FIRE DEPARTMENT- OXYGEN:
Mr. Hargreaves stated that they have already spent $85.00 this year for ozygan
he ~ated that a tank of oxygen coots $4.35 and lasts about twenty hours with
continued use. Chief Hargreaves stated that in some communities pay for oxygen
as a public service and Mr. Thomson then inquired if perhaps soms of the local
organizations like the American Legion or the V.F.W. might be interested in
supplying this~oxygen, as a service to the public.
Mr. Thomson explained that this was a public service and nothing can be done
about'it and if the money in the appropriation is used up, then the chief will
have to come in and ask for more and we can only saythat you should go on
and provide the same service.
Mr. Coffin said he would like to see later as to what extent it has gone. If
it skyrockets we might have to something. If it becomes excessive it might be
considered a part of the medical care.
Mr. Thomson then said that this was one of the conditions when the equipment
was given to the town by the American Legion, that the ~own would provide
the oxygen.
CHIEF'~ CAR- FIRE DEPARTMENT~'
Chief Hargreaves said their was some talk among the engineers that the Advisory
Board~had recommended that his car should not be used for town business..Mr.
Hargreaves had talked with one member of the Advisory Board and he was told that
the board had recommended the use of the Packard car o~ the old ambulance for
this purpose. He said he neversl~aves town without notiPying the memberswhere 'he
can be located. He said he .generally goesdirectly to the scene of a fire and
makes his decisions before the apparatus arrives. He said this is the more
way rather than go along with the truck and hags to gothevarious places to pick
up themen. He said he can't see running his car for the town at his own expense.
Mr. Coffin felt that~ the Police and Fire Chiefs should have reasonable expenses
for their own cars and he believed that it might be bhetter to pay a lump sum each
year for this purpose. He said if the~e was some unusual expense it could be
paid separately.
A motion was then made that the fire department' chief go along and charge his
e~pensesfor his~car to the department. Mr. Coffin believed the same except
that he would like to have the bills segregated. ~Thisvas agreeable ~ith Mr.
Finneran.
CIVIL CONSTABLE:
John Fenton of 65 Marblehead Street was appointed a Civil Constable on motion
of Joseph Finneran.
SPECIAL POLICE OFFICERS:
Frank W. Lee of Bradst~eet Road and Fred Kiessling , 5 Irving Road were appointed
Special Police Officers by unanimous vo~e of the board.
LAWRENCE GAS&-ELECTRIC COMP~d~Y:
A reply~o our letter melative to street lighting along Salem Street was received
from the Lawrence Gas & Electric Company and they report that the cost for e~
een lumen stree~ lights would be $324 for the year. The board discussed this
ma~ter-and voted unanimously to have these eighteen lights installed sin the near
future.
STEVENS. HALL:
Rev. Ralph D. York asked for permission ~o use Ste=ens Hall on May 6 and ? and
on May 5, in the afternoon for the Parents -Teachers Assocation. Mr. Hayes has
the hall available for these dates and the board voted unanimously to grant
permission.
RECREATIOFAL60MMITTEE:
The following appointments were made on this day in addition to the three members
who are willing to continue to serv~ on this committee: Myra Stillwell, 1S Irving
~oad and Nathaniel Archer of 95 Marblehead Street. The other three members who
will continue %o serve are Joseph Lumenello, William Smith and Mrs. Edmond Elliot.
No ~hairman has been appointed but this will be taken care of when the full
committee is appointed. Mr. Coffin suggested Mr. Archer and Mrs. Elliot submitted
thC. name of Myra Stillwell. Vote was unanimous on these appointments.
SA~Ei0F TOWN LAND- INFIRMARY:
Edward J. Welch brought some material before the boardwith reference to the
purchase,, by him, of approximately three acres of land situated on the south side
of Dale Street and gavean amount of $200.00 which he would be willing to pay.
The board felt that this matter should be called to the attention of the Veterans
Housing Committee and a copy of same will he forwarded to Louis McAloon who is the
chairman of this committee.

COMPLAINTS- NOISE:
Mr. Coffin informed the other members of the board that he had.. received
two complaints about the disturbances around midnight until two o'clock A.M.
around First and Main Streets. Mr. Coffin stated that people park their
cars there, shout, laught loudly and use obscene language and on one occasion
five intoxicated persons got into one car. He said that since this is within
a stones through of the policestation we should ask the police to find out
why this noise can't be stopped. If this is true, then why isn't the police
department enforcing the law.
Mr. Coffin made a motion that this complaint be referred to the ~lice Department
with a report on the conditions and instruct them that if warranted that action
should be taken. He would like to have a report back by next Monday evening.
BUS SITUATION- 0SGOOD MILL HELP:
Mr. Coffin inquired about the bus for the 0sgood ~i2~ help and asked that
this matter be checked again and see what can be done about this service
POLICE DEPARTM~NTREGULATION:
Mr. Coffin brought up the matter of reinstating the rule which pertains to
Police working on more than one Job and wondered if the board wished to take
any stand. He said he brought up the matter two weeks ago but at that time.
the board fel: that they wished to have time to~nsider the matter.
Mr. Finneran stated that he felt no different about the matter now than he
did two weeks ago.
Mr. Thomson said that he has not dismissed the matter from his mind but that
he does not feel that he is ready to take any stand on the matter at this time.
He wanted it understood that he has not dismissed the matter from his mind.
BEACONHILLBOULEVARD VOPEN? CELLAR:
Mr. Coffin brought up the matter of an open cellar on Beacoshill Boulevard
which at' times has about five feet of water'in it and recently a ~hild was
nearly drowned. He stated thathe knew that the Fire Department had pumped the
water out recently but that it fills up and something shouldbe done. He
suggested that we write to the owner and seek his cooperation and see if hazard -
can be eliminated. ~ ......
Mr. Thomson suggested that the more effective ~ay in the past has been to refer
such matter to the Police for consultation with the owner and see if he can
do something to clear up this condition. He said it could be called a
public nuisance if nothing is done by the owner.
The board agreed that this .procedure should be followed.
HIGHWAY DEPARTMENT COMPLAINT:
Mr. Fiumeran mentioned that he had been contacted about water which collects
in front of property Just below 195 Andover Street and asked that this be
referred to Mr. Carty to see if he can correct this condition.
George Cullen also mentioned a whole on Elm Street which i~' very dangerous.
He said it looks as ~hough!it might be undermined and if anybody should fall
there, they could be seriously injured. The board voted to refer both matters
to Mr. Carry, Highway Surveyer.
FIRE PREVENTION:
Notice received asking for a communication outlining in detail .a Statement
of what has been done in line with the recommendation of the ~esident's Conference
and what is planned for the future. No action was taken on .this matter. The
previous letter of June 17, 194~ was referred to the Fire Department.
The regular weekly meeting of the Board of Selectmen was held at '7:~0 P.M. with
all members present. Weekly bills and payrolls were approved.
BUILDING INSPECTOR:
Martin J. Lawlor, Building Inspector came before the board as requested and
informed them that he had visited the location at Inglewood Street and Mass.
Ave. and found that there' were septic tanks stored there by Mr. Mangano.
He said there isn't room to store them in his garage and he had to build a
low platform to keep them 'off the ground. ~r. Lawlor stated that he would
not b* allowed, to build a storage building there and Mr. Mangano is willing
to build a three stall garage and store the tanks in them for the time~eing.
Mr. ThomsOn inquired in s permit is required down there for anything that
has been built, and Mr. Lawlor replied that there was not. Mr. Managane
plans to sell the tanks and dispose of them as quickly as possible.
Mr. Coffin suggested that the Board of Appeals was holding a meeting at
B o'clock and the complainants had arranged to attend that meeting and
suggested that ~r. Lawlor also attend the meeting. Mr. Lawlor stated that he
had planned to do this. The matter was left that'way pending a report from
theBoard of Appeals.
