The ~oard h~!d s meeting of the Revaluation Committee in the Se!ectmen's a~
the close of the special hearing on veterans' housing. Oscar Soucywas
named chairman of this committee and Mr. Goodwin explained what the policies
~ere and various phases of the work to be done. The committee adopted the
regular card shown by Mr. Goodwin and which is acceptable to the assessors
for size for their files. Several changes will be made but Mr. Goodwin was
instructed to make the changes necessary for him to give the full information
required on the card.
Another meeting will be held at a later date when more information will be
available.
MEETING ADJOURNED:
The regular weekly meeting of the Board of Selectmen was held on this day
at 7:00 P.M. with all members present.' Weekly bills and payrolls were approved.
'A~ULANCE:
Mr. Hargeaves, Chief Engineer of the Fire Department~ ca~e,.,before the board
to.inform the members that ~e wished to make a'few changes in the ambulance
requirements if they would give him permission. He explained that the
lights at the top of the ambulance should be Changed so that .they wo~ld not
reflect in the drivers eyes. The board felt that he should make a~y of these
· changes which would benefit the members of the department and the board
also authorized him to ~ign the form required, since he had already been
authorized to sign the contract.
MEMORIAL DAY:
An~invitaticn from the Memorial Day Committee inviting the Board to participate
in~.~he parade and ~emorial Day exercises to be held on May 30, 1947 was
accepted by the board, with thanks, and will be acknowledged. The board
will participate in these exercises.
DEPARTMENT OF CORPORATION ~ND TAY~TION:
Notice. received from this department giving full wording of Chapter 265, of
the Acts of 1947 which provides for a Saturday closing in the event the town
votes for it. This act is effective April 17, 1947 at 10.28 A.M. No action
~as taken by the board.
LA~RENCE GAS & E~ECTRIC COMRAde:~

Petition from this company for the abandonment of ! telephone pole on Boston
Street, aa shown on Plan No. 3. No hearing is required end, the board voted

FIP£ DEPART;~NT:
letter of than~s was received from the Fire Department, by C~hristopher
~Higginbottom, Secretary, for the action of the board in increasing the
$~surance coverage on members of this department.
INSURANCE:
Andrew Coffin, Chairman of the North Andover Insurance Association appeared
before the board and presented s schedule of coverage of various buildings.
Mr. Coffin stated that the insurance rate has increased one cent and it is
now $.36 per hundred per year or a three year rate of $.90 instead of $.83.
This increase is made by all companies due to a very poor year in 19A~.
Mr. Coffin asked the board ~o. approve the Fire Insurance and explained that
there are now ten agents who share equally, each agent havin~ $24,900. There
are no new applications for insurance thio year.
The Workman's compensation, float policies, etc. sro written separately and
are pooled at the end of the year, each agent sharing equally. The board voted
to approve the recommen~%ations of the chairman, Andrew Coffin.

VETERANS' HOUSING:
Mr. Thomson brought up the matter of articles for a warrant for a special
town meeting which were to have been discussed at tonights meeting. MS.
Mahoney stated that this was a difficult thing to do and he had not completed~
ar~v of the articles and he would prefer to have a full board of Selectmen
present when he presents.the articles.
RECREATIONAL: C 0~ITTEE:
Rev. York, Mr. Mack!in, Mr. Smith, Mrs. Maguire and Mrs. Elliot and~Mr.
Lumene!lo appeared before the bo4rd to explain to the board that the ~andbox,.
swings, and other equipment are all on the first bas line and with fast
balls coming that way, the children could be ~ainfully injured. Rev, York
asked that if possible, they would like ~o have an area cleared by'whatever
means possible, possible by a bulldozer. There is an area along the,edge
of the field, 100' x 100' and this square is on the southeast side of
Grogan's Fie~d, out of line cf fast balls. Rev. York s~ated that .he~inte~ded'
talking with Mr. Duffy. about the swings and the Jungle Jym but th0ught~ he
should come to this board first. "'
Mr. Thomson suggestion that the ·committee contact Mr. Duffy first and See
if he has any money available for lthe work of clearing the square me~ntioned.~
He would also be able to show them on the map Just where this land fl
and if the town owns the square in mention. :.'~
Mrs, Maguire felt that this was a very dangerous place for the children to
have to play and the other members agreed with her. :.~: :
Rev, York will contact Mr. Duffy in the near'future and see if they can · ~1~ .
straighten this matter out before the children start to go down there 'regularly.:.
RESIGNATION: - '~
The resignation of E!wyn King as .a member of the Planning Hoerd and'~%heiBoard
was held over until next week when the full board will be present. '
FIRE-ENGINEERS:
The matter of appointing the fire engineers wa~ held over until n~week'
when a full board will be present.
BUILDING INSPECTOR:
The appointment of the building inspeqtor was held overuntil next
the full board will be present.
PLANNING' BOARD: . · ,..,
A latter received from the Planning Board informing this board thst~they
recommend favorable action be taken at the special town meeting~to ~e held
on May 12, to change the classification of the following property ~om
a~residential rca business district. This proper~y is at the corn~r'of
Great Pond Road and 0sgood Street and is at present,known as Dai~y~and~~
TOWN FINANCE 'C0~&~!TTEE:
Notice received that a hearing will be held onMay 12, 1947 at ll:00
on H.1393 which calls for 'complete revision in the method of apportioning
state funds among muni6ipa!ities and ~rovides ~or some in6rease i~evenue'
for distribution. No action taken by this board.
