FIRE ENGINEERS:
Chief Hargreaves came before the board to see if the Selectmen would give the
Engineers permission ~o sell the old 1934 Buick Ambulance by asking for bids.
Mr. Salisbury stated that he was ~oubtful about our right ~o sell this ambulance
and that it would probably have.to be voted on by the ~own. He suggested tha~ we
ask ¢. J. Mahoney for an opinion and if the vote of the townisrequired, we could
then insert an article in the wsrran~ for the.next special townmeetfng,
This was agreeable with the other members of the board.
POLICE DEPART:&ENT- CIVIL SERVICE LIST:
Chairman Thomson read a letter received fromThomasJ. Greehan, Director
of Civil Service, referring to the provisional employment of ~Frsnk~H. Dushame
and Everett R. Woodhouse as patrolmen, The letter'informed the board that the
only person eligible forappointment as a police officer is Norman M.~Fleming,of.
2 Second Street who attained a mark of 87.08.~ Mr. Thomson informed the other
members that Mr. Fleming had called on him and made it known that he'was available
fdr this position. Mr. Greehan's letter further stated that the provisional
appdintments'of Messrs. Dushame and Woodhouse are hereby-terminAted~Authority
isalsc given in the letter for the provisional employment of Messrs Dushame and
Weodhouse for a period of thirty days from today as Patrolmen. Theboard then
decided, to hold this matter over until all other business--before the board was
completed. "~
· The Police matter was again discussed and Mr.'Sa!isbury felt that tho';board
should talk with the police before making an appointment as he iathe person :~

Mr. Finneran then asked Mr. Fleming' if he had anything ~e would like t6.~y '~o

and.everything was fair and square. He stated that the Selectmen are'~he:,.app~inting

should 'make the appointment. He stated that' he had done ~mi!itary pol'~ce work:in
the army~for three months and that he had passed the State Policeexa~ination but

Mr. Salisbury then suggested that we write to Civil Service~and'ask:-if w~. have the
right to:ask.'formore than 4 names so that two appointments.mould b~£made to
fill the two vacancies, now open. ....
Mr. Thomson stated thatthis is a matter which concerns the towngreatly and
.... he felt that a letter to OivilService-would be in order. He then a~ed.the:',,
othermembers if they wished to~ hold the matter over for one week andsawait,a'.
~reply from Civil Service. This was agreeable and the matter will bec'held over
for oneweek.
TOWN REPORTS: "~?
Mr. Salisbury brought up the matter of town reports and presented a
report of 110 pages which was printed at a cost of $625.00.
much'more expensive than that andMr. Salisburyfelt that we should~ins{£tute
a practice of asking for bids for our next reports. Mr. Thomson then suggested
that when the time comes for reports to be printed this matter shbuld lbs. kep~
in mind and'called to.the attention of the board.
SELLING USED EQUIPMENT: "::'
Edward Garvey came before tbs board and asked if they ever instructed the Depar~men~
Heads .to dispose of used equipment byasking for bids. Mr. Salisbury.informed Mr.
Garvey that the board had Just voted to'ask C. J. Mahoney for aruling'~on .this
matteriu regard to disposing ~f the ambulance and they expected a 'r:~Pl~'Within
a weekl A general discussion then took place regarding this matter;;.No~further
action was taken.'

A'letter t0~the board regarding the U.SJ Dept.~ of Labor, assuming the?responsibilities
and protection:of veterans' reemployment rights, and'requesting cooperation and~·
assistance. An office of the Veterans' Reemployment Rights Division~UJS. Dept.
of Labor has been established at 294 Washington St. Boston and it is desired that
local and district Directors of Veterans' Services act as liaison between that
office and the veteransof the local communities. The local Veteran' Directer
is asked to accept the appointment~as a local officer of the ~eterans'Reemp!oyment
Rights Division. U.S. Dept. of Labor, and details wt~l be followed in'this connection
will be forwarded to thelocsl director upon his appointment. The board referred
this matter to Bernard W. Bingham for his approval.
TREE REMOVAL REQUEST:
A request for removal of s tree at 30 Annis Street was received ~romI George Glennie
and a hearing was set for October 20,.1947 at7:25 P.M. Tree will be posted by
Mr. Conners, Tree warden.

AMERICAN LEGION:
An invitation to attend the installation of officers on October 15, at 8:co
P.M. was received and the board vo~ed to acknowledge same and accept with
pleasure.
OFFICE OF THE SECRETARY:
An application fo~ a certificate of approval to change its name and adopt the
names of Club 13, Inc. from The Washington Social and Athletic Club was received
and approved by the board(Jack Green, Beech Ave.) oth. ers not of North Andover.
RETURN OF DOG WARRANT:
~A report of the dogs destroyed and others sen~ to the-M.S.P.C.A, was received
f~om John Dolan. Dog Officer.
ESSEX COUNTY RETIREMENT BOARD:
A communication calling the attention of the board ~o th~ provisions of Chapter
615, of the Acta of 1947 was received. This act provides for an increase of the
.~ amounts of pensions payable ~o certain former pbulic employees who ha~e retired
' and to beneficiaries of certain public employees. Special attention is called
,to. Section 2 of this chapter which progides for acceptance by the governmental
uni.ts.

William B. Duffy asked that. an article to raise and appropriate $1000 to
