Mr. Thomson asked if Mr. Mahoney would take this case and undertake to co~lect without further Charge. Mr.. Mahoney agreed to do this and he will take the matter up with Nr. William B Dully at once. LAWRENCE DUMP: Mr. Coffin brought up the matter of writing a letter ~o the Lawrence City Council summarizing the material discussed st their recent meeting and let them have it in black and white. Mr. Thomson felt that a letter would not be necessary as the Council has had time to regurgitate it. Mr. Thomson said he thought that the board discussed it fully and made the case quite clear. ~r. Coffin felt that the board should make sure that they had done everything possible and he remarked that the Mayor had repeatedly said" Dind a new dump". Our ~roblems is fires but the mayor doesn't think so. Mr. Thomson said that he felt that Lawrence was well aware of the condition and should not be conzinually be contacted.He feels that they would gladly cure thesituation if they could. Mr. Coffin felt that a good group of technicians might come'up with-.ananswer to the problem. He said he recently reed an article on smoke whowing smoke causes disease and this might be called to the attention of the Council. ~r. Finneran felt that we should wait and see what happens as this snow will probably slow down the fires ~o some ex~en~. No further action was taken on this matter. r,~R. CURLEY-ASSESSORS- SNOW REMOVAL BILLS: Mr. Edward Curley came before the board and discussed correspondence which he hsd received from Mr. Long with reference to the vo~e of the Board of Selectmen and the Advisory Boerd, with respec~ to paying the bills for snow removal in De~ember,19ZS. Mr. Curley said that it looked like a virtual petition that the 'order of the Select- men is in order. Mr. Curley informed the board that he would write to Mr. Long about this matter and Mr. Thomson informed Mr. Maker, treasurer thathe should go in to see ~%tr. Long and discuss this matter with him and get the correc~ dnformation. C0~O~W. ALTH C01~MITTEE: Map and letter was received from Nathan Tufts, General Chairmanof this committee, thanking the hoard for their prompt reply and informing the chairman that his name has been added to the committee to insure the board that they will receive all information relative to state-wide highway construction legislation as it develops in the 1949 session of the General Court. HOSPITAL: Notice received that the care, maintenance and repair of the Essex C0un{y~ub~r- culosis Hospital for the year 1948 amounted to $561,359.30. The portion.for North Andover is 65 per cent on basis of valuation $5,348.15 and 35 per cent on ~asis of paZient days used by the town in proportion ~o all patient days of all patients, $1,920.63, making a total of $7,268.78~ such amount to be paid into. the Treasury of the County of Essex on or before March2~, 194~. This amount will be raised and appropriated a~ the annual town meeting on March 19, 1949. POLICE DEPARTMENT-R~0RTS ON COMPLAINTS: Mr. Coffin informed the board thmt he, as a member of the Licensing Bcardwould like to know whnt is going on'inthe license establishments. He stated that there had been trouble in two of the places some months ago and someone had called his wife recently and said that one liquor establishment had sold liquor after hours. No~ name was given a~ this time. Hr. Finneran stated that he felt that if there was anything wrong the police would notify but Mr. 'Coffin added that they did not notify us two months ago. He said we should know tight'away and if any violations.are taking place, this board should deal severely with them. He would like to have duplicate copies of all.reports made in the police department and we would then have specific data. Mr. Thomson felt that this was purely a police matter and we should not clutter up our files with all kinds of complaints. Mr. Coffin made a motion that the police be instructed to send a copy of all reports pertaining to matters of law, and the result of investigation made in these cases. He also felt that these reports should be sent to the board even if not a matter of law. Mr. Thomson stated that he did not feel too ~'ooncerned too much as he felt that if the police are called to investigate some complaint and they feel that the license board should know about it, they would so inform us. He s~id the general public as a rule go to the police and it would be a rare instance where they would come ~o this board. 443 Mr. Thomson said that if a complaint is made to the board we will investigate and if made to the police, I think we should know about it but I do no<believe that we should have a report on every complaint made to the police. Mr. Ooffin said he knew most complainants would not give their names as they Hid not want to be classed as "Stool pigeons". In m~ost cases a complainant goes to thepolice. They enforce the law and the b~rden is on them hut we should back them up and we should be completely informed. Ne said that he thinks our establishments ars better than most places in Lawrence. Ne then withdrew his previous motion and made the following.~Motion that this Board of 'Selectmen instruct the Police Department to furnish the License Board with a copy of any matter pertaining to enforcement of the law at any license establishment in North Andover. Mr. Thomson seconded this mo~ion and the vote was unanimous. ~ETINGADJOURNED: The regular weekly meeting'of the Board o~ Selectmen was held at 7:00 P.M. with all members present. Weekly bills and 'payrolls were approved. STREET LIGHT REQUEST: Mr. Gardner Humphreys and Wilfred Va!court came before the Board and requested twa streetF~!ights~ one at the residence.of-r,~r. Valcourt~a~ 318 Turnpike St. and theother a~ the end of Tolland Roadnear Hickey's,residence. Mr. ~Valcourt inf4rmed the Board that very oftenlthe,buses go'right by without picking up · the~passengers ~ecause~ of the dark area?' The Board voted to request the '. Lawrence~Gas &Electric Co. toinvestigate %hess locations and make a survey. . .H~AR. ING -LAWRENCE GAS &ELECTRIC CO.: & hearing on the petition of the Lawrence Gas& Ele6tric~¢o. was held at 7:30 PiM. with'respect to two ducts on an existing pole on the northerlyside of ~. Sa!em~Turnpike,approximate!y 1000 feet easterly from Andover St. southerly ~·across~Sa!em Turnpike a distance of approximately !00 feet-tothe southerly line of the.Salem Turnpike. ~r. Barry representing the companystated that ~ theseducts were in connection with the college and wires will be run under- ground~from the existing plan of the college. He stated that,s must get -,'approval from the. state after approval by the Selectmen. ~r. Gardner '.'.HumphreYs was opposed, to this workbeing done as he stated that he did not '.wan~transformers or unsightliness in front of his home. Mr..Wi!fredValcourt -and Mrs. Elizabeth Va!court were also .opposed to i~.. Mr~ Barry. explained that this was the moat central point for the. work to be~doneandhe.~id.not believe that it would be unsightly. Ne felt that e 4" conduit would..be necessary and ~ if th~s were so, they may as well ·install another pole., Ne asked if the ,?~company ~ave adiagram wouldit be lived up to in'the future. There was a , .general discussion as to whether or not another location could, be used a4d the .~ -bOar~ifina!ly agreed to continue this hearing for one week ~anuary 14 at sevehlthirtyP.M, when Mr. Barry will arrange to have an engineer present who w~llr'.give'fu!l information as to the size ~f the conduit, the danger of the ~lec~ri¢'ity and any other information .pertznent to this work. The Board -voted'unanimously on this continuance. ~'REQUEST~FOR SPECIALTOWNMEETINO: ~Herbe~t'Pickard and~mthur Bohnwagner came before the Board for information ~w~th-re~pect~to inserting an article inthe Town Warrant to have water in- stalled on~Innis Street from HillsideRoad, the estimated cost ,to be about $4&000..They stated that they had discussed this with ~r. Duffy and were in- formed that they were too late to have an article inserted in the ~arrant but · '~ if'they wished to request a special townmeeting on the same day asthe regular '~wn~meetfng, it would be nece'ssary to present a petition with atleast 200- s~gnatures of registered voters and then,the Selectmen would call the meeting. · After some discussion, the gentlemen'decided to discuss this matter further ,with the residents of that section and will come in later to the Board. MERCI TRAIN& Mr. Pinneran informed the Board that Edward White had contacted him and requested that the Selectmen be represented on Thursday morning at the Lawrence Station when the Merc~ Train 'stops there at 12:00 o'clock. Mr. Thomson requested Mrs., Dearden ~o notify the Board on, Thursday morning and they will endeavor to attend.
