JANUARY 12, 1948- continued
Mr. Fleming called on Mr. Thomson and informed him that he was ready and
willing to take this appointment.
Mr. Salisbury m~de a motion that we accept the resignation of D~niel Shine
as of January 14, and appoint Mr. Fleming as of January 15,1948.
Mr. Thomson felt that this was being mary abrupt in regard to Mr. Shine and
felt that it would be more courteous to accept the resignation of Officer
Shine as of January 28, and appoint Mr..Fleming as of January 29,1948.
Mr. Salisbury then changed his motion %o accept the resignation of Officer
Daniel Shine as of January 28, 1948 and appoint Mr. Norman Fleming as of
January 29,1948, at a salary %o be set by this hoard'at an executive Session.
The board later discussed the salary of the police department and Mr.
Thomson explained that on October 6, 1941 the Selectmen voted unanimously to
increase the salaries $1.00 per week for the balance of the year and then
give a step rate increase of $1.00 per year for three years until 1944.
A new man would then reach his maximum in five years.
In March of 1947, when ~wo provisional appointments were made the board -
left thc matter of full salary for these %we men to the discretion of 'the
Chief but that any permanent employees would start in accordance with ~
the plan made some 2ears ago.(This refers to the step rate ,increase voted
upon in October off'1941.
Letter will be sent to Civil Service explaining this matter and Mr. Fleming
will be expected to start a% a salary of $48.90 weekly and within five.
years will reach the maximum.
Mr. Fleming will also be contacted to see if he is willing to accept.the
appointment at the entrance salary of $48.90. Mr. Fleming signed e paper
that he was willing to accept the position at the entrance, salary.
STEVENS HALL:
Mrs. Bertha Martin called %o ask permission to use Stevens Hall on February
12, 1948 to run a dance by the V.F.W. Ladies Auxiliary. Permission. was-
granted and the hall is available for that night.
John Donovan asked for permission to use Stevens Hall on February 21~ ~948
for a party and dance to be ~u~by the American Legion, Post~219. Permission
was granted for this date.
COMPLAINT- D~AGES TO CARS:
Two complaints were received relative ~o bills for 'repairs to cer~ which
were damaged by the Highway Department snow plo~s during the recent storms
and claim for doctor's bill and loss of wages dUe'to a fall on'a defective
sidewalk. This matter will be referred to the Police Department for a
repor~ and s check on the amount of wages lost by the woman who made 'the
report, and will be taken up at the next meeting.
REVALUATION COMMITTEE:
A repor~ of the engineer's progress during the past year ~n this Committee ·
was received from the chairman Oscar Soucy, also a request thattthe Selectmen.

COUNTY 30r~ISSIONERS:
In accordance with the provisions of General Laws, Chapter 32, Secti6n. 22 (7)..:
(c) (ii) an amount estimated to be necessary to pay the various fund~ of the.
Essex County Retirement'System was given to the Selectmen and the amoun~of
$7,152.72 is'required for the year 1948. This will be inserted in'the .town
DOG OFFICER'S REPORT:
A report on the number of dogs, boarded, sent to the M.S.P.$.A. and the number
destroyed was received from John Dolan, Dog Officer. The number of'calls,
dog bites reported and livestock killed by dogs was also reported.
BY"LAW COmmITTEE:
A meeting of the by-laws committee was held following the meeting of the
Selectmen.
MEETING ADJOURNED:
The regular weekly meeting of the Board of Selectmen was held on this date
with all members present. Weekly bills and payrolls were approved.
JUROR DRAWN:
Joseph Finneran drew the name of John Winkle of 118 Second Street, (Painter)
to serve as a Juror at Salem Superior court on February 16, 1948.
