with all members present. Weekly bills and payrolls were approved.
The report of the Planning Board for 19~4was received by the Board and given
to Mr. Elliott for the annual town report.
HIGHWAY DEPARTMENT:
A letter was received from the State Department of Public Works of Boston,
to the'effect that on account of existing conditions there will be no 1945
state funds available for Chapmer 90 construction. The amounts listed is
the tentative allotment for maintenance for North Andover. The fiscal year
ends June 30, 1945 and all.Chapter 90 contracts shcula be executed prior to that
date.. Maintenance State share $500; Town share $1000. An attested copy
of the town vote is ~o be'sent to this Department.
FIRE DEPARTMENT:
Mr. Thomson reported that the new Fire Truck passed the Fire Underwriters
test but the truck hkd to' be taken back to Boston because of 'a test which was
in the contract and due to poor gasoline did no~ respond to this test.
Mr. ~argreaves was unable to be a~ this meeting to make this report.
REQUEST:
A' reques~ for permission to use Stevens Hall on February 2, 1945 to run
benefit dance was received ~romr'A~thur Temple in behalf of the N~A.A.A.
Permission was granted to rtt~ this' dance. Mr. Ftnneran made a motion
to grant request which was seconded by. Mr. ~hcmson and voted unantmously.
COMPLAINT: A complaint was received by Mr. Finneran over the telephone from
a resident ofMass. Ave.,her~name was not given, to the effect that there was
considerable dumping on Mass. Ave. near the ~own line. She said the river is
blocked up and in case of a flood damage could be drastic. Nc action was taken
on this request as the Bcsrd feels that the dumping isreally filling in and
is an emprovement'and there is no danger unless the river is act~lly blocked
up..
LAWRENCe.GAS &Wz.ECTRIC COMPANY:"
A letter was received from this Company informing us that the following
.now have 100 candle power incandescent s~reet lights which were turned on Dec~
ember 27, 1944: Pole 490 and Pole 494 on Railroad.Avenue.

EASTERN~SSACHUSETTS RAILWA~COMPANY:
Mr.' Frank Storey and Mr, Donald Buchan representing Stevens Mill came before
· the~Board in favor of a petition for bus service ~o run ~o the rear gate of
Stevens Mill. Mr. Storey explained that about 35 people have to walk to Stevens
Corner and wait outside in all kinds of weather. This condition has been agitated:
by the persons working ~n the plant. The Eastern Mass. Railway. Company.is will:
to.coopera=e in this matter. The 3.30 P.M. bus is the main one in question at
this time but the 4.30 P.M. may ~ included and possibly the 7.20 A.M. bus.
The condition has been ch~cked at two week intervals and the revenue is there.
The license applied for ~y the Eastern Mass. Pmilway Company is'to operate.motor
vehicles for the carriage of passengers for hie in the To~n of North Andover over
the following public way: On Pleasant Street between 0sgood Stree~ and.the
Stevens Mill.
Mr. Foster spoke for the board AH~ stated that they are willing to grantthie
license which was the unanimous~thought of the'Board.
~Mr. Storey explained that it may be necessary ~o go to the 0DT before this
service can be obtained but they wanted to get the local approval first.
DRUMMOND ME~0RIAL PLAYGROUND:
Rev. Cornelus Heyn and Leo Hickey came before the Hoard to ask for advice regard-
ing new work to be done at the playground. They woul~ like to buy a power lawn .
mower, make a new skating rin~ and a backstop at the skating rink will be needed.
They Would not be able to do this work or buy the lawn mower out of the appro-
priation they had in 194~ and they wanted to. know how much was appropriated for
19~5~ The amount asked by the Finance Committee is $500. and ~f approved by
Advisory Board, will be ample for this work..
