The regular weekly meeting of the Board of Selectmen was held at 7:00 P.M.
with all members present. Weekly bills and payrolls were approved.
REQUEST FOR RE~OVAL OF TREE:
Mr. Kulick requested removal of a large ~ree in~ont of lot #8 Parker Street
which is in the middle of the drive,ay. He is building a house there and
would like to have the~ree removed. The board voted unanimously to refer
this matter to the tree warden for his opinion.
ACCEPTANCE OF STREETS:
A group of citizens again appeared before the board with reference t~ surface
drains on Holbrook, Putnam and Hamilton Roads.
Mr. Thomson opened the hearing by informing those' present that this board
had last week requested information from the Highway Department on the
condition of thase roads and for his opinion as ~o his approval for.
acceptance of the streets. Mr. Thomson read a letter received from Mr.
Cart~in which he stated that he had looked over these roads and had
invited Ralph Brasseur, engineer and also Mr. 'C. A. Fritz of the DeparZment
of Public Works to look over them also and the drainage on Mass. Ave. Mr.
Fritz informed Mr. Carry that no more water would be allowed to enter.the
line on Mass. Ave. and this would' mean .that a new line of pipe would h~e
~o be laid on Mass. ~rom Railroad Ave.toGreea Street.
There was a general disnUssion during which Mrs' Roth 'inquired if tha. wa~er
would come down if the roads were .paved to which Mr. Garry replied tha't
the ~own will be billed if this. happens and Mr.~Fritz had told him that ~new
l'i~es~would have to he installed on Mass. Ave.
Mrs.' Reinhold asked the chairman if ~hay could have this road acceptedli~
all the residents petitioned for it, without the assistance of Mr. Car~y.-~
She stated that thayhave.tried ever2%hing and they are getting ~othing for.
the taxes they pay
Mr. Thomson ~*ormed her that he fel~ that there was nothing that Could be~
done until Mr. Carry ~ave his approval for acceptance of these streete~~
Mr. Salisbury stated however~ that this was not entirely true. He saidi~that
a town meeting can vote to~dpp~priate money to dothe .work'that Ira .has' to do
and then Ira would put the roadain condition .and tha~ would .be read~/~or"
acceptance by the town .... ..
Ralph Brasseur'was asked to explain the sitUation as he saw it dad he %'~n~ '~
on to tell those~presen~ that the water washes all the gravel away and. then
the gravel plugs upthehasins. He said the drainage is meant to take "t~e ~
water but that these roads give fast delivery and if they were only s~rfaced
this Would speed up the delivery..He said the water sheds off'~ha crown orthO-.
road and there should be drainage or you have a gutter situation. If the
drainage is taken'care of first then the water is taken care .of. Al drainage
system would require a 15'or 1S' pipe such a~ serves Mass. Ave. up t0'Gr~ene
Street. Where s~stem is used to capacity there must be a new surface~ The
pipecould be laid from Railroad. Ave. up ~o~thase streets. Mr. Brasseur said
the Stetm will clean up the gravel and keep-an account of it. and that,will
be sent to the Accounting Department for collection. ·
There was's general discussion about various s~reets having a surface ~rain'
and Mr. Sambataro stated that these streets need repairing every

the three streets in question. Mr. Brasseur replied that it. would 'cost
between $12,000 and $14,000 for drainage, not including Putnam Road. Probably
much more'for all three, five to eight thousand more dollars,~roughly figured.
Mr. Thomson suggested that these people put an article in the warrant for
money to take care'of the drainage and Mr. Roth suggested that, the town allow
the s~ate to clean up the gravel and let the town pay for it. He fel~that.~
this would by much cheaper than asking for such a large amoUnt of money
for drainage.
Leonard Firth suggested that the developer should put in surface drains. He
mentioned that the Pacific Mill put in the sewers and surface drains~$n %heir
land. He felt that this group wanted the town to do everything.
Mrs. XeeSe.felt that North Andover was well able totake care of t~e. streets
and the town should be big enough to improve the town if theyexpected.I
people to want to come here to live. She said they pay their taxes and they
have no l~hts, mail service or ploughing out in the winter and sha:felt that
they should get something for their money.
Mr. Thomson said he was in sympathy with Mrs. Keefe and the other residents
of this section, since they have spent their money and they get no service.
It is a great disadvantage. I would say that it is partlyup %o the Developers
and partly, up to the town. These .people are the innocent victims. However,
he said that the town cannot accept these streets until they are in proper
shape.
Mr. Salisbury stated that the ~oney for drainage must come ~rom a Town Meeting
and the Selectmen have no authority over this.
NOVEMBER 24, 1947-continued
Mr. Thomson stated that the warran~ will open soon and an article could be
inserted for this money. He informed those present that we will send a notice
to .them when the warrant is open and they can work out an article. He also
· informed them that the Advisory Board has open night and these people should
be heard at that time. The Advisory Board recommends and then they are heard at
the Town Meetin~jzW
Mr. Salisbury~that the matter of rules and regulations for acceptance of streets
is not a new z'uling but is'a rule of long standing with the Board o~ Selectmen.
Mr. Thomson th~n ,said he was sorry that this board could no~ help at this time
but that we will advise you when the warrant is opened.
.Mr. Firth and Joseph Sumbataro entered into a discussion about this matter and
referred to sidewalks in the section in question.
Mr. Thomson stated that the lighting situation could be taken care of by this
boardbut that the matter of hydrants is s problem of the water department, and
.~.,~he'.suggested that they con,act Mr. Duffy, Supt. of that department. -
'The'group then left .the meeting to discuss this matter with Mr. Duffy who was in
q the building at that time. ,The Lawrence Gas Company will be asked to make a survey
of these three streets with reference to installing street lights.
POLICEAPPOINTMENT.
Norman Fleming came before the board to ask if they had any official communication
from Civil Servi~e and they informed him that they had none at this time.
CHAPTER 90:
Mr. Carry infOrmed tSe beard ~hnt he had a~ked for Main Street for next year
and that th~'reute probably selected will be Route 133, Great Pond Road.
Mr. Carty asked the Selectman to write a letter suggesting that Main Street
beselected at the Court{y meeting to be held soon end have the letter ge to
Mr. Fritz at Beverly. The board agreed to write this letter.
BATHING BEACH:
Walter Hamilton came before the board and informed them that it is impossible
.~o run the bathing beach on $1500. He stated .that the raft is 15 years old and is
.falling. apart. He said a new-o~ will be cost quite a. sum, perhaps $600 and that
new: barrels can' be purchased for $.50 each. The board suggested that Mr. Hamilton
get estimates for this work and then submit a budget with a sufficient amount
retake care of all the needs for.next year.
Mr~.~Hamilton. then presented bills for which there is not sufficient money to pay
them and asked if they could have a transfer of money from the Reserve Fund to
take care of them. A transfer of $52.87 will'be sufficient and ~r. Hamilton
felt sure that there would be ac more bills submitted. The board voted to request
a transfer f~om the Advisory Board.
LAWRENCE GAS &ELECTRIC~COMPANy:
A report on several locations where new street lights have been installed was
received by this board and a list of thoseremoved also was included.
lO00~-lumenlight on Pole 467 Railroad Ave. and Dewey Street; 2500 lumen lights
installed on pole 955, Osgood Street, 1167on Andover Street, 1207, Andover Street
and pole 1223 on Chestnut Street; pole 68, Beverly and Middlesex St; pole 531
Mainand~Merrimack Street, and pole 25, Harold and Marblehead Streets.
~REQUEST for permission to emcavate at 101 Lyman Road, to install gas-service for
:Denamico DeRosa, 32 feet on street.
REQUEST to excavate to install gas service for Albert Curr~er, 3 Upland Street,
13 feet on street.
REQUEST for ~ermission to excavate at 99 Milk St. to install gas service for George
Cuddy, 22 feet om~street and at ? Belmont Street ~o install gas serVice for ~oseph
Faro, 25 feet on street.
These;were granted by unanimous vote of the board.
STEVENS HALL:
John Donovan asked for permission to use Stevens Hall for the New Year's party
to be held by the~American Legion andpermission was granted by this board.
STREET SIGN:-BOND
Pe~nission to erect a sign.over the sidewalk at Main Line Restaurant, 62 Main Stree
was g~anted bythe board providing, that they produce the bond for $1000 which
is required under the. law. Albert Fritchie and Carol Morrell, proprietors, said
they have the bond at this t~me but need perm~ssiun by this boar~.
DEPARTMENT BUDGETS:
Forbes Rockwell inquired as to the date that the budgets would be submitted as
they would like to start their routine work on January ~, 194~. The board voted
to request all department to submit their budgetson or before December 22, 1947.
Ail department heads will he so notified.
