expenses. Mr. Cronin ezp!atned that every expense will be higher and that
there are more people to take care of. He discussed the matter of hiring'a
band which will be $145 for a union band if they can get one. Et will be
necesscry to provide transportation for some of the Mothers who are unable
to parade.
Mr. Sa!isbury~ked if the programs were standardized and Mr. Cronio explained
that they will~exact!y the same as last year but that prices have "skyrocketed"
and they Just can't meet expenses. Mr. Edward Garvey was also present to
represent the Veterans of F reign Wars.
Mr. Salisbury made a motion~that the sum be increased to $500 and the additional
$150 will come from whatever source the Selectmen may decide on. Vote was
unanimous.
DOG HEARING:
Mr. Thomson opened the hearing at 7:30 PN and e~p!ained that all pre~ious
complainants had been 'notified of this hearing as well as the owners of
the dog, Mr. & Mrs. Oliver ~cLe!lsn. Mr. Thomson informed those present
that Mr. Herbert Pickard could not be present due to the illness of his
wife but did say that he felt that the order should hot be completely
changed.
Mrs. Chase informed Mr. Salisbury that she would be very mffch upset if the
dog were disposed of as it had been kept under 'surveillance and she was
perfectly satisfied and would make no further complaint. Mrs. 0sgood had
also stated that she felt the same way but was adverse to the dog running
at night as it frightened her and she did not like its look~.
Mr. Salisbury stated that he hsd previously suggested that the order be ·
completely dropped but he did not feel that way now after hearing the ~
complainants. He said that the dog is allowed off the premises and may
be shot.
Mrs. McLellan went on to tell ~bout Walter Stamp callingat her home and~
threatening her amd if he had not been small she would have been frightened.
She felt that Just because Mrs. ~sgood didn't like the dogs looks, ~as no
good reason why she should complain. She can't understand by Mrs. Oagood
is concerned about other people.
Mr. Salisbury stated that there were others who had complained but that
Mrs. Osgood does not want the dog out at night as it chases her.
Mrs. McLellan stated that every night at nine o'clock ·the dog has'gone out
alone and she has had no complaints.·
Mrs.. 0sgood stated that it was mostly in the summer that she was annoyed.
She said she has seen people pibk up sticks to protect themselves as they
are afraid of the dog.
· At this point Mrs. McLe!len asked wha~ type of people they were, Jumt dz,~nks
and illiterates. A general discussion went on between these two persons
regarding the dog.
Mr. Thomson asked Mrs. Osgood if she had any objections if the dog were allowed
to run late at night.
She said she hadn't but that other people might.
Mrs. McLellan asked if we were listening to Mrs. Osgood or to the garrulous
people who get off the bus. Just because the dog looks vicious-is no
reason why such restrictions should be made.
Mr. Salisbury asked Mrs. McLellan if she would rather have no restriction or
what. She replied that she prefers~ to keep him in all day and let him run
at night as she has now trained him ~o stay in during the day. She also said
that she is not well enough to take the dog out every night on a leash nor to
allow him out after 11.30 P.M.
Mr. Salisbury said he sympathizedwith her but that the neighbors also have
s~me rights. When she asked that the board give'her assurance that if the
dog should get out during the day, that he would not be shot,,Mr. Salisbury
informed her that if the order is the same naturally the dog will be shot
if discovered off the premises and net on. a leash. Although, hest~tedthat.
he did not think this was likely to happen.
Mrs. McLellan then wenm on to tell about Mrs. Chase coming out of her home,
screaming and wailing and that she hit her dog with a rake and split his
back open.
Mr. Thomson then asked the other msmbers if they had any further question
and when they replied that they did not have any, he stated that we had
sufficient information and informed Mrs.' McLellan that she would be notified
as to the outcome of the decision of the board at s very early date.
TREE RF_~OVALREQUEST:
A request for removal of a tree was received from Mr. HartleyW~lkinson
of 6 Beechwood Street. He stated that the tree is large and the'branches
are growing into the house. Et is located in front of his property. The
Beard voted unanimously to refer~this matter to the tree warden for posting.
A second request was received from Bertram Wrigley of 4 Lincoln Street
for removal of two trees which are in the middle of the sidewalk. The
same action was t~ken and the matter will be referred ~o the tree warden.

POLICE DEPARTMENT:
John Willis reported that he had found out that approximately 597 veterans
were home which he Judged would be more that 80% and especially those who
- are eligible to take a civil service examination fo~ police officer.
Mr. Salisbury informed those present that he had checked this matter with
the Civil Service Department and that~there is no eligible list for police
officers. Be ssid that George McHale of Commonwealth who was at the meeting
last week. was on the list at one time but thst a three year period had
.elapsed but since he is a veteran he is entitled to ask thct he be reinstated
on the list. Mr. Salisbury also said ~that the civil service department
would not approve another police officer for the town until the matter is
taken up at a town meeting and the prop!e vote to increase' the police force.
BILL HELD UP:
The board votedto hold up the check on voucher 1739.unti! an itemized bill
can be presented. Mr. Arthur Jenkins will be contacted by James Maker.
ERECTION OF SIGN:
· The r~quest of Walter .Naxmsz~wicz of 69 South Bradford Street to get
permission so erect a sign for advertising purposes on the triangle at the ~
corner of Gjeam Pond R~ad and SouthBradford Street was discussed again
after.being held over fr~m the previous meeting to obtain more ihformation.
Mr4 Salisbury made a motion that the request df Mr. Naruszewicz be referred~
to the Board of Public ~orks since they have complete charge of triangles.
A letter will be sent to I~r. Naruszewica informing him of this action,
~. '~ and a' ~etter will be given to Mr. Dully.
PROTEST ~GAINST ACTION OF ENGINEEBS:

Bulletin received giving information about New England Airports and s
summary of the Highlights of the Federal Airport Act. (Se!ectmen(s matters.')
DEDICATION OF TRIANGLE:
~Edward Garvey, Commander of t~e Veterans of Foreign Wars, brought upa subject
which he said required some thought and which will be presented'later to the~
Selectmen by the Permanent Memorial'Committee. Ho'informed the board that
a~ delegation from the VFW went to the !nnis'Home relative to the dedication
of the triangle as a m~morial to. the Thompson boy. Mr. Garvey felt that
there should be a fitting celebration and the date has been extended to
June 16. He felt that this matter had been dragged out for some time and
that it is embarrassing to the people interested. The delegation gave the
Innis family the assurance that they would~ do all they could. Mr~ Garvey saidl~
he can't see how the request~can.be refused. ~tr, Garvey Went on to sasJthat
the Memorial Committee cannot expend any money and their authority goes
back to the next town meeting, and can only give report of meetings.
John Willis said that the people are disappointed in the attitude of the
town towards them.
Mr. Salisb~ry then stated that he would say again what he had said previously
.tonight that the Board of Public Works has charge of triangles and the
members of the Committee must see the Board of Public Works first. Mr.
Salisbury said there are three steps to be taken, first the Memorial
Committee, second'the Board of Public Works and third the Boardof Selectmen.
Mr. Garvey said that this matter would be brought u~ at the next meeting of
the Memorial Committee and asked the board if the M~morial COE~IITTEE went
on record as opposing this, would they agree with them. Mr. Salisbury
