HomeMy WebLinkAbout1948-08-163 38 AUGUST 16, 1948: The Board of Selectmen held their regular bi-monthly meeting at 7:00 P.M. with all members present. Weekly bills and payrolls were approved. EASTERN MAS$. ST. RAILWAY HEARiNG: A hearing was scheduled %o be held at ?:00 P.M. with a representative of the Eastern Mas. Ce. and any citizens who are interested in the fare schedule~ No citizens appeared and the board discussed the new rates with Mr. Garfield Chase who was present. Mr. Thomson read off the new schedule which he had received and inquiredofMr. ~hase why it cost $.15 to go to North.Andover Center from Essex Street.'Mr. Chase stated that this is one of the three largest rides on the system for $.10 and they had to increase the rate. He said it is .about four miles from Essex Street and there are only two others of the same distance which have also been increased. ~ohnEnnis then appeared at the meeting and be.inquired wh~the newS1.50 ticket could not be ~sed for unlimited rides and he .believes that everYbody would benefit by it.' Mr. Chase again stated that this is the most abused ticket in existance for unlimited rides and people have been handing them outthe window amd two or three people would rid~ for one punch. Mr. Eznis talked again about,it but left the meeting ~nd said it was a personal suggestion and he thought somethingmight he 'done.. Mr. Thomson then suggested to.Mr. 0haas that he have the speeding of the buses checked on Mass. &~e. to Railroad Ave. as he had several complaints. that they had beentra~lling vary fast. Mr. Chase saidbe.would check.on this condition. REGISTRATION IN NORTH AND0~: Mr. S. F. Rockwell, member of the Selective Service Board came before the hoard'to discuss the registration explained what the other ttowns were duingand asked that the Selectmen help him to pick,cut a pe=~on.who would be appointed aa the OhiefRegistrar. It woula have to he~so~eo~e person who wo~ld be available from eight'o'clock to five o'clock at nighS.as the hours must ~efrom 8 to ~, in accordance with the..~ee~dent~s Proclamation for the registration. He explained the duties of the Chief Registrar'and suggested that Mre LillianB. Dearden be appointed to do this work. He felt that she would be very'capable and he wouldfeel that the work would b~ done properly. Mr. Thomsc~ than asked Mrs. Dearden if she understood thgtf£t 'would be voluntaryw~rkwith no remuneration and she stated that she understood that a~d would be willing to do'it to,the best of her ability. She wil~ then pick out her own ~olunteere and the work will he explained at a later date. It was agreed that the work wo~ldhe done intbe Selectmen's Office. ' TI~EP, F~OV~.~R~NG~ A hearing o~ the petition of Thomas:Sapianza of 130 Bailey stret~,'LaWren~e for removal of tree on Chadwick Street was held. There was n~ opposition as this tree is im the middle cf the sidewalk. Mr., Comaors was not presenter the hearing and no opposition was received from him. The people plan to build anditis necessaryto remove the tree before the buildings.tarts. The board voted -~nimously to instruct the tree warden to remove the ~ree. Miss ~ngrah~m, The Board woOed.to refer this letter to the School Committee a~d also the. SchoolBuildingCommittee and to acknowledge the letter from Miss Ingr~ham.. BOSTONANDMAINE RAILROAD: Letter received ~r04 ~'H; F.' Tupper, Division E-Eineer of the B & MR.R. stating that the railroad has determined through an investigation that itisnot abligated to undertake the erection of a fence at Ashland Street and does not wish to undertake this work. The board discussed the matter and voted to take this matter up with the Department of Public Utilities. '' STEVENS HALL: ~ohnDonovan requested permission for the use of Stevens Hall on 0cto~er 14,15 and to run a show which is to be put on bythe'American Le Board ~on if the is available time. 399 AUCUST'16, continued PREOINOT OFFICEBS: The matter of appointing two precinct officers in Precinct Two was held over until the ne~t meeting as no names were available, at this time., JUROR DRAWN: A Juror was drawn by Selectmen Coffin to serv~ on September 13, at Salem as a traverse Juror to conduct civil business. William McKinnon of 44Phillips Court, Weaver, was drawn to serve at this time. DAMAGE CLAIM: A letter-Was received from Mrs. Ellen Baldwin of 101 Marblehead Street who,had p~eviously claimed injuries sustained through a fall on the sidewalk in front of,the Police Station and asked for two weeks pay which she lost and also her medical bills to be paid. This had been referred to Mr. Mahoney. Mrs. Baldwin again asked that he~ doctor bill be paid and if noth~-g is done, she will take it' upwith her lawyer. The.board voted to refer'this matter to the Town Council and see if anything had been done about the m~ttar.- TOWN CLERK: Mr..Lyons came in to see if the selectmen would allow him to have his name listed in the telephone book under town.b~llding at an additional cost of $.50 monthly · .plus tax. He believes that it would be advantageeus to do this ~nd the Selectmen agreed that'ha should do it. - HOUI~.FORPRII~ARY VOTING: Mr. Lyons also inquired of the Selectmen about the hcu~s 'for voting and suggested that the polls open at. lO A.M. and close.at 7:00 P.M. This was agreeable to the Board. Mr. Lyons stated th~' after seven o'clock 'there might be .only one or two come in to vote and he felt it was a wasterof time. CHA~m'~OF POLICE: A~ettar waslreceived~fromChiefMcKee with~reference to an item in the North Andover column on August 3, relating'to the number'.of, special.-..officers-'wbo~ were e~ployed to conduc~, a.spaed drive. Chief McKee reported that only one special officer was employed for two hours.at'$.85~,par hour and he did not think that this small amount would.have a~y.effect cn the taxpayers of the town when the amount~ and type of work which was effected by the drive is taken into consideration. ?Tha othar'.o~finsrs.were regular officers or warereplacing a regular officer who was'on vacation. Mr, Dully felt that the tmwnwould save much more than .'that~.forrepa?s. -The Selectmen agreed that this was-a good idea and agreed to set"asid~ $50;00. . · Mr;:Duffyalso mentioned that only one contract had been returned properly.signed for the ;work to be done by his department. 'He said .that .if assurance isn't forthcomifig soon,,he will not be able to do the' work, He suggested that .the Selectme~ astra deadline not later t~-~ September 15, and if it is not received then he would do the work for,Mr. Cristaldi ,who has already signed the agreement. · The Board 'agreed to do this and Mr. Thomson suggested that we contect Mr. Oharles McCarthy, attorney for~Sambataro andask'for,information inregard, to the si~ning 0fthe agreament~ - DEPARTMENT OF'PUBLIC WORKS: A letter' wa~ received frbi Edgar Copalli Traffic,Maungar in reply to a letter from Mr. Coffin in reference to,the marking of the pavamenton Route 125 in North Andove~ Mr;-C0pell,appreciatedMr. Coffin's viewpoint in-suggesting a center lime used on the highway at intersections, in lieu of. the normal ~ 'lane markt-Esl This ia odne in many cases at signalized intersections on 3 lans-highways but not~.for tha:purpoae'Mr. Coffin'had in mind. Mr, Copall called attention the 19~8 legis- lation which provides means for.apaed zoning, and they are in the~ process of established procedure forlimitimg sl~d at hazardous locations. Ne also stated tha} this highway would be given~attentionalong with the entire highwaywystem as soon as possible. Spw~miNa COMPLAINTS: ~,n.v complaintghad' been received about, speeding on the Highway at,Wilson's Corner and Mr. Curtis and Mr. Copell were contacted by telephone and both stated that the Selectmen have no Jurisdiction over the State Highways as far as erecting signs and setting speed limits.
