A recueSt for permission to use Stevens Hall to hold a dance on February 21,1946
was granted to Mrs. Frances McKee, Senior Vice President of the Veterans of
Foreign Wars Auxiliary.
HF~RING,ON DOG COMPLAINT
A.hearing was held at 7:30 P.M. on the complaint of Robert L. Young about a
barking dog kept at the residence of Joseph D'Urso of 174 Johnson Street. Mrs.
Robert Young stated that there wms excessive harking and on Christmas Day the
dog~ barked seven hours without stopping. Then various times it barks for five,
and six hours steady. Mrs. Young stated that she had discussed this matter
with Mrs; D'Urso and she was very nice about the whole thing.
Mr. D'Urso stated that the dog barks when he hears prowlers or if other dogs
come,up to the house. He stated that there is a considerable distance from the
plot where the dog is.confined to .the Young property, and there is probably 1000
or. 1100 feet from the house to the sun porch on Young's pnoperty. Mr. D'Urso
stated that he kept the. dog in Lawrence and there were no complaints and it
a much more congested area. He stated he was Just out of bed with, pneumohia and
hewas in a position to know that there was not too much barking at"any one,time
M~. Foster stated that a good many neighbors had complained to him but were
'~,..timid about making a formal complaint and hoped the matter could be straightened
out~.
-Mr. D'Urs0 explained that he 'had lived in'North Andover almost two years and
that he wanted to improve the property if possible and 'did not want any ~rouble
with.the neighbors. He stated that the dog belonged to s younger brother.who
was in the serviceand that he is a good dog.
Mr, Whipple was also present at the meeting and ,stated that he could verify
Mr.'-Young's statement about the dog barking incessantly.
.J~r.;~Finneran asked if the dog were t~ied up all the time to which Mr. D'Urso
're~lied that he was.
~Mrs'.~.Young informed the,board that the police chief and the dog officer had '
--~ he, an!motif led about :.thcTdog-but~ stated .that"they. CouId: not~ do -anything
it:~until ordered to do so by the ~board of selectmen,
Mr.-Thomson asked Mr. D'Urso if he had any suggestion about the dog,and h~
replied that he ~had none but he felt that the dogs in the neighbprhoo.d were
at'~ult as they Came to his place and caused his dog to bark. Mr. Thomson
stated that it was unfortunate if this is ~o, since the dog. is yours that~
causes all the trouble.
~Mr."Finneran asked if the dog would bark if muzzled and Mr. Foster stated
it~would probably bark more than ever. ~r. ~Thomson asked if somebody else
the ,family could keep t~e dog. Mr. D'Urso re~lied 'that he did not believe~so.
Mr7 Thomson then said, !'I'm convinced that the dog is a nuisance and since
Mr.' B'Urso has no recommendation I recommend that this matter, be.taken under
advisement. ' ~
At a~.later discussion regarding the barking dog Mr. Thomson made a motion~ . ~
that the owner or keeper of the dog. be notified to remove the dog from 'the
~,~.toWn of North Andover within thirty days of the date of this notice.
Mr.~D Urso and Mrs. Young will be notified of this order.

~'~,Association,~requested that the Board. of Selectmen instruct the Town Clerk to i
place on the Town Ballot the question concerning, equal pay for Sen and women
· eachers.This is the cUestion to be brought the voters of the to~n as a
~iof .the law passed, bY the 1945 legislature. This ~ill be taken',u~ with ~Mr.
YMahoney at a later date and put in the town warrant if Mr. Maho'ney sc instructs
~the board~
DEPARTMENT OF PUBLIC SCHOOLS
i~A~'!etter was received from Mr. Pitkin informing the board that Mr. John E.
Moy~ahan, state inspector of public buildings from the State Department of
.~ublic Sgfety inspected Johnson ~ig~n School and Stevens Hall and stated that
Stevens Hall should be ~provided with an auxiliary battery lighting unit and
the rear ex-its of the Hall should be supplied with illuminated "Exit" signs.
He also stated that the stage curtain should be flame prco~e~. Mr. Pitkins
~z~urther stated that the school department will assume the responsibility of
flame proofing of this curtain. Aletter of thanks was sent to Mr. Pitkin
and requested that the board be notified ms to when the department will
install the battery lighting unit and illuminated "exit" signs.
