Dewey Dyer, 65 Prospect Street,' 26 feet on street approved unanimously.. Permission to install gas-service for Andrew Alvino, Middlesex Street, corner of Mifflin Ave. 29 feet on street approved unanimously by board. INVITATION TO ACT AS JUDGE~: The Board of Selectmen received an invitation from the Community Center to act Judges for the parade to' he held on the Night 'before the Fourth. The board voted to acknowledge the invitation .and extend their appreciation, for this honor but they felt that they should respectfully decline to act in that capacity. APPROVAL OF TB~NSFER FROM RESERVE FUND: Approval for the transfer of $500 from the Reserve Fund to the Contingent was received from the Advisory Board on June 15, 1948. DEPUTY GAM~ WARDEN APPLICATIOll: Walter Stamp Jr. made application for the position of Deputy Game Warden in this tow~ without a fee. The board felt that since this position had been abolished at a town meeting some time ago, they 'felt tbet~they could not make an~ appointment at this time but Mr. Thomson stated that with all due respect to the application of Mr. Stamp, the hoard should place it. on file for any f~ture appointment. REQUEST FOR TREE REMOVAL: Edward GArvey, of 182 Middlesex Street requests the removal of a tree in front of his property and this was referred to the tree warden and a hearing set for July 2, 1948 at 7:30.P.M; "' ' Mrs. Joseph Burke-of 5 Marlbehaad Street requests the removal of a large 'tree in front of' her property and the matter was referred to the tree warden-,d a H~aring aet'f.or J,uly 2, 1948 at 7:30 P.M. REQUEST FOR PII~E ALAI~ BOX IN THE KIMBALL DISTRICT: .. Mr. John Wilcox was spokesman; for a delegation of residents from the Kimball District who inquired as to the procedure to get a fire alarm box in the district where they live. Mr. Wilcox stated that at present they have to rely on the telephones of neighbors~-and'thay are wid~ely scattered and that they are all party lines and it is difficult to get service.. Mr. Wilcox stated that the nearest box to his home is at Salem and Marblehidge' Road which is nearly four miles away. Mr. Thomson suggested that .we haveChief Hargreaves come in and discuss this matter and he came to' the meeting within a short time. Chief Hargreaves stated, that in order.to get an alaPm box in that district, permission would have to be obtained at a Tow~ Meeting. Ha stated that this would be an expensive Job, requiring a' two wire Job. He, gav~~ an. approximate cost of $1,000 to $1200 to put a box at +-h&aSumation of ~FO~S,t~er,:an,.d Bo, xfo~rd Streets; Th~.bex would' oostabuut $122.50, the' wireS79.00 and ;o~a- ¢os~ el' material would be $220~00 Chief Hargreaves stated that he doubted if a box would be of any great benefit unless they had' water in that section. At present he said that. the'brooks were high but in dry weather there is a problem of where' to get the' water. He explained the water pressures at various points and explained that it was a one-way lind and as'soon aa tha hydrant is opened the drops. ~ Mr. Thomson suggested that a survey be made and an approximate cost and also .the location where the box would be located. Mr. Hargreaves agreed to get this imformagion as soon as, he could, and 'it was suggested that it would do no good to get it now as it 'would not be inserted: in the warrant until the aext annual town meeting. Mr. Hargreaves agreed to keep' this in mind and take care c~ .this matter next ~anuary to give ample time to prepare an article. COMPLAINT ABOUT DOGS~ Mr. Wilcox informed the board 'that at the present time,, hunting dogs.are digging up the garde'ns and night after, night they run through the gardens (six acres) and they disturb the bulls end ca~se,a~neral distrubancs. Hc said the condition is worse this year than any other year. He said that there are people from Methuen whose dogs try to get into the barn and,,use trouble. . Mr'. Thomson read part of the law with respect to dogs and Mr. Coffin inquired if dogs were tresl~assers and Mr. replied that they were. Mr. Thomson stated that owners of dogs who allow the animals to trespass and cause damage may be prosecuted .but it woul'd be necessary to have the owners names. This matter may be taken ~p with the'Dog Offioar to see what he can do about it. LAND ON MASS. AVE. Forbes Rock, ell came before the board and informed them that the Davis &Furber Co. may ha~e a ~ulldozer in the sandpit at this location to smooth out a small triangle Owned by this company. He stated that in previous grading processes the sand had been banked high and it was now about five ~eet high. Mr. Rockwell stated 390 JU~E 21, 1948: continued Davis & Furber would be glad to smooth these hills down with the bulldozer when hhay are grading their own land. He said it would make it look much bet~ar. Mr. Thomson stated that theboard would like to have this work done and asked if there would be any cost. Mr. Rockwell said that there would be no cost. DISCOUNT BUYING: Mr. Coffin stated that he had given some thought to discount buying in all departments of the town. Mr. Coffin felt that all department heads could be asked to submit their methods of buying in quantities and after getting the required information a meeting could be called and discuss this ~urther. He stated that quarterly buying is established in many town. He thought we could first broach the subject to the department heads and ask for suggestions and also write to a few towns who use this system. Mr. Coffin stated that this was only an exploratory suggestion and that he had no idea of creating a purchasing agent's position in the town as that would mean further expense. Mr. Thomson felt that the local taxpayers should be given preference, if their prices are fairly equal but that he was not opposed to having a survey made. Mr. Finneran stated that it might be somewhat complicated but he was not against making inquiries. Mr. Coffin then agreed to write a litter which would be sent.to alldspartm~nt heads and ask that they make a reply within a month. Theboard agreed unanimously to start this procedure. STEVENS BALL: Mr. Coffin discussed the matter of the use of Stevans Hall. He stated ~hat some time ago Mr. O'Brienhad discussed the possibility of getting some money from the Selectmen to pay for repairs on the roof of the High School..Mr. Coffin stated that in thinking ove~ thg situation, this board, bften gives permission to use stevens Hall to Organizations without a'charge for same. He felt that over a period of time we could reimburse the torn'for the Cost of repairs if we charged a fee each time we let out the hall. He suggested that we contact towns and get a copy of their rules and regulations in' Such cases, and also that we contact the school department and ask their ideas~ He said that there is also the matter of the'use of the school'~quipment. ' Mr. Coffin said there was no need to make a decision to-night. Mr. Thomson stated that the decision of the board in the past was to g[~e permission to the organizations who paid for the Janitorial service, police and fire protection. He felt thht we could not limit the use of the hall if we commercialize and the equipment would not he so well.takan care of A'"~r. Tho Mr. Thomson stated that we do not let outsiders use the hall; Right'ncw, said ~tr. Thomson, ~ would' he opposed to the. use' of the hall being limited to organizations of cur choosing. ' .... Mr. Coffin said~ ~hat there have-been complaints about the use of'the hall in the past and the use of it is ~oming out of our tax money. "' M~'i Thomson stated that the ~merican Legion. Veterans of F~reign Wars, PArents- Teachers' Associ4tion are for the direct benefit of Veterans generally. ~Re 6aid there are very few instances where' the hall is not used directly by tax- payers, and he did not believe that we should charke for these'organizations. Mr. Coffin stated that Mr. O'Brian's throught was that others should share'in the cost of repairing. Mr.' Finneran stated that his thought in the matter was that we should g6 :along as we have boan doing in the past. "JIMMY DA¥" The Selectmen appointed Robert Sullivan to act as Chairman for the "~immy .Day F~d" in the town and he agreed to do this.A baseball game will be held and money will be' raised for this purpose. LOCAL HOUSING AUTHORITY The four members appointed by the board to act as the local Nousing Authority accepted their appointments and each member was notified that a meeting was to be held in Boston on June 30, 1948 to discuss housing matters. The members are EdwardGarvey, .Irving C. Howes, ~ohn W. Costello and Francis Kittredge. JURY LIST: .The Jury list was checked and 13 new names were added ~o complete the list. This will be typed and ready for the board on July 2,1~when the next. meeting will he held. Upon checking Jury list it was found that three more names were required to complete list as required under Chapter 234, allowing one Juror for every 100 po/~xlation in the town which is now approximately 8,000.
