October 25,1946- continued:
Mr. Ralph Bourassa was then asked to give his version. He produced a
plan and said he had found some different information and would like to
present it. Mr. Salisbury then.asked if he might make a brief statement~ ~
He said it was his recollection that the Planning Board had held a hearing
on the Mifflin Park Plan development. Mr.' Bourassa came to Mr. Salisbury'
and stated that on Mr. 0yr's plan, Lyman Road was 48 feet wide but that on .
the other plan, ~pprcved in 1924, Lyman Road was shown as a fifty foot street.
Mr. Salisbury stated that he had served without a.fee~cn behalf of the
residents of Lyman Road. Be pointed out that the plan was inconsistent and
it made no difference which was right or wrong, the old plan should be used.
He felt the Planning board was wrong in accepting the ~yr plan when there
~as apparently a discrepancy. Mr. Salisbury stated that he had s~ggested
that the Selectmen lay out Lyman Road the same as they had previously.
said that first, he hsd doubts as to the proper acceptance cf this road and
second, he had dou~s as to it being a fifty foot way. He stated that
the communication received was only a recompilaticn of the land court
information.
Mr. Salisbury told those present that during the past two weeks, Mr. Bra~seu~
had made a careful survey. Re said he had assumed that the bounds in the
ground conformed to the 1924 plans. Mr. Bourassa's survey showed a very
interesting thing. Re explained that the whole block shifted two feet towards
Lyman Road.
Mr.~al~bm-~yn went on to say that the town lost two feet ~n Lyman Road and and
picked up two on Herrick Road, If situation is left as is, Lyman Road will
be 48 feet wide and Herrick Road will be over 50 feet. The lot owners will,
not be disturbed and the matter could he straightened cut.
ssa and Mr. C then went 'Over the plans with the board members a~"
Mr. Boura yr .
they discussed ~ariou~ angles. Mr. Bourassa stated that as a practical matt'~r'
no one will be affected by a 48 foot road. Mr. Cyr asked how many streets ~
the town are less than ~0feet wide. It was agreed that there are quit~.a number~
Mr. Salisbury asked.if both engineers agreed that the discrepancy is not ~
between the plans but in the actual ~ounds in the ground. He informed those.
resent that be had previously thought it would be a good plan tc take th~'i~",~
two feet off thaMifflinproperty but inview of what Mr..Bourassa had.~,~(:
discovered,~he'did not feel the same way"about'this matter,
then made S' motion that the following notice be sent to all abhtte~s: to th~'f~
effect that on November 18, 1946 at.7:30 P.M,' the Board of Selectm~n wi~Ll:~!':'
lay out Lyman Roadas a town way so that:the Southeast side line"will conform'
to the plan approved by the Board of Survey in 1924 and relocate,its~.N°rth~st..~
sideline to conform to the bounds now in the groundasindicated on the PIan
drawhby Mr. Bourassa and checked byMr. 0~arles 0yr, to be filed with th~ ~'
order of the layout.
Motion was seconded by Mr. Finneran and voted Unanimously. Bot~ engi~e~rs~;!~
will be'employed by the town to do this work.
