BOARD OF PI~IO WORKS~
Mr. William B; Duffy came before the' board after the special town meeting
to ask if the Board of Public Works is to go ahead with this transaction
and .buy the' laralo He informed the board that the money for this land would be
taken from the money received from' the sale of real estate. Mro Maker
informed the board that there was. the Red Schoolhouse fundj the Farnham
fund and money received from the sale. of land on First Street.
This was discussed st.some length and ~ro Salisbury then made a notion, that
this board delegate such authority aa we may now have to Mr. Dnffy or the
Board of Public Works, necessary to proceed with the final acquidition of this
p~Oparty, aa was voted on Article one at the special town meeting held on this
evening.. Mr. F!~-eran seconded the motion and the vote was ,,--nimouso

have control' of this land;
Mr. reaa a letter from the S&ta epartment relative
to the purchase of this land and after ~uly 9, 1946 a public .hearing .will be

- Miss.Xathan~requested information as to wh~ther it was necessary for the
Board of~ Health to sign payrolls for her department. 'As:~ant
she-has signed .all the payrolls for several years.,hmt all, bills are approved
, ,l~;,,the Board when they meet each month. The hoard felt*that the matter could: ·
go. on as it' has in the past.
'The, matter of the Reserve Fund and the .procedure f0i-,making., transfers was
' discussed wit~" ;oseph Duncan, Twon Clerk, present. Mr. Duncan explained that
in 193~ it was voted at the Annual Town Meeting to raise $5.000 for this
hut it could no~ Be used with having a special town meeting. During the year
1935, this procedure was followed ~ut since that time it has been the custom
for persons, desiring a transfer, to come to this board and they then vote to
grant the transfer only if approved by the AdviaorZi~Board. Mr. Duncan felt
fbi's was the correct procedure but Mr. Salisburyt'5~ate~d that the
- does not refer to the local Finance Committee but to the Advisory Board.

A warrant to the Dog Officer of the town was returned signed by Joseph
Duncan, Town Clerk and notary public.
DAMAGE CLAIM:
The claim of Fred Di Prima:-of '27 Brook Street, Lawrence in reference'
to the acci dent in which he alleges that he was involved with the '
Fire Department apparatus of the town of l~orth Andover was given' ': <,
care~l consideration ' and it' was finally concluded that .there, wa's
~o legal responsibility on .the part of the town and the .beard voted ,'.
to decline settlement of the claim. Claimant will be so notified.

Mr. Coffin said that all insurance comes under the' Salgctmen'

Mr. Thomso~ then suggested.that as a matter 'of Courtesy, Mr. COff~'~

T~e Moard came in to sign the payrolls and warrant for this week. No
meeting was held.
The by-monthly meeting of the Board of Selectmen was held on this,day at
?el5 P.M. with Members Thomson and Finneranpresant. Weekl2 billeland
payrolls were epproved.
