APPOINTM~NT: CARETAKER-SPECIAL CONSTABLE
John Cushing of 34 Salem Street was appointed caretaker of the Drummond Memorial
Playground.
Charles Dunning of I10 High Street was appointed a Special Constable on this day.
The mat~er of appointing a caretaker for Grogan's Field and a Sealer of Weights
and Measures was held over until ne~t week.
UNPAID BILLS FOR 1944:
Certifications are to bemade out and signed by all venders or persons who rendered
services to the Town'of North Andover for the Grogan's Field Playground who have
submZtted bills for payment. This is required under Chapter 44, Section.64 of the
law.
GROGAN' S FIELD PLAYGROUND:
Ernest Miller inquired as to whether or not he should continue with the work of
replanking the bleachers a~ this field. It will be necessary for him to have a
priority to continue to buy lumber for this work. He will be advised to buy.
the lumber for this work under the Town of North Andover.
MILITIA LAW:
Copy of the Massachusetts Legislative Act(Chap%er 100 of the Acts of 1945,~,amending
the Militia Law, relative to the dates of filing of ce=tain returns and ~cevtificates,
which change from November !st ~o June 1st in each year, the date before which you~
are required ~o repot% to the State Quartermaster certain information concerning the
armory located in your munic£pality. Filed under State Guard.
REPORT FROM POLICE ON CELLAR 0N BAY STATE ROAD:
Chief McKee reported that the cellar on Bay StateRoad had been pumped out by the
Fire Department and is now free of wa~er.
POLICE DEPARTMENT:
Approval was received from the Civil Service Commissioner 6n the increase for~t~e
Police Departmen~ as follows:
Alfred H. McKee Chief $50.00 ~o 53.90 weekly

These increases are retroactive to January 1, 1945 as voted at the annual town meeting
on March 17, 1945. Approved 4/3/1945.
DEPARtmENT OF LABOR AND INDUSTRIF~:
'A cost of living index was received which'showed a ~light increase of about'~ of 1%
in March 19455over the preceding month.
U.S. DEPARTMENT OF JUSTICE:
A letter was received stating that the President of the United States has issued a
proclamation designating SundayMay 20, as "I AMAN AMERICAN DAY," and requesting
tha~ the'Chairman'serve as Honorary Chairman and expressing the hope that a committee
will be appointed to arrange an appropriate program. No action was taken.
SER~ES;T0~*BE:HELD WHEN PEACE IS DECLARED:
Rev. Cornelius Heynand Louis P. Saundmrs'called at the office ~nd ~xplained to the
Board that they have planned to have an open air service in Jefferson Square if peace
is declared before ten o'clock in the mo~ning, the szrvices will be h~ld on tha~ same
day. If after ten o'clock in the morning, the services will be held the next day. There
will be three clergymen, hymns, bank and speakers. The Selectmen were requested to
take part in these exercises and give an address if possible. There will later be a
dance held in Stevens Hall or Merrimack Hall, which has been offered by Fr. Cullhane.
There will be a band and a lunch will be served by the Auxiliary of the American
Legion.
CLOTHING COLLECTION:
Mr. Saunders wtated that there is to be a clothing collection on April 29,~throughout
the town and clothing can be left s% the Fire Station, Taxi stand or the Community Center.
