HomeMy WebLinkAbout1945-02-19February 19, 1945 The regular weekly meeting of the Board of Selectmen was held at 7.00 P.M. with all members present. Weekly bills and payrolls were approved. DISABLED ~AMERICANVETERANS: Arthur T. Payne, Jr. came before the beard to ask.the Selectmen ~osponsor an article to appropriate and raise money for the aid of ~eterans ss follows: 1. 'A sum of $2.00 for each and every veteran returning from Military service for medical examination by a doctor of his own choice: 2. A contingent fund be appropriated that would enable the veteran to have approximately $10.00 additional treatment, if necessary. 3';' ~ contingent fun~ that would prov£de hospitalization, if necessary in lieu of.being removed to Veterans facilities. · 4~'~To confer with town doctors to determine who would accept the position of Out Patient doctor for the ~eterans administration. Mr. Paxne stated that the plan is working verysuccessfully in Worcester and other cities'and towns.. Mr. ~Thomson felt that' the proposals have s good deal 'of merits. He said that if a veteran was discharged and in later years applied for a pension, he might ~, become wholly or partially a soldier's relief burden. He stated thathe believed that this bill should 'go through 'o~i.t~e approval of the Selectmen, He stated it came under Article #l'in the 19Z~l'Town Warrant. Mr. Hargreaves also presented tests of pumping engine which :he received from the New England Fire lnsuranceRating Association. for the · ~boai~l's inspection. 'Campbel} of~7~.l~eassnt..St.' Th~ ·tree is badly infested each year, with Dutch Elm beetles and is slowing dying and it also interferes 'witha young American Elm tree.' Mr; Thomson made a motion that this treebe posted and a hearing set for March 5, at 7.30 P.M.i Vote was unanimous. ESSEX COUNTY AGRICULTIIRALsCBOOL: - A l~tter was received from Carlton M. VETEI~NS LOT- UNNNOWN BODY: Mr. Poster received'a letter from W~ N. 0'Brien, Burial Agent in Newh~ryport,. s~ating that they feel in Newburyport that it was?an hone~istak~ i~ identity and the~ do not know who is to assume the re~onsibility no~'/~until such time as a legal responsibility is established, the case will have to rest ~ it is.~ He also feltthat until the weather is milder to arrange for re- interment, there is to great hurry. REPORT. ONC0~PLAINT- Martin Lawlor called t6 sa~ the he went down ~to Mass. Ave.~and che~ed on t~e Condition there. Mr. Coco of Lav~rence received a permit'in 1942to sell and make cement blocks. Mr. Cocco stated that he had no %ntentio?~ofi~lling an~thing other than the blocks and he will clean the place Up as soon as the~ weather is ~etter. ARMY. ENG!~RS REPORT: Mr. 'William'B. Duffy reported that.the army engineers have beenarou~d North Andover making drawings which will be contract drawings to let ou~ the construction of the ~ike' after the war. They have checked plans etc.. for constxuActi~n when complete Mr. Duffy said that .one change had been made. The earth'dikecame up~E!mwood Street but now will run along Mablin Avenue until it meets the proper elevation. Mr. Duff~ believes that this.is a definite step toward final completionW-' STREET ACCEPTANCE 'HEARING: "~.· The hearing was opened at 7.'4% ~M.' Irving Bowes s~ated that there was a plan of School street Planning Board in 1940 and as a result the a~ticle was inserted in~ ~'~1941 town warrant. Mr. Dully statJd that no plan had been signed by the Board of Surv~o~ the Planning Board and as far as he can find out, thereis no plan~of~.S~h0ol Street. Mr. Howes.pointed out that he brought this matter up to take care~'~f~the'vote of the town meeting and he feels ~that the Planning Board has carried out.the vote of the Town Meeting. ~ · Mr. Firth stated the procedure he used and said he filed a plan and p~ofile plan showing grade and it was then turned over to the Selectmen ~and~they in turn go .to see if the road is alright.' Mr. Duffy did not agree that it was necessary for the'Selectmen to go and look over the road. Dr. Kay read from the minu~es of the meeting of thePlanning Board'on 1/3/19Z~l.
