the'
committee to see what dould be done in regard to forminga permanen~ memorial
committee throughout the town.
Mr. Thomson said that if they had anything in mind cfa material cost,~tJmus~
come up at the town meeting,but he.felt it was a good idea mc.have a committee
which would represent the town. ' want
· Mr. Heyn stated that a number o~ ideas had been presented to him and they
to find out the best way to plan this memorial. Suggestions received are,
1. Placing a memorial with all names of service men and'womeh. ·
2. A meeting hall, large enough~for any~mype of meeting
3.~ A. Junior high school.
4. A new high school. ' "
Mr. Heynwanted ~o know if an article should'be p!acedin the town warrant
have this committee appointed, orif the Board of Selectmen would appoint such
a committee.
At this point, Mr. Thomson statedthat he wished mo thank the Flag Committee~for
their very~splendid.service?rendered mo date. He also stated that more attention~
and more action would be given at a twwn meeting and if s~ch a committeei~.wer~'~
forced,the board of Selectmen could work with you. If a large' sum of~mon~ ~i~
requested at this particular time, it may not get very far. Memorialsare,~some-
times erected after the war or there may be a memorial,of a lesser cost.. ~..~
Several of~the members of the flag committee voiced their'~opinionsas to w~o..i~;

Mr. Finneran s~ated that he felt that the Flag Committee should appoint some
of their present members and with other members~appointed a good representative.'

Mr. Foster suggested thatthe FlagCommittee get busyand appoint the members
they wish ~o, from their committee and~come in again to the board and ~e~'us
know Just what their plans.are.
GROGAN'S FIFLD APPROPRIATION:
Mr. Rivet mama before the Board and.reouested that $189.79 be transferred from
the Reserve Fund to his appropriation ~o cover expenses for theba!ance Of ~his.~
year. .Mr. Rivet also stated that the p!aygnou~d iseigh~ yearsold and ~he
poles which have been smuck in the ground are all rotted. He, has put two n~w
roofs on and this~ must all be pulled down. The bleachers should be paintedAnd
the two old bleachers need to be replanked. Motion was made and seconded'~hat
this~raasfer of money ($189.79~ fromthe Reserve Fund be granted pending approval~
of Advisory Board. ·
PETITION:
A petition was received from various residents to see if the Railroad Avenue-
High Street Bus could be'routed to go up Merrimack Street, Lawrence so that
persons may be ~ble to get to the various mills more conveniently. Mr. Thomson
stated that due ~o repair work on the Union S+.reet Bridge, the~e~ cover another

/TRANSFERS FROM RESERVE FUND APPROVALS:
The following sums were approved by the Advisory Board for ~ransfer from the
~Reserve Fund to the various appropristions:
$400 from the Reserve Fund to the Outside Relief and Repairs Appropriation.
$300 from the Reserve Fund mo the 01d Age Assistance Appropriation.
$33.92 from the Reserve Fund to the Custodian Tax Title Accoun~ Expenses.
$100 from the Reserve Fund to the Drummond Memorial Playground Appropriation·
DEPARTMENT OF PUBLIC WORKS:
The 1945 registration application blanks have been filled out and returned mo
the Department of Public Works, Boston, Mass., for the Fire Deparmment. The
Police Department application forms are taken care of by Mr. Culpon, of the
Insurance Company.
LAWRF~CE GAS & ELECTRIC 00.~PANY.
Notice received that a 100 Candle Power Street Light has been installed on
Pole 970 on 0sgood Streem, North Andover as of November 2, 1944.
Alotter of thanks was received from Mrs. ROLLIS R. BAILEY to the Board for
their part in having this light installed.
ESSEX COUNTY RETIRE~L~NT:
A reply ~o our recenm letter requesting the continued employment of James
Elliott referred the Board ~o Chapter 16 of the Acts of 1942 and also Chapter
502 of th, acts of 1943 which reads as follows: No such person shall be employed
~by any appointing officer of a county, city or town or distr~cm exceptwith the
written approval of the counmy commissioners, the mayor, theselec~men, as the
case may be: ........ When ~he exac~ figures are received from the Insurance
Company we will ~e notified as mo the amounm of Mr. Elliott's pension, the
amount of which is ~o be deducted from his salary as Town Auditor.
DEPARTMENT OF PUBLIC WORKS*HIGHWAY DEPARTMENT:
Notice received from Herman A. MacDonald, Commissioner that under the provisions
of Section 19, Chapmer S1, General Laws as amended by Chapter 187, Acts of 1933,
~he following state highways will be kepm sufficiently clear of smow and ice as
to be reasonably safe for ~avel in the town of North Andover for the fiscal
year beginning July l, 19~4 and ending June 30, 1945:
Auto Rt. No. 114 and 125 All State Highway Total length ll.15 miles.
R~sponsibility for clearing snow from State highways not listed above rests
entirely with the mown in which such State highway i s located, as provided
in Section ~, Chapter 84, General Laws.
The Departmenm of Public Works has se!ec~ed the following mown highways on which
assistance will be given on plowing for the fiscal year beginning July l~ 1944
and ~nding June 30, 1945:
Auto route No. 133, Route 125 to Boxford Line 1.60 miles.

One Juror was drawn by Mr. Thomson ~o serve as a Traverse Juror, a~ Superior
Court at Lawrence on the 5th day of December 19Z4; Harold Turner of 51 Pleasant
Street, listed as a carpenter was the name drawn.
One juror was draw~ by Mr. Finneran to serve am Superior Courm on the 4th day
of December 1944 a~ Salem, Maasachusetms: Charles Whittaker of 69 Milk Street,
North Andover lismed as a Bus Operator was the name drawn.
COMMUNITY CENTER OF NORTH ANDOVER ZNC. OPENING:
Mr. Leo H~ckey came~fore the Board and e~tended an invitation to the members
to attend the opening of this Community Center on Sunday December 26, 19~4
at 3.30 P.M. Mr. Hickey stated that he would appreciate having'
