STREET LIGHTREQUEST:
A request for a street light has been made by Fred Phelan of Prospect and the board
voted to refer this matter to the Lawrence Gas & Electric Company for a survey and
recommendation.
AGREF~,~NT SIGNED:
An agreement has been signed by Frank Conte, 113 Prospect St. Lawrence and the
Board of Selectmen with respect to anarticle#4%voted at the annnal town meeting
On March 13, 1948 to have sewer system extended 230 feet from Parker Street on
Hemlock provided proper assurance is given the Board of Selectmen with respect
to compliance with "Regulations for Laying Out Streets, as adopted by theBoard
of Selgctmen on January 13, 1947. A copy of the agreement will be sent to Mr. Conte
and a copy filed under "Agreements".
PF~IT TO MOVE BUILDING:
EdwArd Satulcame before the board to ask for a permit to ~ove a building from
1850 Salem'.Street to Turnpike Street. He stated that John Conners, tree warden
went over'the route and found only one tree which would have to.be removed. The
building is 21 x 23' and 16' hi,C.and will be moved ~ow bid trailer. Mr. Soul said
he ~lanned.to move the building on a Saturday so that it would not interfere with
the. school.bus, and he expected to complete the Job in one day,
~.r. Mr. Thomson .informed him that it wouldbe necessary to have police protection for
the-traffic and he agreed to~y that expense.
Mr. Finneran stated that he did not believe that there ismuch traffic in that
section but he felt that ~. Saul should also pay for~the removing of the tree.
A motionwas.then made to grant the request~ providing police protection is given and
· . cSst~of removal of tree is made by I~r.' Sa~l,. date of removal to be determined by
the' Chief of Police. The building willbe moved along Salem Street, to Farnham to 1~
Berry.and thence to Turnpike. Permission to be exercised on date agreeable to the
Chiefo£ Police, and the petitioner. Motion seconded and voteunanimons. '

Edward C~nningham of MiddlesexStreet came before the board to disauss the subject
~ Of thee'highway department a'nd to stop thepublicity Started recently with respect
to 'a bill' of $8.00 owed to the town for materials supplied for. a driveway.
Mr. Cunningham stated that he had paid the bill to the town but insisted that he

Mrna:Coffin[stated that in the first place he owned no property and secondly
work~.was.~one before his term as selectmen started. He stated that.his~own father
had a driveway put in with no charge. When he became a selectman he determined that
he would do 'all be could to stop this illegal practice. He stated that he refrained
from mentioning any names previously as he feltit would be unjust to bring one ~
- na~e b~fore the public when there were~ so many more in ithe
done by: tbe'HighwayDepartment. He said this per~icular matterwas'called to his
attention by a~taxpayor and' he felt that asa member of the Board of Selectmen he
would refuse~to sign and approve any bills which~might be unlawful, fraudulent.

There was further heated discussion betweenMr. Coffin andlMr. Ounningham and Mr.

.John Rarris, chairman of the Armistice Day C~mmittee came before the Board to ask
for a ~ansfer from.the Reserve Fund to the Armistice Dsy Appropriation for $14.00
~'to',tAke~c~re~of One unpaid bill. He stated that they had three extra troups ofgirls
scJuts and.he did not have enought money'totake care ofall the bills contracted.
The ~beard voted to refer this matterto the Advisory Board for Action. The board
suggested.that.$~O.O0 more be asked for in the next appropriation presented.

Mr. John Dolan, dog officer came before the board and informed ~h~mm~hat ~ had
talked with Mrs. McLellan and her husband, owners of the dog in question, and they
fel~.that the board had made an unjust decision in May of 1946 when they restrained
~the~dog. Mr. Dolan said he had heard nothing far~her from'the person who complained
about the dog last week but he felt sure that he would make a complaint if annoyed
again. 1.Mr. Mclellan told Mr. Doland 'that he would ~take the matter up with the
S~lect~en.' Mr. Dolan sZated that he would ge~ rid of the dog if it were his, as he
doeS'hot like' to be restrained and is liable to become' vicious.
Mr. 'Thomson said that the owner would be held liable if anything happens while the
dog is allowed off the leash. A motion was madeand seconded that the owner be
advised of the continuance of restraining the do~ and be governed accordingly.

NOVEMBER29,1948:
POLICE DEPARTMENT:
An invitation to the Board to attend the meeting and dinner of the Mass.
Police Chief's Association on December 16, 1948 at 12:30 P.M. to be held at
the Town Line, North Andovsr, was accepted with thanks.
NEW ENGLAND TEL. & TEL. CO:
The board voted to grant permission to abandon one ~oint pole on Furber Avenue,
25 ft. north of High Street. No hearing is necessary and the vote was unanimous.
~AWRENCE GAS & ELECTRIC CO:
The .Board voted unanimously to grant permission to excavate across Lyman Road
at Pembrook Street, North Andover to install. 4" gas main.
STREET LIGHT:
A request was received by Mr. Finneran to have a street light installed at the
Hi-Spot on Chickering Road. This is a dark section and there is no light in
the immediate vicinity. The Board voted to ask for a survey of this location
and a recommendation.
STREET LIGHTS ~STALLED:
Notice received that the Lawrence Gas & Electric Company have installed four
1000 lumen street lights on poles 3353, 3356, 3355 and 3361, on Railroad Avenue
as requested by this board under date of October 5, 1948.
RESERVE FU~ TRANSFE~APPROVED:
Approval of the transfer of $300 to the Election Expenses appropriation was
received from the Advisory Board. Request was ~ade by John J. Lyons, Town Clerk.
CHP. IS~IS TREE:
The merchants of Railroad Square have asked permission to erect a twenty-four foot
Christmas tree in the square for the Christmas season. The board felt tha~ this
was very commendable. A motion was made and seconded that the Merchants of Rsitroad
Square be permitted to erect the Christmas tree subject to the approval of .the
Highway Surveyor. fnr such 'a period of time as indicated. Mr. John Corradino will
be so notified.
OLARXPROPERTY:
Edward R. Greenwood senZ a letter to the Board with respect to straightening
the curve on.Hillside Road. Mr. Greenwood believes that he can persuade Mr. Cla~k
to accept a reasonable proposition but he must hate a guarantee from the town that
the work will be done and monez appropriated before he transfers .title of his lami
to the town. Re suggested that Mr. Thomson do this work and send J a is bill to his
office. Mr. Thomson replied'that the article and material for the.AdvisoryBoard
will be taken care of but .that no 'fee can be charged by him for work ddone for the
town nor in b~nnection.with his work as selectmen.
SPECIAL TOWNMEETING:
A petition was presented to the board containing 235 names of voters in the town
requesting that they call a special town meeting to insert an article to see if
the town will vote to amend the Zoning By-Laws from a residential toga business
district and description of land if given, which is the land boudned by Andover,
Peters and Turnpike Street.
The Board voted to call a special town meeting on December 13, 19~8 at 7:30 P.M.
in the Court Room, Town Building.
william B. Duffy presented a n article for the transfer of $2,000 from the water
departmen~ wages and salary account to the water department expenses account.
The board voted to include this article in the warrant for the special' town meeting.
TREE RE~0VAL REQUEST:
Mr. Coffin stated that he had received a request for the removal of a tree from
Mr. & Mrs. Char!esElder, 113 Greene Street. The board voted to refer this matter
to the tree warden.
MEETING ADJOUR. NED:
DECal,ER6,1948:
The regular weekly meeting of the Board of Selectmen was held at 7:00 P.M. with
all members present. Weekly bills and payrolls were approved. .
CIVIE SERVICE PROVISIONAL APPOINTMENTS:
The Boar8 voted to request additional provisional appointments for Frank H.
Dushame, 243 0sgood Street and Everett Woodhouse, 65 Maple Ave. as patrolmen
in the North Andover Police Department until an eligible list is established
and appointment made therefrom.
