The tree is dying and Mr. Connors, tree warden was present and said that eventually it wn Id have to come down. The board voted unanimously to have the tree posted and a hearing was set for August 2, 1948 at 7:30 D1]fISION OF CIVIL SERVICE-POLICE Approval was received for the continued provisional employmen~ of Frank H. Dushame andEverett Woodhouse as patrolmen for six months from June 12, 1948 to December 12, 1948 pending the establishment of an eligiblelist and certification 'and appointment therefrom. .. POLICE CHIEF'S REPORT: A report received'from Chief. McKee relative ,to the Bathing Beach'and he reported that an officer is there almost everyday aid all day on Sunday and that the. department will cooperate with Mr. William H. Duffy in every way possible. Mr. Finneran stated that according to Mr. Duffy, conditions have improved. 2. Mr..Curry from. the Beverly came ~o North Andover and stated that the 'markings on Chi~kering Road wene uniform with those all over the state but if the Selectmen wished to have 'signs installed at'Bay State Road and at Pleasant Street 'reducing the speed limit in this section that he felt that the .State Department would.be glad to erect them~ Mr. Coffin stated that he wouldn't be satisfied with the report of the'St~%e;~nd suggested that the Board~ite. to th~ Commissionerof Public Works and' find Out information ss ~o the meaning of these white lines 'and ask for more details:and have markings chahged if possible; . -..: Mr. Thomsoh stated that t~e Selectmen. did not have too much jurisdiction o%er' the State Highways but that he would be willing to go along with this suggestion. Mr. Coffin agreed with this but felt that we should get still further information ~nd he mentioned the marking at Chadwick. Street which is so marked that~it'is a warning to motorists that there is a curve there and also a street. He then made a motion to send a letter to the Oommissioner~ There wasno second, but the board agreed that a letter could he sent. 3. 0hief McKee further stated that the COndition on Main'Street from Railroad Ave. to Saunders Street is still being checked and a report will bemade' to the board at a later date. Ee said that officers have been instructed to check on the speeding on Main Street and upper Middlesex.and take any action they feel is warranted. Mr. Coffin then made a motion that we notify the Police further and advise them that we are interested in reducing, speed in all parts ofthe town. He stated that he£eels %oothat'~J there is too much leniennyand we all ought to ai~ for lawenforcement. Mr. Thomson'saidthathm thoughtthe matter had been brought sufficientlEbefore the Police and ~o further action was .necessary. Mr. Finneran stated that unless specific instances were called to the attention of.the hoard, he thought that the police should check speeding regard!esS'an~ he felt that they did this. Mr. Coffin's motion'was not seconded and~n*action taken on it. ~ - :~ ,.~ Mr. 0offin' then inquire~ if Middlesex Street was not liste~ as one ~ide parking according to the by-laws. Mr. Tkomson said that he believes that .this~wa~.dane only last. winter when the road was piled high with snow and the buses .had difficulty in passing. Mr. Coffin asked that this matter be 'checked further. CH~ESD. GLENNIE~SAND FOR TOWN PROPERTY: Charles D. Glannie wrote to the board and informed them that he intend~d'buiIding a new plant on Mass. Ave. quite near the gravel and sand lot owned by. the town. He has received permission to dump some of the sand o~ the Davis &Furbar, property and asked if they might dump any extra they had on t~e town owned l~nd-to~help fill it in. The b~ard agreed~unanimously to write to'Mr. Glennie and grant%heir permission to dump an~ extra sand into the town owned land. PRECINCT OFFICERS:. Letters were sent to William P. Rockwell, Chairman of the Republican Party~n.N. And. and to JohnCostellc, 15 Middlesex Street, Chairman of the Democratic Party in N.And. requesting a list of enrolled members from the'two parties, in accordance with Chapter 363. No vacancies exist at this time and if no list is received, the present Precinct Officers will be re-appointed. CAI~'~AL PEI~T~ Martin Lawlor, Jr. appeared in behalf of the V.F.W. and requested permission'for the V.F.V~. to conduct a carnivala% Sutton's Field. Upon motion duly made and seconded it was unanimously voted that the Veterans of Foreign Wars be givenpermission to conduct a Carnival at Suttons Field for the period August2 through August 7, 1948, ~continued SALE OF TOWNLAND~ Edward Welch appeared before the board and was represented by Attorney Charles Trembly to complete the sale of the lsnd on Dale Street in accordance with Article & of thc Special Town Meeting held on May 24, 1948. The vote on the article was resd'byMr. Thomson and as to the amount to be c~u'ged for the la~d, it read that it shall be sold for not less than $200.00. Xhtorney Ocrnnline Mahoney orated that he had examined the land and there had been no question or dispute.. Ohairmsn Thomson, Attorneys Mahoney and Trembly all agreed that the papers were in:propar form and they were. signed bythe Selectmen and Mr. Welch who then p paid $200.00 which was turned over to the Town Treasurer, James Maker. A copy of theagreement end plsn wes filed with'tha Selectman and will be filed in the Selectments File under Lend Sold. SCHOOL BUILD/NO COMMITTEE= Erancis B. Eit%redge andForbes Rockwell c~me before the board which was ~lso attended by James Maker, treasurer, to discuss~'~thematter of raisingS300,000 for-~schoul buildings as voted at the Annual Town Meeting. M~. Kittredgestated that they came in to ~ry and get the thoughts of all concerned, together, relative tobondissue. He felt that Mr. Maker should he authorized to go ahead and make application for bond issue or notes as he saw fit. Mr.~'Maker .talked with the School.Building committee andthey found a considerable difference and that now the committee feels tha~ bonds would be ~preferable to notes although this was. not · theopinion at first. Mr.' Xittredge said that the only difference is that ~the ~ 'c°mmittee~'favored a 12 year bond issue i~stead of a~wentyyear , said~hey had taken the liberty of getting opinions, on the matter of' handling bond issues and mentioned four banks in Boston and saidthere was ~. fee fo~'that work. Mr. Maker said he had made a preliminary investment and he did not think it wouldbe ethical to changenow. The question of how much of the $300,000.shoul~ be used at one time was discussed. Mr. Xittredge said that perhaps they may only need$100,O00 and that one andthree quarters per cent would probably be the 'actual interest they would get. Rourke, Gen. Mgr. calling attention.to these Sunday stops and give his attention to this matter. If we could have three trains on Sunday, each wa~, this would be satisfactory. The board agreed that such a ie~ter should be sent. S~ITABLE. FENCE: BOSTON &MAINE Mr.:Thomson suggested that a let be sent that a fence be 39'6 JULY 19,1948: - continued erected on Ashland Street at least to FerryStreet on the Railroad Right cf Way. The Board vomed unanimously that this should be done. DEPARTMENT OF COR~ORATICNS& TAXATION: Letter received from HenryF. Long with respect to a central purchasing system. Mr. Lnng's letter stated that there is nothing in our Municipal Finance Laws which provides for such a system other than the office of purchasing agent. Zt was Mr. Long's opinion that centralized purchasing would prove very beneficial to the town if arranged with the cooperation of all departments. The Selectmen have no authorit~ mo purchase coal or any other supplies for the School Department and unless a request is received Erom the School Dept. authorizing them to purchase coal they cannot do so. Each department would have ~o be charged for the costof supplies purchased for same. OFFICE OF THE SECRETARy: Copy of Chapter ~515 received which is ~n Act relative to the pensioning:of foremen, inspectors, mechanics, drawt~nders, assistant draw-tenders and store- keepers in the employ of certain cities and towns. NORTH ANDOVER ROUSING AUTHORITY: Letter received from Mr. Kittredge, which is a copy of a letter to the town. clerk, asking for certified copies of the minutes of the Selectmen's meeting showing the appointment of the members and also three copies of the Rules un~ the Procedure on the part. of the Selectmen. These were the items which the town clerk required from the Selectman's office. The Housing Authorimy plan to organize on July 25, at 7:45 P.M. to carry out the n~essary phase of the procedure. MEETING ADJOUPJ~ED ~ULY 23, 1948: The Board of Selectmen came in this day to approve bills and payrolls as ther~ is no meeming on July 26, 1948.',- · The members agreed to pay a claim of Florence A. Rigney of 97 Chadwick Street, Haverhill for damage to her car window broken bye workman of the Board of'Public Works on July 1, 1948 on Main Street, while installing pipe. AUGUST 2, 1948~ The regular by-monthly me~ting of the Board of Selectmen wes held st 7:00 P.M. with all members present. Weekly bills and payrolls were approved. POLICE DEPARTMENT: Mr. ~Coffin requested that he be given e copy of the vacation schedule of~the Police Department and Mrs.~ Dearden was instructed to get one from the Chief. for the next meeting. SPEED DR!VE: Mr. Coffin brought the matter before the board about the large number of special officers who were employed for one day,in the recent drive and if th~s.is so, Mr. Coffin believes it is a waste of the town's money. He said he would like to hold up these bills when they come through.. Zf the other members ~gree to OJD. these bills to hire five men for~four or five hcUrs, then it's o.k. Be objects ~to it and.said he could not see 'why the regular~men can't do this work. Mr..Coffin said 'he didn't suppose that any one was paying for~this work out of their own pocket. Mr. Thomson said that if Mr. Coffin wanted to commen~ on.this matter,'it Was p~rfectly in order. ' Mr. ~£~in remarked that .~he bills could nc~ be held up by a 2/3 vote for aPProval. He asked Mr. Finneran if it was intention to hold these bills up and Mr. Finneran stated thst hehad no intentions whatever that he would prefer to wait.and see what happens, that there are no bills at present to holdup. Mr. Thomson said he had ~c idea what will be ~efore 'the board on Friday and we should wait until then. Mr. Coffin then said, "You'll proceed to a~prove these bills on Friday? Mr. Thomson stated that the thing to do was to wait and see what is presented for bills. REMOVAL OF TREE: Mr. Connors, ~tree warden reported that the ~ree which was to have b been posted for removal by Roland Ambiehl on Furber Ave. was found to bedead and will be removedby the tree wardenwithout being posted and no hearing is necessary. C1%'IL SERVICE: A copyof Chapter 407 of the Acts ~ 1948 which is a law directing appointing author- ities to take certain steps toward obtaining qualified veterans before employing non- veterans on a provisional basis, was received by the board. This acts takes' effect on August 25, 1948 and on and after that date before approval can be given to the employ- ment of a non-veteran when a provisional authortmation is given h y this'division, it will be necessary to file the enclosed certificate.
