SELECTMEN'SAPP~RIATION:
The Selectmen voted to req~est $30.00 from the Reserve Fund to their Selectmen's
expenses appropriation as the balance is now only $2~50.
POLITICAL POSTE~:
Mr. Coffin brought up the matter of political posters on posts and property and
suggested that this should' be nipped in the bud at this time and have the police
strictly enforce this law. The board agreed and the police chief will be so notified.
DEPART~ENT OF PUBLIC WORKS:
Two contracts for the maintenance of certain roads in the town were sig4ed by the
board and returned to the Department of Public.Works fo~ their approval. This
comes under the provisions of Section 34, Chapter 90, of the General Laws, TEr.

BUILDING INSPECTOR- PLANNING BOARD:
Mr. Coffin suggested that the board' hold a meeting between the Planning Board
the Building inspector and the selectmen. Mr. Coffin would like to know to
what extent the building inspector carries' out his duties. He believes since
he is appointed ~y the Select men that regulations should be laid out for him
on what he can give permits on or not. There was further discussion on this
matter with reference to various buildings sn~ permits and Just what'.shOUl~
be done. No,rich was taken on Mr. Coffin's suggestion.
OCTOBER 4, 1948~
The regular meekly meeting cf the Board of Selectmen was held at 6:B0 P.M. with
all members present. Weekly hills and payrolls were approved.
BOARD OF HEALTH-APPOINTMENT:
Dr. Holt and George Jewett, members .cf the Board cf Health met with the Selectmen
tc make an appointment to fill the vacancy caused by the death of Berbert McQues~en.
Dr. Holt suggested that they vote by ballotl He went on to explaintth~t whether
they had a man or a woman, they want someone who i~ available all'the time,' He
explained that there was a tremendous amount Of work and they had all kinds of
calls to make and that no one realizes the amount of work in.this'department.
Mr. Coffin then made a motion that the vote be made by secret ballots.
0n~the first ballot, Leslie Thomson received twovctes, Ernest~iStew~rt, 1 vote and
Caroline McQuesten, 2.votes. On the second ballot,.Peter-Eit6hi'e,~ vote, Leslie
Thomson, 2 votes, Ernest,Stewart, 1 vote and'James Macklin, 1 vote. On the third
ballot, Dr. Kay receivedone vo~e, Ernest Stewart, 1 vote and Leslie!Thomson, three
votes. Leslie Thomson was appointed to fill the unezpired term until~March, 1945
, annual town meeting,~ when the people will elect a person tc fill thc'tWO year
vacancy. · -
TREE REMOVAL REQUEST:
A request from Mrs. Stephen Mason of 280 Middlesex Street for removal'of,'a large
elm tree in fron of her home. The roots interfere with the sewerage ~sndshe ~has
recently paid out $40.00 for new pipes. The Board voted to refer ~this' matter ~to
the tree warden for posting. A hearing will be held on October 18, 1948 at 7:30
P~M.
PERMIT TO MOVEBUILDING:
Edward Saul of'1850 Salem Street requested permission to move a small building
directly across the street from the'above number. He will use.a Iow bid trailor
and ti will take about two hours. The building is 21' x 23' and about 18~ high.
There is very little traffic atthis point. The board discussed the matter and
voted unanimously to grant'this permit subject to'his providing police services
at his expense while the ~ovi~g is taking place. Mr. Saul was so notified by
telephone.
COUNTY COMMISSIONERS:
An Order cf Notice on the petitfon for the specific repair of Main Street'fram
Water Street to Osgoo~ Street in North Andover was received and placed~in the
hands of Sherrif Marshall for service. A hearing will be held on this petition
on October 26, 1948 at 10:45 A.M. in the Court House at Salem.
MASS. S~r.~T~EN'SASSOCIATION:
Notice received that Mr. Quincy Howe, top flight commentator wild,be the speaker
at the Banquet to he held in Greenfield on October 21, 1948. None of the'members
plan to attend this affair.
COURT ROOM:
Mrs. Roche of Salem Street requested the use of the Court Room for aGirL~Scout
Leaders meeting on October 5, 1948. Permission was gra~ted by the board.

LAIW[ENCE GAS & ELECTRIC COMPANY:
The Board discussed the master of requesting installing of street lights on Railroad
Avenue for a distance of 1600 feet from Turnpike Street which was requested recently.
The above company had recommended 2500 lumen lights (four) but after some discussion
the board Eelt that four 1000 lumen lights would be sufficient to illumine this area.
They'voted unanimously to make this request and have lights installed.on poles,3353,
3356,3358 and 3361.
Theboard also requested the installation of a 1000 ~Uman light on pole~257 at the
corner of Wood Ave. and Sdtton Street.
STEVENS HALL:
John Lyons requested the use of Stevens Hall for Armistice Day party to be held by the
American Leion on November 1~, 194~. Hall is available for this night. Board granted
this request unanimously. -
POLICE DEPT.
Notice received that officers leaving the police car will call the station on the radio
giving place where car is to be left and u~on returning to the car, they will notify
the sta~ign by radio. These check calls must be entered on the radio log sheet.
PRECINCT 0FFICERSPAY:
Mr. Thomson brought up the matter of the pay granted to precinct officers at the last
electi6n which gave s temporary increase of $2.00 to all officers. Mr. Thomson felt
that this 'same increase should be given as persons who have had to give up their work
for this daylose money and he felt that it was only fair to grant this increase.
Mr. Coffin stated that he was in favor of giving this increase for this last election.
The boardlvoted favorably on this increase for the last electionandfor the coming
one in November.

COMPLAINT:- -
A complaint.was received by Mr. Finneran about s lumberyard being maintained on Elmwood
Street of~ass. Ave. Mr. Coffin suggested that this matter be referred to the Building
Inapeq~or'for action. The motion was seconded and the vote was unanimous that a letter
be sent~to Mr. Lawlor asking for a report of this condition.~
UNITED ':'":
WORLD ..FEDERAL ASSOCIATION:
There was a general discussion about the.United World Federal Association of which Mrs.
Buchanan Charles of Academy Road has charge. She ~s planning to hold a'display in
Stevens Hall'on October 24, and on the 22nd day of October she is planning to put on
movies'in Stevens Hall, if it 'is available.~' The hall is available fortha two days
and will he' held tentatively by Mr. Hayes.
LAWRENCEGAS&ELECTRIC COMPANY:
A request for a survey to be made of Lexington S~reet to see if one street light will~
sufficient'in this area and if not, how many should be installed. A reques~ was made
by William Jl Kosloski of 18 Lexington St. for a light-in this section.
The regular weekly ~eting~ the Board of Selectmen was held at ?:00 P.M. with all
members present. Weekly bills and payrolls were approved.
VOTING HOURS:
~ohn J. Lyons, Town Clerk, came before the board to ask their opinion as to the hours
for openingand closing of the polls. Mr. Lyons suggested that it was more advantageous
to have them close at seven o'clock P.M. He mentioned the hours at other places. Mr.
Finnersnn felt that there should be no change in the hours at this time as many people
wait until after seven o'clock P.M. to cast their vote. Mr.' Thomson .agreed that this
was not s good time to make'a change in the hours and the board voted to leave thomas
they are, opening at 9.00 A.M. and closing at ~:00 P.M. Mr. Coffin had.previously
suggested that they. open at 7;00 in the morning until~7:00 in the evening. Mr. Lyons
also mentioned that we have now 5,20~ voters in the town eligi~01s to vote, 1054 in
Precinct one, 1495 in Pre. 1275 in three and 1354 in four.
