CO~',~PLAINTS: A complaint was received by Mr. Thomso~ in regard to the pounding and other noise of repairing cars at 9f. ,~ain Street and Chief McKee gave the board a report of the complaints received in his Dppartment. There were two complaints received at the Police Station regarding the noise and it was very disturbing as some one was il! in one of the hemes. The Bocrd discussed this matter and decided to notify Mr. Lloyd Bauchman that he should discontinue this work after six o'clock P.~IL or if this is not satisfactory, he could appear at the meeting on June 16, 1947 PUBLIC UTILITI'=_S: Notice received that a public hearing will be held at 166 State House Boston at 10.30 o'clock A. M. to discuss the petition of the New England Telephone end Telegraph Company to increase monthly base rates. Mr. Salisbury will,attend the hearing and register oppoeition of this Board to the increased rascal. SUTTONS MILE POND- FENCE TO BE ERECTED: ~t!es Higgins called in reference to our letter of April 16, 1947 and asked that the Selectmen he informed that they expect to start the work of erecting a fence around Suttons Pond aometime this summer. Nothinz definite has been heard from M. T. Stevens Company. INSTRUCTORS~PLAYGROUNDS: The Recreational Council recommended that the ~electmen approve the appoint- ments of the ~o!lowing persons to the positions as listed. The Board of Selectmen approved the recommendation of the Council and made the following appoiDtmen~s: Supervisor, Mrs. Leonard Perkins, 54 Milk Street; ~nstructor Mrs. Philip Busby, 84A~ndover Street, ~nstructor, Miss Irene Costell% Znstructor, Miss Betty Lewis~ 455 Stevens St. Supervisor will receive $180 and the instr~o~ors will r~ceive $140 each from July 6 to August 29. COMPL~ ~T- SPEEDING: ~ complaint was received by a member, of the board that there was considerable speeding on Belmont Street and there are abou~ thirty-three children in ~hat section and the complainant felt that something should ~ done about it. The board voted ~o report this matter to the Chief of.Police andhave him give ~ report to this board. PA~TING-HICH SCHOOL: The board voted to award the painting job at the town hall to Scot~ Allison for their ~ ° ~ .~d · price of .Z17.40 which is for onecoat? of ~atnt including front entrance as figured last fall. For painting the beams and moulding around the ceiling the cost is $7!.Z0 additional, making a total of $4!7.~0..' . DEPARTMENT OF LABOR A;~ INBUSTRIES: Retail price index of specific.goods and~rvices was received bytHe board and it shod, ed a slight decrease of about !/10 of 1% from the previous month. DEPARTMENT OF CORPORATION & TAXATION: Attention of the board was mlled to Chapter ~2 of the Act~ Of 1947, entitled, "An Act authorizing the installs%ion and operation of parkinE maters in cities and. town." No action taken. DEPARTMENT OF PUBLIC WORKS: Copy of the order drawn one,his town in favor of j.J. White Contracting Co~ . for the sum of $3,303.10 for work done 'under contract with the town, was received and given to the Highway Department. The Board approved the amount of $3,303~10 OFFICE OF THE SECRETARY: Notice received that L. Sherril! Bigelow, 808 Grgat Pond Road, North Andover has filed an application for a certificate of incorporation, under the name of The New England Epilsepsy League, Inc. to be located in the city of Boston. The Board approved the form for this application relative to the personand it was returned to the Office of the Secretary. TOWNTREASURER: Mr. Maker informed the Selectmen that the $!00,000 7/8 per cent U.S. Certifioate of Indebtedness, Series E. !9~7 purchased for the Post War'Rehabilitation Fund, by thp t~wpp~mstures on June !, 1947 and ~r. M&ker asked for approval to reinvest the $10~$;g0 aa provided inChapter ~, Act of 19~3. Board approved unanimously. 307 JUNE 2, !9Z7- continued: DEPARTMEI~ ~ PUBLIC WORKS: A list of the bids received covering work to be done in North Andover on Water Street was received and recommending that the Selectmen award the contract to the lowest bidder. Assuming tbst the board will do this, the contract is being prepared accordingly and will be sent to thio board for their approval. John David Drisco!l ~:as the lowest bidder at $12,707.70. SPECIAL TOWN r,~'ETING- I~lr. Salisbury informed this board that it will be necessary to hold another special %own meeting on the article requesting the change at Osgood Street and Great Pond Road from a residential to s business district. Mr. Salisbury ' and C. J. Mahoney talked with Mr. Nathan~B. Pidwelt at the State House .regard- ing the change made in the plan which showed a material difference in' the · amount of land. This necessitates another special town meeting and the board called one for June 20, 19~7 at 8:00 P.~. to be held in the Court Room. The board me~ to sign the warrant and approve' the weekly bills: due to the fact that there will be no meeting on June 9, 1947. The board signed duplicate ~ontracts for the improvement of a section of road in the town under, the provisions cf Section 34, Chapter 90, of the Genera! Laws, Ter. Lumenelloon the table until a second request is received from him. The Board voted unanimously ~to',grant this request. TRANSFER FROM RESERVE FUND: The Advisory Board approved the transfer of $500 from the Reserve F-~d to ~.the ._Co~n~ingent Fund for.the parpose of pa~ing a ~ransporation cost~ of $.25 !pe? l~of fill to be trucked and unloaded upon the sandbank located an Mass. The board voted -~n'~mously to grant this request. ~POL~OE DEPARTMENT - REPORT ON B~A~0NT STREET~ Chief'McKee reported that the police car had perked for one hour on ~his street·and three cars had entered the street amd on another day for one half hour' andr' one truck came through from the Meedowbrook Garage. Chief MaKes stated that he would have this area checked after there is a game at Crogan's Field and they ~rlll perhaps find that this is when there is speeding.
