The regular weekly meeting of the Board of Selectmen qas held a t 7:00 P.M.
with all members present. Woe?~y bills and payrolls were approved.
BO!J~D OF APPEALS-PLANNING BOARD-APPOINTMENT
James T. Dunn woo appointed unanimously to .'erve asa member of the Board
of Appeals ~o replace Elwyu King who resigned as of Moy 15, 1947.
Mr. Dunn was also appointed to serve as a member of the Planning Board for
the remainder of the term made vacant by the resignation of Elw2~nKing.
This appgintment was mode with the approval of the Planning Board members.
ARTICLES FOR SPECI!~ TOWN MEETING:
Cornelius J. Mahoney appeared before the board and presented five articles
on veterans housing to be inserted in the warrant for the special town meeting
to be held in the near future, if approved by the Selectmen. The Board
reviewed the articles ond voted to hold a special town meeting on June 16,
1947 in Zhe town hal! at 8:00 P.M. Vote was unanimous.
The Board discussed a Housing Commission to be appointed after the special
meeting and Mr. Mahoney informed the board that they could a~thorize the
Veterans' Housing Committee to act as thio Housing Commission if th~ywished.
Mr. Thomson felt that the Veterans Housing Committee had worked ~il!i~!y
and had performed their work well and he would like to see them conZinue in
the capacity of a Housing Commission. The other members of the board agreed
thnt this should work out well.
~hu~article was presented to,he board by Father Vincent McQuade with 172
~.signatUres requesting that this article be inserted in the warrant for the
special town meeting. This article is in reference to the new Augustian
College and changing of the by-law from an Agricutura! District to an
Education~! District. This article will be listed es Article !.
FIRE DEP;~TMENT:
Chief Hargreaves ca~cBefore the board to ask for permission to trade some
equipment in the fire station (bought by Civilian Defense) for other equipment
which would be more beneficial to the fire department. Mr. Hargreaves felt
that this was a ~ood time to make this trade and stated that they have an
offer of approximately $500. They need oxygen masks and a small portable
pump and other equipment. The board agreed that this was a good idea to make
this trade at this time and Chief Hargreaves stated that he felt that this
board should know about the trade before they actuallymade it. Mr. Salisbury
'f~!t that this was good common sense to make such a tra~e at this time.
· BATHING BEACH~. ·.
Walter Hamilton came before the board in regard te the Bathing Beach, He
stated that since the tewn now owns the beach they would like to ~now what
prooedure is to be taken. He menttened that the boeth for selling ice cream
and candy, and tenic had been let out last year and had been satisfactory te
the committee but the committee wants to knew hew they stand inregard to
making appointment of life guards, etc.
Mr. Thomson stated that as he understood it, 'the committee did Just about
What they wanted and that it is still a functioning committe~ end the duties
. would not vary one d~gree. Mr. Hamilton thanked the board for their
consideration.
PUBLIC WEIGHER:
The board appointed Rovert Hebb, 18 Ellis Street, Lawrence as a public
weigher a~ the request of James Dooley who employs Mr. Hebb. Vote was unanimous,
BUILDING INSPECTOR:
The' Board 9oted unanimously to appoint Martin ~. Lawlor as Building INspector
f6r the coming year.
F~E ENGINEERS:
Mr. Thomson stated that there were the appointments of two fire engineers
to be made and asked for nominations.
Mr. Salisbury stated that he had received the names of David Robert, Harold
Holt and James Driver but that he mentioned them not as nominees.
Mr. Finneran then no~inatedtthe S~m~ two engineers who serve at the present
time, Edwin F. Eoenig, 27 Maple Ave. and Arthur J. Broderick of 31 Phillips
~OU~.t.
Mr. Thomson then said that before t~e motion is put before the board, he
felt that there had been considerable d~ssenoion in the fire department among
~the engineers and felt that it would be perfectly proper to have two members
of the Board of Selectmen serve as ~ngineers without pay.
Mr. Salisbury ststed that this was ~too complimentary to him and he felt that
neither Mr. Thomson nor Mr. Finneran had enough experience to fill this
office.

DEPARTMENT OF PUBLIC UTILITIP~:
A copy of tbs petition of the Boston & Maine RAilroad and The New York Centre!
Railroad Company for an order granting permission to publish and file with the
Department tariff schedules providing for s 20 per cent increase in all forms
of commutation tickets, with a minimum fare of 15 cents per ride on 12 and 15
ride commutation tickets,
The Department of Public Utilities will hold a public hearing at Gardner
Auditorium in tbs State House, Boston, on Thursday, June 5, ~947, at 10:30 A.M.
After a discussion on this matter, the board agreed to vote in opposition
and Mr. Salisbury wi!l be in Boston on that day and will register theopposition
of this b6ard.
COUNTY C0~.IISSIO~ERS:
Invitation received by the board to1 attend a. conference to be held atthe Essex
Sanatorium on June 2, 1947 at 10:00 A.M. to discuss the conditions at the
SanAtorium relating to the admission of patients, help shortage problem,
and other matters in rolation thereto. The Board voted to accept this
invitation and they will attend ~f possible.
NF~ ENGLAND TELEPHONE AND TELEGRAPH C0MP~:~
Petition and order covering the abandonment of 8 Joint poles on Boston Road
as ~hown on Plan No. 2, was granted unanimous!yby the board. No
Petition covering the relocation of ! joint pole and the abandonment of 2 joint~.i~
poles.on Milk SSreet in North Andover on Plan No. 4 was granted unanimousl3
the board. Nc hearing was.required.
LAWRENCE GAS & ELECTRI0 COMPANY:
'A hearing was. held at 7:30 P.M. on the petition of the Lawrence Gas & Electric
~Co.mpany for permission to relocate poles, wires and fixtures on the easterly~.
side .of Osgood Street, from a point, approximately IS0-feet northerly from the
southerly line of Harkaway Road~<northerly, 3 poles. No opposition was offered
b?the abutters and the board voted unanimously ~o grant this res. uest. Mr.
Barry of the Lawrence G & E Company explained that this change was in -
connection with the re-arrangement ?f street lights.
.... TREE R~0VAL REQUEST:
A'req~uest for the removal of two ~rees at 56 Railroad Avenue ~as received from
~Joseph Label of 33 Lincoln Street. Mr. Lebel wants to build at this ~!ocation
and~the trees are directly in front of his'property. Mr. Conn0rs felt that
~-tbese:trees should be removed and the board voted~to have the trees posted.
A ~hearing will be held on June 2, 1947 at 7:30 P.~. in the Selectmen's Office.
CUSTODIAN OF TAX TITLES:
The~boardappointed James J. Maker as Custodian of:Tax Titles under Chapter 224,
Acts;of 1947 which was'approved~in Aprilof 1947 and becomes effective on.May 27,~
1947~Vote was unanimous.
O, J~ MAHONEY: -
The board approved a bill for $44.00 for.~legal se~rvices rendered by Mr. Mahoney
0~'a LandCourt Matter involving the estab!ishmen~ ~fthe line of Beverly'Street.
.The matter has now been corrected.

'with all' members present. Weekly bills and payrolls were approved.
SEALEK OF ~,~IGHTS Ah~ ~IEASURES MATERIALS- INSURANCE:
,James' J. Maker brought'up the~matter of insuring the matSr~'l~o loaned to the
~..t0wn by the State and informed the board that a man from the State Department
had suggested that the town insure the materals for this departments. The Board
suggested that Mr. Maker check on this matter as he is the custodian for tbs
· materials mentioned.
TREE~ REMOVAL PLV~RING:
A hearing was held at 7:30 P.M. on the petition of ~oseph Label of 33 Lincoln
Street for the removal of two trees at 56 Railroad-Ave. Mr. Connors was present
and stated that these trees should~e removed and there was no opposition. The
Board voted unanimously to grant this request and instructed~ Mr. Connors-to
remove the trees. ' '
