Letter of thanks received from the American Legion for permissiong~'anted by the Selectmen for use of Stevens Hall on November 13, 1948. NEW ENGLAND TEL. & TEL. CO: A public hearing was held on November 22, 1948 on the petition of the New England T & T Co. and the Lawrence G & E Co. for permission to locate a pole a~ Railroad Avenue, opposite southwest corner of Margate Road,1 pole. Abutters hsd been notified and no opposition was offered. The board 9oted unanimously to grant this permission. HIGHWAY DEPARTMENT: Mr. Coffin brought up the matter of the Highway Department doing private work and one sase in particular where the person owed $8.00 for work done on private property. Mr. Coffin said he did not know how to go ahead approving part of the bills on the warrant. He then read a memo which had been sent to Mr. lCarty. He explained that a taxpayer had called him to tell him that the Highway Dept. was doing work on a private way. Mr. Carty told Mr. Coffin that this work was being done without his authority. The employee refused to pay the money and Mr. Coffin said he wanted something done by way of negotiation. He said he could not sign bills with knowledge of work being done illegally. It is ."not the thing, but the kind of a thing" that is being done, and this is exceedingly serious. He said that Mr. Cartyhas done much work privately and in a letter from Mr. Long, it states that the Selectmenmn refUse to approve any bills that are fraudulent unlawfL~l or excessive. The Selectmen should stop this illegality. Mr. Thomson then asked Mr. Coffin if he wished to sign the warrant.. Mr. Coffin then said that using no ~names, if he were to have the whole population of the townbefore him and ask how many of them have had private work done by the Highway Dept. there would be many hands up. Mr. Coffin then said.hewould sign the warrant with exception of all Highway Bills. Mr. ThomSon said he had nc reason to ~elieve that any of the billsare irregular and so he affixed his signature to the warrant. He stated that he. was ~in sySpathy with Mr. Coffin but he said he cannot see why innocent people should be made to wait for their checks. Mr. Finneran then said that he feels the same as Mr. Thomson. He has. no knowledge or had no knowledge ..cfoa£or~ala~atter coming~efore this board so he will si~ the warrant. SPEEDING AREA: Mr. Coffin brought up the matter of the speeding on various highways in the town and told the other members that two men had been in contact with him and with Chief McKee and they agreed that the line should be converged into two traffic lanes only on Chickering mead. They told Mr. Coffin that cutting down speed is a matter of enforcement. They realize that we have a small police force and the State Police may be able .to come in and they would check the speeding. In relation to this area in the future, they decided they would wait until some future time to make any further changes. One matter they discussed was the children crossing Chickering Road in the susmer and they agreed to have a man come out and talk to the School Building Committee. They felt that this was a primary problem of the School Building Committee. Wilson's Corner was discussed and they will see if they can get a sign there which willbe more suitable. Mass. Ave. is a state highway and they will inform us as t9 what can-be done about creating a 25 mi per hour zone. Mr. Thomson then stated that the matter now remains status quo. CO~PLAINT: The Board suggested that we contact C. J. Mahoney with respect to.Mrs. Baldwin who claimed that she was injured when she fell on the sidewalk in front .of the police station and asked that her doctor's bill be paid and also asked ~or~we weeks wages.which shelost through the injuries received in the fall.~ A letter will be sent to Mr. Mahoney asking for a report on this matter. DOG COMPLAIST DISCUSSED: A complaint was made to Dog Officer John Dolan recently about a dog owned byMrs. Oliver McLellan and which dog had been ordered restrained on May 22, 1946. The board discussed this matter and decided that Mr. Dotan should be asked to check with Mrs. McLellan about the dog end report to this board later. DEPAR~,IENT OF EDUCATION: Notice received that the following persons are attendint the Lawrence Vocational School. Donald Tyning, 271 Sutton St. Franklin Nicosia, ~2 Second St. Arthur Dowler, 1518 Great Pond Road,James Baril, North Andover; the fee is $250 per year per person. SPEEDING M~ORANDUM: · A memorandum sent to Chief McEee by Mrl Coffin with respect to complaints made to him about speeding on High Street, was read by Mr. Coffin. He asked the chief for cooperation iz checking the s~eeding in this area.
