REQUEST FOR SPECIAL TOWNMEETING:
Mr. Francis B. Ktttredge came before the Board and stated 'that the No. Andover Housing
Authority so!tclt the consideration of the Selectmen in the matter of a special town
meeting to be held as early as possible ~o permit the rezoning of Grogan's Platte.
This property is zoned for general residential section and the Board of Appeals cannot
grant a variance from residential to business area. This will enable the No. Andover
Housing Authority to proceed without delay in the prosecution of a veterans' ~ousing
development in North Andover. Mr. Kittredge stated that the Planning Board will hold
a hearing on Feb. 21 and he would like to have a special sown meeting held not later
than one week from Feb. 21. He said there is considerable .urgency behind this thing.
Mr. Finneran made a motion that a special town meeting be held on Feb. 28 in the
Cour. t Room at 7:30 P.M. on the suggestion of the No. Andover Housing Authority to
consider the article with reference to veterans' housing. This .wns a unanimous vote
of the board.
VETERANS' SERVICES:
Notice received informing the Selectmen that a Veterans' Agent for.~he ensuing year
must be appointed immediately after the town meeting under the provisions of'Chapter
115, General Laws. The Board voted to hold this matter over until after the Town
Meeting.
DEPT. OF PUBLIC WORKS:
Letter received informing the Board that G. Rotondi & Sons have stated that tfe claim
of the Bd. of Public Works of No. Andover is not a just claim. They could see no reason
why the town should have filed this claim but they will get in touch with Mr. Mahoney
and see if it can be released. Mr. Coffin suggested that a letter of appreciation be
sent to ~i!!iam F. Ca!lahan, Commissioner of the Board of Public Works.thanking him
for his.assiStance in this maimer.
STEVENS K~LL:
Mrs..William Martin of Church St. requested permission for.the use of Steven~ Hall for
February 24 for the Scholarship Whist to be held by the Ladies' Auxiliary, V.F.W.
Mr. Hayes has the hall ~vailable for that night and .the Board voted unanimously to
grant this request.
TO~TREASURER:
Mr. Maker informed the Selectmen that Mr. Herman B. Dine, Assista~t Director~of
Accounts, stated that the Board of Selectmen should write a letter to the Beard of
Assessors and to the Town Treasurer authorizing the payment of $563.45 for snow re-
moval expense, under Section 31, Chapter 44, General Laws, this amour~t to be raised
in the 1949 tax levy by the Assessors. The Board voted to write to. the Assessorsand
Treasurer.
POLICE~DEPART~NT-CIVILSERVICE:
Approval received for the step-rate increase of $!.00 per week per year as voted in
October of 1941 for Norman Fleming, effective ~anuary 29, 1949, and increasing his
salary from $48.90 to $49.90.
DOG 0FFICERREPORT:
John Dolan presented his report for the year ending December 31, 1948 and the Board
voted unanimously to accept the report.
PLANNING BOARD:
Notice received from the Planning Beard that.they have voted unanimously to approve the
plan submitted by Ethel M. Freeman and recommending to the Board of Selectmen. that the
Zoning By-Law of the town of No. Andover be amended so as to change said area from a
general residential to a business district.
POLICE OFFICER - SPECIAL:
A request for an appointment to become a special police officer was received from
Reno J. Beaulieu of 46 Ashland St., No. ~mdover. Since Mr. Coffin was the only member
who knew Mr. Beauliem, it was suggested that the Board request further information
and that he send it in a letter to this board before February 14, 1949 when they will
then act upon this application.
