JUROR DRAWN:
A Juror was drawn by Mr. Finneran to serve at the Superior Court at Salem
on January 17, 1948 for criminal business and John J. Osllahan of 97 Second
Street, elevator operator was drawn as the Juror.
SCHOOL STREET:
A'letter from Davis &Furber Machine 0o. by Forbes Rockwell, informed the board
that School Street is in suitable condition for acceptance by the town and they
request that the Selectmen adjudicate this street so that an article may be
inserted in the warran~ at the annual town meeting asking the town to accept! it.
A letter was also available from the Highway Surveyor informing the board that
he has inspected School Street and finds it in condition for acceptance by the
town,
A'copy'of the plan as approved by the Planning Board also accompanied the,~ letter.
The Board voted to set this down for a public' hearing to be held om January 10
1949 at 7=30 P.M. in the Selectmen's Office, on petition of Forbes Rockwell
to the adjudication of School Street and to he advertised in accordance with the
statutes.
POLICE DEPART~IENT- CIVIL SERVICE:
I{otice received from Civil Service authorizing the continued provisional employment
of'Frank H. Dushame and Everett Woodhouse, veterans, as patrolmen for a period
of. thirtydays from December 12, 1948. They also informed the board that inasmuch
as an eligible list is now established for this service, no further extension can
be granted 'and a new requisition should be made immediately in order that an
appointment may he made from the. list before =anuary 12, 1948. The board'voted
upon motion of Mr. Coffin that a new requisition for the eligible list of police
officers'be'sent into Civil Service at once. The vote was unanimous.
STREET LIGHTS:
Thematter 'of street'lights on Clark Street'was discussed. Mr. Thomson informed
the other members t~at it 'would cost $107 to install the poles on clark Street
because of the scarcity of poles. This means the installation of several new poles.
Mr. Onffin inquired if there was any chance of ha~ing the owner pay for this
installation. Mr. Coffin said he hesitated about spending this large'amount of
· monet?hen this board is faced with the necessity of paying more for lights through-
' -~ out'the town. and also in view' of keeping the light appropriation down. He said
.he did ~ote for the' actualinstallation of lights, f?eling that it was only the
lights which would have to be paid for. He then made a motion to rescind the vote
taken on October 25, 1948 with respect ~o the street light s on OlarkStreet.
Mr. Rogers will be contacted with respect to paying for the installation of the
street lights for Clark Street.
.TO~NBUILD~G STREET LIGHT~
The Board' viewed the light in front of.the town building and they voted to request"
t~A% s' 2500 lumen light be installed and they will. also request that the bus
stop be. moved up to this pole if necessary.
The board agreed with the ~wrence Gas &Electric'Compan~ that the street light
requested by Edward Welch should~ installed on pole 14ZO because of the transformer':
on pole 1441. Mr. Welch was satisfied that this pole would be the one which would
give,the best results.

Mr. RichardS'Whipple came before the .~oard and' informed the board that he and Mr.
Coffin'.had gone cover the policies last week and d~e to the increased values of
the buildings and the school ~uildings, the rates for insurance was greatly increased
Mr; ~hipple presented figures to each member and went over the various items
explaining why the increase was necessary. After going over the figures the board
~agre~d'that the amount of $12,181.51 was the figure ~equired to carry adequate
insurance-as .presented by .Mr. Whipple. A copy of the figures will be dent to
the Advisory Hoard.
SALARIES FOR SEVERAL~PLOYEE~
Mr. Maker and Miss Finn broughtup the matter of the final pay for the Accountant,
Assessor's clerk, Tax Collector's clerk and the Treasurer's clerk, also the entire
police department. There seems to have been an-o~erlapping of days over a period
.of years which resulted fn the above persons not having sufficient money to make
up their pay for thalast week in Decembar. This was discussed at length and Mr.
Thomson suggested that Mrs. Dearden contact Civil Service and ask if it is permiss-
ible for the police to get their extra week's pay and if agreeable, then the other
departzents will askfor a transfer from the Reserve Fund to take care of their
salaries. Ail members of the board finally agreed that if the town owed the
for it be as as possible.

DEPARTMENT OF ED~OATION:
Notice received that Mrs. Pauline H. Lee, william F. Driscoll, 52 Lincoln St.
are attending Andover Evening Practical Art School and Lawrence Evening High
School respectively.

Notice from Mr. Mahoney that he has recorded the deed from Franc~s B. Kittredge
to the Inhabitants of the Town of North Andover and requesting that a check be
sent to him for the amoUnt of $500.00. A hill for Mr. Mahoney's services
was also received and approved.
COUNTY OOE~ISSIONE~S- DOG DAMAGE CLAIM:
A claim for damages in the amount of $50.00 was received from John Hocha
340 Wood Lane, North Andover when unknown dogs killed a 200 pound pig %alnad
at $.25 per pound. Pig was seen hy John Dolan and Arthur A. Thomson. The
regular form was sent to the. CoUnty Oommissionars for payment.
MEETING ADJOURNED to a~tend the special town meeting schad~led for this night.

The regular weekly meeting of the Board of Selectmen.was held at ?:00 P.M.
with all members present. Weekly hills and payrolls were approved ....
STREETS TO BE BLOCKED OFF FOR COASTING:
Mr. Carry camet~fore the hoard and informed them that he and Ohief Mckee
had checked off Herrick Road and Greene Street and decided that it would be
better to block off Greene Street from Linden Ave. to Railroad Ave. ~nd
sand it at the bottom. They also discussed blocking off Harold Street from
Marhlehaad Street to Beverly Street to Middlesex and sanding the street
near'Middlesex Street. The Board voted unanimously to have the PoliceChief
and the HighwAy S~rveyor block off the above streets during coasting time.
ANNUAL TOWNREPORTS- BIDS~ . ~. ..
The hoard voted unanimously, to request Miss Mary Finn, .Town Accountant, to
call for bids for the annual townreports, 'the final date' for ~eceiving
them to be January 1~, 1949 at 8~00 O'Clock P.M. The hoard als? suggested
that Miss Finn insert in the notice that the hoard reserves 'the' right to
reject a~y or allhids. '
LAWRENOE GAS &ELECTRIC CO:
NStic~"received that a 2500'l~men street light has been installed on pole
#3367 on Pemhrook Road as requested in October' of 194~.
PROSPECT STREET:
The Board voted to view: this location with respect to installing a streeti[
light in this area and will report at the next meeting.
Notice' received that a 2500 lumen light has been installed on Pole #2041,Main
Street and a 1000 lumen light on pole 3130, Clark Street, on December 30~1948.
A 1000 lumen light has been removed from pole #20~1, Main Street,on-the same

.The Board ,voted unanimously to appoint James Hargreaves as forest warden,
in accordance with General Law, Chapter 48, Section 8, which provides for
the appointment cfa forest warden, :annually in January by the Board of Select-
men.
MOTH SUPERINTENDENT: '"
Notice received informing the board of their Gypsy Moth liability for 1949
and the amount is $3755.00 and this amount is recommended as the town appro-
priation for 1949. An additional amount of $1745.00 is also recommended for
pest work.
