TREE RE~0VALREQUEST:
A request was received from Frank Belanger to have an oak tree removed~from
Minute Avenue as it is growing into the cellar. Mr. Connors looked at this
tree and feels that it would be a good thing to remove it. Minute Avenue has
been accepted from Hewitt Avenue for s distance of 200 feet and the tree .is
on this part of the street. A hearing will be held on February 5, 1945 at
7.30 P. M. Tree has been posted.
PUBLIC HEALTH MEETING:
A public hearing to be held in the state house'by the Depa=tm6m~ of Public
Health relative to the Pipe Line hearing and Mr. Finneran made a mo~ion
that Mr. Thomson attend the meeting as representativeofrom North Andover.
Motion seconded by Mr. Foster and voted unanimously. The meeting is~to
be held January 25,' 1945 at 10.30 A.M.
TREASUREr'S REPORT:
A repor~ received from James Maker showing the Free cash and Analysis of
the General cash account as of December 31, 19~4. The total free cash
is $51,~26.30. This report was given at request of Leo Murphy and John
Pillion.
LAND COURT PETITION:
A copy of a petition presented to the Land Court by Leonard and Hannah FLrth
was received and referred to 0. 6. Mahoney who will report on this ma,%er.at
a later date. The petition of Mr. ' Mrs. Firth is to register end confirm their~
title in certain parcels of land ~hown on the report listed as Case No. 19277.
filed under selectmen's file.
Meeting ~dJourned.
The regular weekly meeting of the Board of Selectmen~as he~d at 7:00 P.M.
with all members present. Weekly bills and payrolls were approved.
FOREST WARDEN:
Approval of the appointment of James Hargreaves as forest warden was received
from the Division of Forestry.
TOWNEMPLOYEES:
A delegation representing the town employees came before the board and stated
that they would like to have an article in the town warrant for a ten percent
increase for all employees excep~ the school department. Houghton Farnham,~~
Alden Ooggins, ghristophar Higginbottom and John Hegarty presented the petition
~o.the board.
Mr. Thomson asked if this increase~was intendedto be permanent or for the duration,
and Mr. Higginbottom answered that it was to be a permanent increase..
Mr. Farnham s~a~ed that the present salaryis not sufficient mo meetthe needs and
there is a large amount taken out for taxes and pension. In his particular case
he is receiving about twenty cents more than before the last increase was given ,due
~o the deductions.
Mr. ~igginbottom spoke for the fire department and he~ said they felt that we are
back to pre-warwages and believed that all should receive this increase to meeth
the present.high cost of liviSg.
John Hegartystated that he felt the same as the others and Mr. Ooggtns spoke for
the Highwaydepartment. They all feel that a ten met cent increase would help a
great deal.
Mr. Higginbottom 'felt that if the article were sponsored by'the Selectmen it would
have some weight at the town meeting. ~,
Mr. Thomson felt that this article should not be sponsored by'he Selectmen and
then at the Town Meeting the employees would sit back and do no~hing. He felt ~hat
it would be better to have some one else sponsor the article, yMembers shouldnot be
reluctant to sponsor this article and if all feel that they should have this increase
they should not hesitate ~o get up at the town meeting and let the people know how
they feel.
Mr. Thomson s~ated that he would be willing to give all the help he could from the floor
at the town meeting and the other members had the same feeling.
Mr. Higginbottom discussed the call firemen and stated that theyara losing more
as they receive as much as one dollar per hour and he felt they should be handled
differently.
Mr.Maker, town~reasurer, stated that he felt that the department heads should have
some figures ready for the town meeting so that there would be less~u~on.
