HomeMy WebLinkAbout1947-08-25AUGUST 2~ 1-~7: continued SPECIAL POLICE OFFICER: George H. Gailey of 53 Chestnut Street was appointed s special police officer by unanimous vo~e of.the board. Meeting Adjourned. Special Town Meeting held at 8:00 P.M. in Court Room. The regular weekly meeting of the Board of Selectmen was held at 7:00 P.M. with all members present. Weekly bills and payrolls were approved. BY-LAW COMMITTEES: Mr. Peter Ritchie came before the hoard ~o inquire about the newly appointed By-Law c6mmittee and Zoning -Law Committee. Mr. Salisbury informed him t~at ~2~as not formed exclusively $o check on the zoning by-laWs but that that ~category would be considered when they completed their revision. The members of th~Hy-Law Committee are Arthur A. Thomson, Arnold H. salisbury, John Donovan, John Alter and .W$11iam B.'Bartlett. Mr. Salisbury informed Mr. Ritchie that John A~lter had agreed ~o make a special study of t~heAZoning and By-Laws of the 'town and that he had spent a good par~ of the summer going over.the various by-law reports sent in from various cities and towns. He stated that the was not dormant by any means. Mr. Ri~chie then discussed a situation a~ the corner of Mifflin and Middlesex Streets and'felt that it dou!d be a good idea to have Martin Lawlor come the.board find out who the responsibility for various matters falls upon. Mr. Salisbury felt that this was an excellent idea and suggested that the board invite Mr. Lawlor ~o come to the meeting on September 15, at'7:30 and they could have a general discussion of the ._building laws and ~he zoning by-laws. SIDEWALK SIGNS: Mrj~homson brought up the matter of sidewalk signs and explained Lo the board tha~ itches been a regulation for many years that a bond of $1,000 must be filed i~the Town Clerk's Office for any sign which projects over the way for a distance of less than six inches. The board agreed that this should.apply ~o all signs whether new or of long standing and sufficien~ time will be given to have"this regulation complied with. Mr. Thomson informed those present that this was not a new regulation of the Bbard but simply that they were re-iterating the regulation to indemnify the :own against damange or injury for any signs which might cause such. ~The other members agreed with this ruling and it now applies ~o all signs erected o~lnew signs to be erected in the future. The Bond is to be filed with the Town Clerk. DUMPING:" Mr.~Garty called and infc:me'd the board that privately owned trucks from Lawrence were.coming over to the dump and the owner was very much opposed to this. He stated that he would p~t up signs to the effect that this was for North Andover .Residents only and if this did not take care of the situation, the police would he. asked to take some action. MANCHESTER B6ARDOF SELECTMEN$ A communication was received from the Selectmen in Manchester, Mass. requesting a statement from this board as to the number of miles of State Highway, route numbers~ end the dates of acquisition of these highways by the Commonwealth. The board felt ~hat this information could be obtained from Mr. Daffy, Supt. of~ublic Works and will then be forwarded.to the Selectmen at Manchester. AMERICAN~LEGION AUXILIARY: An 'invitation to attend the installation of the officers of this auxiliary on"September 22, at 8:00 P.M. was received and the board acknowledge the invitation and will plan to attend the exercises. LAWRENCEIGAS &ELECTRIC C0~ANY: Permission to excavate to install gas-service for Paul Dyer of 67 Prospect Street for 26 feet on the street was approved unanimously by the board. DEP~.RT~ENT OF PUBLIC WORKS: A copy cf Contract No. 10472 covering work to be down in this town this year under section 34, chapter 90 of the G.L. Tar. Ed. was received by this b~ard. end covers Boxford Street, 9,550 feet, Main.Street, 1,414 feet, Peters Street, 1,360 feet, Salem Street, 7,400 feet and Sutton Street, 5,000 feet.
