NEW ENGLAND FIRE INSURA~CERATING ASSOCIATION:
Notice received that the appointment of Richard G. ¥~ippla as Broker of
Record has been approved by this association and this appointment will continue
until the authorization is rescinded in writing by the Chairman of the Board
of Selectmen.
HAMILTON, HOLBR00K ROADS:
The Selectmen viewed these roads with Highway Surveyor Ira D. Carty and they
did not feel that the roads were incondition for acceptance by the Highway
Surveyor.
FI~ AND POLICE CHIEFS:
Chief James Hargreaves and Chief Alfred ~cKee came before the board to report
on the conditions existing down in the country with reference to fire and
persons lighting fires which was requested by the board after complaints had
been made by John Wilcox and others in the Kimball district. Chief Hargreaves
stated that he had been accused of being!ax in this district but he said
that these people do not know what is going on and they had already taken action
on one person who had lighted fires there without a permit. Mr~ Hargreaves
suggested to the board that when these complaints are made that the heads of
the departments be called in and given a chance to answer them before the inform-
ation is put in the paper and only one side of the story is given. He stated that
he had sent the police dwwn there five or six times on complaints, and they were
very willing to do this. He informed the board that in regard to the ~tumps that
are left burning it would mean dragging the hose through hot ashes and would be
expensive. These fire have never re-kindled as all the trees and busges around
them have been burned out. He also said that Mr. Wilcox has loose wires in his
barn which is a fire hazard and that he has never had a permit to have th~s work
done.
Chief McKee said that Officer Eleming had been down there and the Love'family had
a fire without a permit and he told them they would have to put it oun. He said
that Mr. Love stated that Mr. ~Wilcox was squaking about water andnow he feels
that if they go~ the water down there, there would be no m~re talk about fires.
Chief McKee presented a report on the mileage of the police car daily fore,he past
six weeks and it goes an average of 200 miles per day.
Mr. Thomson mentioned that Mr. Wilcox had said that he had not seen the Police car
in that section since the Town Meeting. The ch!cf stated that the car goes down
there a~ night but that very often the residents are in bed and if they want the
siren sounded they can do that, but that there would also be complaints, about
the noise.
Chief Hargreaves stated that any fire can be located by the Tower and that he had
been called six to eight times during the past few weeks. They borrow hose from
the State for every forest fire as they have not sufficient in the station. He
said that the tower has two men available at all times.
Mr. Thomson inquired if the area is posted and if so if the people disregard these
signs. Mr. Hargreaves said that the area is posted more or less.
Mr. Thomson then asked both chiefs if they felt that these complaints are unwarranted
qnd that everything is being done to protect this area. Mr. Hargreaves and Chief
McKee both agreed that this was so.
The other members were asked if they had any questions and Mr. Finneran said that
he was glad to have the chiefs come in and letthe board ~now what they are doing.
Mr. Coffin said he had no comment.
TREE P~OVAL HEARING:
A hearing was held at 7:30 P.M. on the removal of two d~reea at 132 Greene Street on
the petition of George o'Keefe of the above address. The board unanimolus!y to grant
this request and requested the tree warden to remove the trees.
BOJ~RD 0FAPPEJ;LS:
Notice received that a hearing hadtbebn~held on May 10,19 on the petition for
a variance of the Zoning By-Laws by. James J. Sheehan and Cecilia Sheehan on the
premises on Pleasant Street, !70 from the corner of Ciarendon Street, East side,
and the Board of Appeals voted to grant the variance.
BOARD OF HEALTH:
Letter from the Board of Health inf6rming this'board that Mr. Charles Wilcox had
previously taken steps tosto~dd4ping on his land beside and in the brook at the
lower entrance to Ridgwood Cemetery on Salem Street and the Board of Health had
officially notified him to that effect on April 28,· 1948 and are confident that he will
cooperate without any trouble. · ~"
ESSEX COUNTYRETIRE~NT BOARD:
Notice received and a copy of an attested copy of the record of a vote of the Essex
County Retirement Bosrd o~ ~ednesday, May 12, 1948 which sets forth that this board
be requested ~o order the amounts payable to the several funds of said System of members
fo= the year 1948; Pension Fund,. $6776.72, Expense Fund #376.00, Total $7152.72.
