Mr. Joseph Flansgan talked with Mr. 0'Day. Deputy Commissioner in
Boston about the bill which was not inserted in the To~n Warrant,
and Mr. 0'Day informed him thst there would be no penalty for not
submitting tbs bill to the gown. In the event that no action was taken or that
the town did not accept the bill, there would be no penalty, particularly in regard
to State Aid and War Allowance. Rehabilitation set-up may be neglected and the
!iteratur~ snd suggestions from this committee would probably not be sent %o us.
Mr. O'Day said the bill could still be acted upon through a special town meeting
on March 16, 1946 and if no action Zaken, could be held over.
MEETING ADJOURNED.
The regular weekly, meeting of the Board of Selectmen was held at 7:15 P.M; with
all members present. Weekly hills and payrolls were approved.
.Arthur A. Thomson 'ac~ed as temporary chairman and suggested that the organization
of the hoard of Selectmen take place at this ~ime. This was a greeahle to the
other members. Mr. Thomson then declared the Board of Selectmen in session~
and awaited a motion on the appointment of the chairma~j '
MrjFizneran made s motion ~that Arthur A. Thomson he nominated~ as chali-~an
for the next year and the motion was seconded hyMr. Salisbury~ and this wasa
majority vote.
Mr.~Tbomson then made a motion that Mr. Finneran he appointed as Clerk of~the
Board of,Selectmen, seconded by Mr. Salisbury and this was a moJority vote.
LICENSE BOARD:
Mr. Finneran made a motion to appoint,Mt. Salisbury as Ohairman of the LicenSing, ~
Boardwhich was seconded hyMr. Thomson and this was a majority ~ote.
Mr. Salisbury then open the meeting for nomination of a clerk. Mr. Thomaonlmade
a motion to appointMr.~ Finnaran as clerk which was seconded by Mr. Salisbury
who declared this to be a maJority vo~e.
BOARD OF 'Pff~LIC ,WELFARE
Mr. Thomson made a motion that Mr. Finneran remain in office and be re-appointed
as Chairman of this board 'Which was 'seconded hyMr. Salisbury and declared a
majority vote. - -
NEARING on PETITION 0FLAWRENCE GAS&ELEBTRIC COMPA~
A hearing was held at 7:30 P.M. on.the petition for pole and wire locations on
the westerly side of Railroad Avenue, approximately 80 feet northerly from
S.alemTurnpike, ll pole. Mr, Barry from the'Lawrence Gas & 'was
present and explained that this was for new service. 'Mr. Finneran made,a
to grant this request which was seconded by Mr. Salisbury and was,unanimous.

thi's-request:be granted which was seconded,byMr. Salishury andvote was
Mr. Flanagan and Mr. Barry were present from the above companies.
Mr.'Thomson suggested that Mr~ carry he notified in case of'maw pole locations
since he had complained that some poles were located on the'sidewalk and there
-was,-nct sufficient room for the plows. Both compamieswill cooperate.
Selectman's meeting was adjourned at this time, to allow a,schaduled hearing
under the,licensing board;
Meeting re-opened at 7:50 P.M
$ohn Walsh, call chauffeur for the Fire Department appeared before the board to
£ind out why his present salary of $~90 yearly should not be increased to double
that amount because Of increasnd~ork. Mr. Walsh has been a call chauffeur since
1934 and has been in the armed forces for 27 months, returning last October.
He"applind for reinstatement and Mr. ~argreaves said he would get approval from
Civil Service which he did. The fire engineers called him in and asked him if he
would accept the position on a 24 hour per day schedule. Because of the shortage
of man-power at that time he agreed to do this for the amount of money mentioned
above. Mr. Walsh said'that the men in the department who are regulars' and who are
on call duty, are paid at the rate of $1.00 per hour for service with the ambu-
lance. Ne said there are now suly two men who are call,chauffeurs, Carl
and $ohn Walsh hut the appropriation calls for four chauffeurs. Mr. Walsh took

think it would be legal to' pay him (Mr. Walsh) this way. Mr. Walsh said that
he is do~ng the work which was previously done by two men and he heZieves that
he is entitled to double salary. He felt that now .thare~ were many men available
for this position and some change should be .made. Mr. Thomson then stated that
he f~elt that Mr. Hargreaves should be present and a call made to his. home· to
ask him to come to the maeting, twas made.
Mr. Wals~ stated that the town report shows that these men were paid for extra
calls and mentioned Mr. Winning and Leo Xane who .is one cf' the engineers.
Darrell Brittcn stated at this point that as far as Mr. Xane is concerned, he
· was not an engineer from' January through May of 1945 and that was when he was
paid the extra money.
Meeting was again .adjourned to allow a hearing under the Licensing .Board,
:z 0bier ~argreaves arrived at the meeting and he stated that the call men are
mu~Ject to 24 hour duty., Mr. Walsh stated, at this point, that they are
not always availabl$ and stated that on Sunday when there was a fire,, only,;
four,men were on qn~, truck when there should have been nine. -
Chief Hargreaves. said"There will never he four call chauffeurs, aggin if !
have anything to do With it. We don't need them." He feels that Mr. Walsh's
complaint is that he is on the ambulance duty instead of being on call fir~'~.:~
duty. ....
Mr.. Salisbury asked Mr. Wale'h, if he felt that as' ~ call man he should work~,
12 hours. What would' the' Chief say if you refused to work more .than 12 hours.
Mr. Walsh statad that he would not do this as he liked his work and~lt that'
he was efficient, and alway, s available. Mr. Walsh stated that he ,cannot .go '
anyplace unless he has someone to fill in for him and at'this time Mr. ~arg~eaves
asked "How many times' have you ~one off ,for the day~? . Mr. Walsl[ replied, N.o~
many times. Mr.' ~ax;greaves .then informed the board that if Mr. ~alsh is
duty some one is available to take his pla~e and that he has had time ,off"

and arrived at a decision that it is not a matter in which we, the Bo.a~d,of.

A~P0~NTMENTS:
Mr. talishury~requested that appointments iwhieh are generally made .at t~'[~[me,
be postponed for one week as he felt that the town meeting should, act on Article
2 of the annual town warrant' be·fore any appointments, are ,made~ Mr. Salisbury'
also stated .that he wished to become more familiar with the duties of ~is:new
office before acting on pending appointments. Mr. Thomson and Mr. Finne~n
agreed to this postponement, Mr. Thomson stating that. in deference to Mr~
Salisbury's position as a, new member of this board, they are willing to.give
him every opportunity to familiarize himself with his dut~esJ
Mr. Salisbury ·then made it as a motion that all appointments made By the ,Boar~
of Selectmen be postponed for one week and this was voted unanimously.

TOWN MEETING#
Atty~ Cornelius ~ Mahoney appeared before the board to discuss the coming town
meeting. He, said that from general discussion he felt that there may'be more
'~'~eople attend the meeting then the hall will h01d and wanted to know how this
· would be taken care of. Mr. Salisbury stated that he had heard rumors also and
since everyone should be heard,' he agreed withMr. Mahoney that an address system
should be installed. Mr..Mahoney stated that the hall has a seating capacity
of, about 400 and,he felt it Bis duty to bring thismatte~ to the attention of
the board. Mr. Salisbury feels that the ma~or problem 'is that people on the
omtside should have the right to be heard.
Mr, '~argreaves, fire chief stated that he is responsible for tha,numha~ of
pepple in the hall and that if fha isles were kept clear the people could be
.allowed to stand in the rear of the,~All.
Mr.:,Thomson said that the conduct of the town meeting was in the moderatorts
hands and as far as he can see,' the sound system should be installed.
Salisbury and Mr. Finneran feel the same way about this matter.
,~ PAInTiNG FLAG POLE~ .
A letter was received from Mr. Wm. Henrick of 238 Broadway, Lawrence s~ggesti'ng
that the flag pole in the common be painted and that ~e would furnish the. paint
if the town Would pay for the ~w rope and asking that he be given this work.
'This was discussed at length and Mr. Salisbur~ requested that Mrs. Dearden ..
,contact Mr, Henrick and if he is willing to do the work-for the same price as
last year to have him go along with this work. Mr. Finneran agreed wit~ this ·

: claiming damages done to 'her car~on February 22, .1946,by the Highway DepArtment
.truck wasreeeived with an estimate for the work to be done. The amount of this
es~imato was $31.25. · This 'was diseltssed at length.~ Mr.~ Salisbury stating that
~ this estimate 'was probably on the ;high side.. Mr. Thomson suggested ~.that: we write
and~suggest:that we do not'real'that wa'are responsible for this accident

'A letter was received from ~ames S.:.Adam o~280 Salem!Street, claiming that his
'~wife~ fell 'on the highway between the Junction of Marbleridge Road and the resi-
dence of Carl Miller on Salem:Street and' broke her glasses. There was a,defect.
in the road. The cost, of repairing the glasses was $?.00 and medical supplies
cs~t three dollars. However, he enclosed a bill for, $7.00 and the board
j voted to pay this amount'after having a general release signed by Mr. Adams.
