JUROR:
The board met to draw a Juror who was required to serve on November 4, 1948 at
Lawrence. Mr. Coffin drew the name of Peter Ritchie of 200 Railroad Avenue.
NOVEMBER 15, 1948:
The regular weekly meeting of the Board of Selectman was held at 7:00 P.M. with
all members present. Weekly bills and payrolls were approved.
BEQUEST FOR TRANSFER FROM RESERVE FUND:
John Lyons, Town clerk, request a transfer of $300 from the Reserve Fund to the
'Election expenses appropriation. He explained that this amount was requir6d
"because of unforseen expenses such as additional.precinct officers, printing,
and. increase £or all ~ecinct officers at the last two elections. The board
voted, to refer the matter to the Advisory Board.
REQUEST FOR STEVENS NALL:
The board voted unanimously t'o grant ~the American Legion permission to use
Stevens Hall on December 31, 1948 for their annual New Year's Eve party,
subject to the availability of the hall through. Mr. Hayes.

~ With~ respect to aletter from William B. Duffy' with reference to Article 47
voted 'at the annual town meeting with respect to Hemlock Street,, the board voted
to require Frank Conte of 113 Prospect Street, Lawrence tc sign an agreement
-between 'the town and/or the inhabitants of the town of.North Andover and himself
with respect to provision three "proper assurance to the board 'of selectmen that'
he will :c.omply with "Regulations .for Laying out streets, as adopted by the Board
of Selectmen on January 13, 1947.
BATHING' ~BEAOH:
A' bill for $50.00 for rental of the American Legion Bathing. beach for 1948 was
received'from Francis Faittredge. Under article 15 of .the 1947 warrant $500 was
raised-and, appropriated for the town to purchase this property. The board voted
to ~'efer this matter to O~J. Mahoney and request a report on same not later than
November 22, 1948.
LAWRENCE GAS & ~,~,~TRIC COMPANY:
A request' for permission to excavate to install gas-service for Leonard Firth,
at 96 Second Street, 14 feet on street was approved unanimously,
PLANNING BOARD:
Notice~received that ..a. public hearing will be held on November 19, 1948 at
eight o'clock in the l'own Building 'with respect to the request of Frank Oonte
to. consider the approval of final plans for the layout c~ Hemlock Street.
ESSEX COUNTY ENGIN~
COPY of 'decree, ordering specific repairs on Main Street, North Andover,
signe~by the County Ocmmissioners was received by the Town Clerk. A petition was~
~entered mob September 29, 1948 and a hearing was held on October 26, 19~8
at the" Court House, Salem and there were no objections.. It was therefore deter-i
mtned~.that .On or before the first day' of January A.D. 1952 there shall be built
on Main Street from Water Street ~ bituminoo~s~ concrete pavement 2 1/4 "' thick
over~,a:four inch penetrated stone bass on a foundation course of twelve'inches of
wuitable gravel. This decree is filed in the Town Clerk's Office.

Mr. qThomson stated that Edward Greenwood had contacted 'him with reference to
corrmc~ing the curve On Chestnut Street which is very dangerous. Mr. Thomson
dictated a-letter to Mr. Edward-Greenwood explaining what had previously been
done about this matter and informing him what action would be necessary if he
wished to do something about it.

LAWRENCE GAS & ELECTRIC COM:
Permission was granted unanimously by the Board of Selectmen to excavate to
install~s-service for Fred Frei jo, Greene Street near Middlesex Street, North
Andover,.33 feet on street. The Board voted to have Mr. Oarty,:Highway Surveyor
no_tified each time there is to be any excavating done by the Law; G & E. Co.
