DOG C0~,~PLAINT-continued
· Mr. Wilcox stEted that John Do!sn came down and he told the owners %o keep
the dog at home but it returned several times. He threw a stick at the dog
and the dog grabbed his wrist and he had so have it cauterized. Mr. Wilcox
did not want to complain to the owner as he felt that it would do no good. An
other time, another dog owned by the same people carried off 40 hens and he
then went to.the house ~ut they refused to believe that their dog was responsible
However, the dog came in the yard with a hen in his mouth. The present dog
is vicious and something should be done. Mr. Wilcox then said he would make
his complsint in writing snd the board agreed so have a hearing on October 25,
at 8:00 o'clock and owner and dog officer willbe notified. Mr. Thomson
informed Mr. Wilcox that under Chapter 155, the owner is responsbile for any
loss caused by his. dog.
Mr. Thomson later contacted this office and stated that Atty. Arnold H. Salisbury
was representing Mrs. Vielgolaski and askedfor a continuance of this hearing
until November 1, 1948 aS 8'o'clock. Ail interested parties were notified.
TREE REMOVAL HEARING:
A hearing was held a% 7:30 P.M. on the petition of Mrs. Stephen Mason of 280
Middlesex Street on the removal of tree.in front of her property. Mr. Connors
stated that the ~ree interferes with the sewerage and the board voted unanimously
to instruct the tree warden to remove the tree.
Mrs. GiIdea of Lincoln St. mentioned having a tree removed and the board voted
to have the tree warden look at the location and ~e if it is on town property
and report %o the board.
AMERICAN LEGION INST~T.?.~TION:
The Board of Selectmen were invited to attend the installation of Post 219
to be held on October 20,1948. The board vo~ed .to accept the invitation with
Dhanks.and will try so attend the installation. A letter is to~sant to Commander
elect 0arl A. Thomas.
TREEON SCHOOL STREET:
Mr. Connors talked to the board of the tree on SShoolStreet which ~ry large
if not removed now while the street is Being repaired, the town may have ~o
take it down at a later date. Mr. Thomson said he ~lt sure that Davis &Furber
would remove the tree but that if I~r. Connors heard anything different, to inform
thisboard.
S~EVENS MEMORZALLIBRARY:
A letter received informing the board that they are planning :o convert the
lecture ~hell into a children's room and they ~have about fifty folding seats
available. They would like to dispose of them but would prefer to give them to
some othertow~department if the selectmen will so instruct them. The board
voted to take this up with the School department and see if they could use them
in theHigh School. The High School will be grateful for these chairs and they
will bed~livered during the week to the High School.
DE~AB~TOFPUBLIC'WORKS:
Noticees that were sent to Salvatore and Joseph Sambataro and to Salvatore
ReiZan&~$ere received incopyby the boardnotifying them that Permit B-15015
~was~issued' under date of Beptember 12, 1946 for the construction of a' street
appzoach on the northerly side of Mass. Ave. Letter also stated that the unsur-.
faced~condition of this street approach results in continuous wash and erosion
in the shoulder area of this State highway.~ The commissioners directed that
the above men must construc~ and pave the street approach ~ithin this State
highway limits and failure to do so will result in the closing of this street
~at the State highway location line. Theywill be notified of their responsibil~
regarding the drainage at a later date, if any.

~Apprcval was received from the Advisory BOARD on the following reques~sffor
transfers ffom the Reserve Fund: $8.16 to Insurance ApRropriation; $75.00 to the
Bathing beach appropriation;S500 to Town Building appropriation;S1500 to the
Snow Removal appropriation.
POLICE DEPARTMENT:
Notice received that Mr. James Perry of the Registry of Motor Vehicles will
assist. Chief McKee in making,a survey of the State Highway s with respect to
speeding and setting speed limits, signs, etc.
LAWRENCE GAS & ELECTRIC
The board voted to request the installatio~ of one ~ht on pole 1~1 on Bale
Street on one on pole 2759 on Lexington street, both to be 1000 lumen lights.

RECREATIONAL COUNCIL:
The board appointed Carl A. Thomas as a member of the Recreational
Council to fill the vacancy caused by the resignation of Joseph Lumenello.
STREET LIGHT REQUEST:
Vincent Lacolls of Pembrook Road called to see if he could have a street
light installed near his home. Ne stated that there are four houses on
the street sm present and there are no l~hts on the streets. The Board
accepted the applicationand will investigate the location.
PROCAL~ATION - U. N. DAY, OCTOBER 25, 1948:
The Selectmen issued a procalamation setting aside October 25, 1948as U.N.
Day and urging.all citizens to ac quaint themselves of the working of the United
Nations and review a determination to assist in every way possible inmaking
the United Nations an effective instrument of peace throughout the world.
DISCUSSION ON MERRI~IACK RIVER VALZEY SEWER PROJECT:
· William B. Duffy, Members of the Advisory Board and Planning Board met
with the Board of Selectmen ~o discuss the above project . Mr. Thomson
informed those present that if any acmion is required on the part of these
members of boards present and the selectmen, they should inform the people
and find.some method of advising them. M~ny of the people will not.realize what
this project means.-
Mr. Duffy read a report andthere was s general discussion.
Mr. Thomson presented those present with reports of the project which had been
typed up and it gave a general idea of what is to bedone.
Ail members presen~ thought the cost mo the town would be terrific and all were
against voting for it.
Those present Shen decided that if the Advisory Board could send out pamphlets
to the voters and advise them what the feeling of these bcsrds and other members.
present is in this matter.
Mr. Rockwell, Mr. Crawford and Mr.Ho!combe were present and they felt that the
Advisory could arrange to .send these pamphlets out and they contacted Mr.. Sunderland
and he heartily agreed that theyshould vote agains~ this project and sgredd that
pa~ph!ets should be mailed to the vo~ers.
Mr. Coffin stated that he believed that the question foremost is educational system
in the town and this should not be meglected for a sewerage project.
Mr. Duffy explained that thare 56 miles of water pipe in the town and26 miles
of sewer pi~e.
Mr. Finneran felt that the Se!ectmenshould take a stand in this matter ~and Mr.
Thomson said that since all are opposed he believe d that the best.way to
advise ~the people was through a pamphlet sen~ out by the Advisory Board.
Mr. Coffin then stated that in order ~o assure the Advisory Board ~nd for the
purpose of the records it was his idea to make a motion that the Board~cf Selectmen
go on record as opposed to Referendum#10 at this time. The board voted unanimously
on this motion.
0CTOBEE25, 1948:
The regular weekly meeting of the Board of Selectmen was held at 7:00 P.M. with
Members Thomson and Coffin present. Member Finneran was unable to attend the
meeting. The wee~y bills and payrolls were spproved.
NEW ENGLAND TELEPHONE& TELEG~PH CO:
A public hearing was held at ~:30 P.M. on the petition of the above company for
permission ~o locate telephone poles and wires as shown on plan Noi15~ covering
one proposed telephone pole on Bo×ford Street. Abutters were notified. Mr. Joseph
Fla~gan was present and explained that the company had found that the long
spans in between poles have given them troubleand they were setting the poles
to cut the distance. The board vote to grant this permission.
PETITION as shown on Plan No.14 covering one proposed Joint pole and the
abandonmen~ of one pole on Main Street was accepted and set down for a~hearing
on November 8, 1948 at ~:30 P.M. One pole a~ northwest corner of School is to
be installed, Joint between the above Company and the Lawrence G & E.Oo. and
one light pole Will be removed am the southeast cornerof School St..Abutters
wi!lbo notified.
LAWRENCE GAS & ELECTRIC COMPANY:
Reques~ for permission to excavate at 2010sgood Street mo install gas-service
for Joseph Sherlock, 12 ft. on street, was approved unanimously.
Request for permission to excavate on Holbrook Rd. ~o install gas-service for
Salvatore Sambataro, 11 feet on street, was a!)proved unanimously.

Petition covering plan No.13, covering the relocation of 1 Joint pole on Third
Street, North Andover. No hearing is necessary and the hoard approved this
request unanimously.
