HomeMy WebLinkAbout1944-11-20November 20, 1944- continued CENSUS OF THE TOWN: In accordance with the requirements of Article XXI of the Amendments t6 the Constitution as Appearing in Article LXXI thereof and General Laws chapter 9, section 7, as most recently amended by section 1 of chapter 342 of the Acts of 1939, the selectmen of every town shall cause a census to be made of the inhabitants of their respective towns residing therein on January 1, 1945, on forms provided by the Secretary of the Commonwealth and in accordance with his instructions. Provision will be made for this work in the budge% for 1945 for the co~t the'enumeration. The Decennial Census of 1945 consists of enu~,erating the inhabitants of your municipality by address, name, sex and age, %o be recorded on a family card. SCHOOL STP~EET-PLANNING BOARD ACCEPTANCE A letter dated November 14, 1944was received from the Planning~Board ~tating the ~chool Street has been viewed by this board and they feel that it is now in condition for acceptance by the %own. An article will be placed'. in the town warrant in March 1945. BOARD OF R~GISTRARS: A meeting with the remaining members of the Board of Registrars is set.tO be held on November 27, 1944at 7.45 P.M. to fill the vacancycreated by · the death of Harry Cunningham, who died November 6th,19~4. Mr. Cunningham was a registered Democrat and the vacancy must be filled with that inm~nd so as to maintain the equality of party representation. REQUEST FOR USE OF STEVENS HAIL:. ~,~ A request for use of Stevens Hall on December 1, 1944was made by Mr.'Finneran %o hold a Bond~Rally for the Sixth .War Loan Drive. Request was granted.. A .re.quest foruse of Stevens Hall on December 8, 1944by the NorthlAndover Athletic. ~ssociation ~o run a dance was granted bythe Board. RESIGNATION: A letter ofresignation as warden of precinct 3 was received from Har61~ Syddatl, effective at once, for reasons best known to himself. The Board voted to accept the resignation of Mr. Syddall and so notify him. ~ETITION FOR RESIDENCE DELIVERY: ,~,.~.~' A petition was received from residents embracing the are~ofi~sgood~mbraced by numbers 1352 and 1687 respectively. The petition signed by eights residents of that district request that the Selectmen do ~hat they can to residence delivery of mail. Several of these residents are required~0.go' to the post office for their mail, which is a distance of over.a mile.~ It was voted~ on motion of Mr. Thomson, to take this .matter'up Charles Cronin, Postmaster by writing him a letter and follow up.this ,matter, if necessary. PETITION FORSTREET LIGHT: A petition for a street light at #1451 Osgood Street, near the pvoperty of Fred Aziz was received. This is a verydark location and Mr. Thomson made a motion that we contact the Lawrence Gas & Electric Company to instaI1 a street light a% this point, if possible. Motion seconded by Mr; Finneran and vote was unanimous. November 20, 1944- continued. DEPARTMENT OF EDUCATION: A notice was received form this department that they have approved the following applications to permit the pupi!es to attend the Lawrence Industrial School at $.30 per hour tuition: Lloyd D. Bauchman, Steam Engineering George A. Clarke , Firing Roger F. Conant St&am Engineering Rslph Thornton Steam Engineering William Wilson Loomfixing and the following pupils who will attend the Lawrence Evening Practical Arts: Agnes E. Finn Home decoration Gladys Sanford Dressmaking II Ruth M. Spitz Dressmaking at a rate of $.20 per hour for tuition of non-resident pupils. INQUIRY: A letter received from the Beverly Chamber of Commerce requesting that we send the address of Thurman R. Cook,who now resides in North Andover. The family resides at 419 Johnson Street and the Chamber of Commerce were sonotified. SELECTIVE SERVICE SYSTE~: A letter received from C. J. Mahoney thanking Mrs. Dearden for a report on the Boush family and stating that this was exactly the information that the'Board desires.- INQUIRY:~ A letter was received from Paul D. Campbell of 12 Stanton Road, Brookline 46, requesting the names of the Protestant churches in this town. Information was sent to Mr. Campbell. MEETIEG~DJOURNED ~'~#*~The regular weekly meeting of the Board of Selectmen was held'at 7:00 P.M. with all members ~resent. Weekly bills and pa~o!ls were approved. PETITION-LAWRENCE GAS & ELECTRIC CO. Petitionof Lawrence G & E Company =equesting permission to locate poles, wires and fixtures, including the nessary sustaining and protecting fixtures, along and across~ the following public way: On the easterly and westerly sides of Summer Street, from a point approximately 2415 feet southerly from Salem Street, southerly 3 poles~ A hearing will be held on this petition on December 11, 1944 at 7.15 P.M. in the Selectmen's Office. Abettors will be notified. TRANSFERS FROM RESERVE FUND: OAA DEPT. AND FIRE DEPARTMENT A request for $300 to be transferred from the Reserve Fund to meet the ngeds of the Old'Age Assistance Bureau for the b~lance of the year was received from the Agent, Lillian Dearden. Mr. Finneran madee motion to grant this.~equest which was secom~ed by Mr. Thomson and voted unanimously, subject to approval of the Advisory Board. This request made becauseof new cases and hospitalization unforseen when previous request was made. A 'request for $200 for the Fire Department Expenses appropriation was approved unanimously, subject to approval of Advisory Board. This money is necessary to buy a new compressor. The old one broke and could not be replaced. Mr. Hargreames ststed~that there may be some money from salvaging the old one and this money would 'be returned to the town. Mr. Hargreaves stated that he will not require any money ~for salaries as there is sufficient to complete the year. In the early par~ of the year, $200 was earmarked for the Fire Department salaries if required. BOARD OF REGISTRARS; Meeting with Board of Selectmen: The~Board of Registrars and Board of Selectmen met to fill the vacancy created by the death of Marry Cunningham. Mr. Foster opened the meeting and stated that nominatio~s~were in order. Joseph Duncan nominated John T. Finn of Park S~reet. Mr. Finneran nominated John McDuffie of Middlesex Street. Patrick Cronin seconded nomination of John T. Finn. Arthur Thomson seconded ~omination of John McDuffie. ~r. Thomson nominated George Leecock of E. Water Street, seconded by Mr. Finneran. Mr. ~inneran nominated William McCarthy of Ashland Street, seconded by Mr. Thomson. Nominations were then closed. Fifty ballots were taken and the vote was still three for Mr. Finn and three for Mr. McDuffie. A recess was called after the 25th ballot'while the remaining Selectmen's business was transacted. When the Board of Registrars returned to the meeting, the balloting ©o~tinued~ntil 50 b~l!ots had been taken. Mr. Thomson then suggested that the meeting be continued u~l nex~ week at 7.45 O'clock. If Mr. Rea is unable to attend , we will continue the meeting nntil'a later date. Motion made by
