HomeMy WebLinkAbout1948-05-10MAY 10,1948-continued: TREE REMOVAL }~ARING: A hearing on the removal of a ~ree at 49 Tolland Road on the petition of Harry Barrett of this address was held at 7:30 P.M. and no opposition was offered. The board voted unanimously to request the tree warden ~o remove this tree. GROUNDKEEPER_ GROGAN'S FIELD: JOseph L. Rivet came before the board and stated that he'had been in several weeks ago and had discussed a groundkeeper's fee. He stated that he spends 1500 hours at the field at approximately $.25 per hour. He would lika $3;00 for each baseball game and $8.00 for football games. He explained that all the persons he has talked with feel that he should receive more money but that the collections~e not large enough to. pay this fee. Mr. Rivet informed the board that.up to %wo'years ago he had.received $500 per year and that now he was getting $320and he felt that he should receive $250 more a year. Mr. Coffin stated that no increase could be ac~ed on jtonight but he would, like to get a report.from the Hoard Of Public Works. Mr. Rivet explained in answer to ~r. Coffin's ~uestion that he lines the field, lights the fire so that the boys can have showers, cleans Jthe Club House and cleans the..£~eld 'and he explained that the vendors who sell ice cream leave papers, cups, e%c ~round~the field which he has to clean pp. Mr. Thomson said he was disturbed about this m~tter. He felt that ~r.'Rivet is underpaid for the time spen~ at the field but that the appropriation is under the Jurisdiction of the Board of Public Works. He said he did not, know if the appro- priation ~ould s~and an increase or not. Mr. Rivet then inquired if the Hoard of Public Works couldrequest· ~ '·a ~ transfer' ' from. the Reserve Fund if they voted to increase his salary. Mr. Thomson expIained that . they could reques~ a transfer from the Advisory Board for this money tobe paid from ~the reserve fund. DEPARTMENT OF HEALTH* Salem St. Dumping: A copyof~the report from the State Department of Health ~o the l~cal hoard'of Health w~s received from MissKathan. Mr. C0ffinsuggest~d that this board call attention to the Chief of Police and 0f~his'~domplete cooperation in helping to prevent dumping there. He thought this Bbard should put a spark plug~into the 'department andhe thenmade a motion .that .this letter be referred mo the Police Department and asklthat they offer the~cooperation ~o the Hoard of Health~ .. Mr.~T~0mson felt' that the police departmen~ would enforce the law if the local Board of H~a!th requested it, without any spark-plugging ~rom this board.' Mr. Ooffin again said that he thinks the Police Department needs s spark plug in their department. Mr. Finneran stated that'since the letter had been'sent to the b0ard~'of health -'~ ' more th~n three weeks ago , that~department had ample' time ~o request police assistance ifneeded. - -MrJ~0ffin said that the'police department h~d not attended ~o matters of'law enforcement which had been pigeonholed only to ~umh up later as points of agitation Mr.. ThomSon>then stated that since there was no seconding of Mr. Coffins motion, he'. would declare it lost. KR.IBALL D~STRIcT: COMPLAINT: . JohnJ. Wilco.x took up the matter of fires in their district and stated that they had a fire last Tuesday and also a good forest fire last Sunday which is still burning. He mentioned that land had been sold to people from Lawrence and they intend to :have gardensthere. They cut th~ brush ~nd burn.it and t~en leave the place while it is still burning. He stated that one man had been warned about these fires. Mr. Wilcox stated tham a State Forest man had been down in the ~district and said that it was'the worst spot in the town. There are some water holes.~there at the present time. Mr. Wilcox'stated that ~h~se campers have no~h~ng to loseif the fires are started. He said nothing has been done to.stop fellSws whoilive~in Lawrence, and it seems as if the police could do something about this. They could go, these people and infor~ them that they are not allowed to light fires. He believes that the Fire Department o~ theSthte Man (Mr. Frost) should turn these names over-itc the police and have some action taken. He said the people are all-up in arms about this and in one instance the fire came very close to ~rs. Finns'home on Forest Street. Mr. WilcOx informed the board that a fire truck from Reading arrived first at one of the fires and thaz have a longer distance to go. He also suggested that 1948 plates be put on the fire truck. Mr. Coffin suggested that these complaints be referred to the Police and Fire Departments to take the appropriate action. Mr. Wilcox then stated that the bbard would ha~e to talk stronger than that as the Police are never down in that section. He said the cruiser had been down there once since the town meeting and that was to let them know that the radio had been repaired and could be used from that section. Mr. Thomson suggested that a conference be held with both chiefs and Mr. Coffin stated that he not believe could be gained by ~s" 3:82 MAY 10,1948- continued: Mr. Coffin stated that he knew of nothing that we can do with Police Chief and Fire Chief through conferences. He stated that there had been laxity for many years and he then made a motion that these complaints be referred to the Chiefs of both departments end.ask that some action he taken. The hoard agreeddthat this should be done. A report will be requested for the meeting on May 17, 1948. J MIFFLIN PARK STREET: Representative Frank Giles spoke to the Board in behalf of the group of citizens from Mifflin Park area. Mr. Giles stated that he came here as e member of the Legislature to try and get some ~ction for this ~rcup. He said he had called upon the Attorney-General and the Board of ~Public Works regarding these streets and had been informed that it was not s matter for the state but Woul~ co~e under the town officials. Re realized that the town is acting under their own rules and regulations in regard tv street acceptance. On this particular :piece of land the developer of the house lots neglected to do what he should.'~ But that doesn't help the people 'who live there. These people are willing to d5 all they are required to do under the rules upto.article 5. Theywould like,to ask Mr. Carry if a surface drainage or hard shoulder would be required.~ Mr. Certy replied that s surface drain would be required before these streets could be accepted by him. Mr. 'Thomson stated that hard shouldes 'is acceptable according to a state engineer. Rep. Giles stated tha~ these p~ople wantto comply with the rules but they have a great deal of money invested. They have asked the .Veterans Admini~stration and the bank~stohelp them. Now they would like to have the situation Clarified. Mr. Thomson inquired inquiredlif'these people agreed that the~electmen ar~ power- less to act until the approval is received from the HighwNy SurtaX5.~ Rep. Giles stated that he belieged that the Selectmen war~ answerable'~%o th~ High- way Surveyor up to a certain point. He said that these'p~oplecan't goint0 $20,000 expense to get roads'into shape. It isn't their responsibility to get roads into condition. . : . There was a general discussion as to:wha~ these people were wilIing~todo~tofix up these streets for acceptance and whether street needs cinders or,gravel and also discussion as to whether hhey should,be oiled or not. It was brought that Mr. Cyr is doing work on thestreets now and they ~xpect that the road ~ill soon be in condition for Mr. Carty's acceptance with exception~of underground drainage. _.~.~_. Mr.'Coffin t~en stated that the' drains are not i~g'~he roads impassable. ere The abutter .annot be expected to dO this work and install underground ~rains and Mr. Sambataro will not put the drains in. Something must be done. Zf a ditch drain is suitable and ~r. Carty will consider rolling andoiling after the streets have been accepted, the Selectmen should make it crystal clear that"the town will not accep~ an~streets with no underground drainage. '~ · Mr. Carry then told those present from Mifflin Park to put the str~ets'inorder and he and the Board of Selectmen will look them over, Mr. Thomson informed those presenttha~ they have the sentiment of'this boardand if they puts hard surface in and roll it, together with,a hard surface drainagethe board will agree to l~ok'it over. He stated that this wasa dangerous pr~ed~nt,tc start ' " in the town, but he believes that a little uhbending was in Order. Mr. Coffin then brought out that these people are paying taxes and want'to stay in NorthAndover. He isafraid of precedent which would be 'started and he w~nts to make it clear to Sambataroand the town that this cannot be done again. Mr. Carty, Thomson end, Coffin agreed to go to see the streets when the work is finished to seeif.they are in an acceptable condition. · Mr. Finneran stated that this matter is up to Ira Carry and he shouldtell the board what he thinks about the streets. He stated that he will look~at them but that Ira is the one who should approve. He said that this board made rules and regulations '~. and he believes that they should abide by them.' Mr. Thomson then stated that he believes that Mr. Finneran is right about Mr. Carry and if this board ~ecommende~d' that,the street was agreeable, Mr. Carty,WOuld go along with them. Mr. Roth then stated that if the Highway Surveyor will accept'therecomm~dation and it is agreeable, what will the board accept. Mr. Thomson thenstated that this board would expect, 1. a road surface reasonably adequate~; 2. a drainage reasonably adequate and he also stated that if Mr. Cyr, is doing aomething on these roads which is not agreeable to Ira, he should check with him and straighten it out before theboard looks at the street. Y TOWN FINANCE MEETING: Notice received that the spring meeting' of the association will be held at the Hotel Sheraton on May 19, 1948 at~6:00 P. ~. None of the members are able to attend this meeting and Mr. Comins will be so notified. APPOINTMENT OF SPECIAL POLICE OFFICER: The board voted unanimously to appoint John E. Wilson, 383 Johnson Street as a special police officer. 383' NAY lO,19~8-continued CROSS STREET TO BE CLOSED: Tax Collector Frank Wallwork Jr. came b afore the bosr~ and a~ke~ permission to.use this street instead of Dudley Street for a street fair on Saturday, June 5, by the Donald E.~orter Christian Endeavor Fellowship. Previous request had been granted but due to illness of s resident this fair could not be held on this ~treet. The board voted unanimously ~o grant the use of Cross Street providing residents were agreeable. K2,~BALL DISTRICT: A letter was mceived from Charlott Foster, Secretary of this Distvict requesting that "Slow" signs be placed at the intersection o4 Foster, Boxford and Salem Street~ for protection of children who play there. Miss Foster stated that ~the heavy traffi~ makesthis a hazardous place for children to play. The board voted to refer the matter Se the Chief of Police and to the HighwaySurveyor for action. NEW ENGLAND FIRE INSURANCE RATING ~SSOCIATION: Notice received acknowledgin~ letter from this board in which it appointed Richard G. Whipple of 137 Salem Street as Broker of Records and enclosed an application be made out and.signed bythe board which is in'accordance with their.requirements.
