The regular weekly meeting of the Board of Selectmen was held at ?:00 P.M. with
all members present. Weekly bills and payrolls were approved.
RESERVErPOLICE ARTICLE:
Carol .Thomas, David Roche and John Lawlor came before the board ta discuss the
article in the tow~ warrant with reference to a Reserve Police Force in North
Andover. Mr. Thomas first thanked the Selectmen for their fine cooperation in
the past and then went on to say that he was in favor of article 65. He mentioned
that the two men present~ David Roche and John Lawlor had successfully passed
the Civil Service examination as well as the physical' examination and they could
easily perform the duties of patrolmen to the best advantage of the town. He stated
that they had met with the Advisory Board Onm~riday evening and that they were in
favor of the~article but they would like to have an opinion from the Board of Select-
men.~
Mr.' Coffin .inquired if Mr. Thomas felt that if a reserve force were. created that
there' wculd' be. a sufficient number of men - that in the past, that had been one of
the things not favorable to such a list. Mr. Thomas stated that he felt sure that
there would he a sufficient number of men available since there is another exam
coming up 'in' the near future.
Mr~ Thomson' referred to an article voted at the town meeting some time ago
the Selectmen to give all-available Work to the special constables. There was a
general discussion about this matter and David Roche told the board that,most cities
and towns have such a reserve list and as other men take the exam and pass they can
be added to -the reserve list. He believes that- this is a progressive movement
throughout, the state. Mr. Roche said he had visited the State House recently and
he said ~that a. man does not have to accept work offered unless in an emergency. He
said that once a person is on the reserve list, he would remain there and,all future
appoi~ntments would be made, from such a list. He believes that it would benefit the
police force end can see no reason for any objection.
.The board agreed to discuss this article with the Advisory Board a~tar the closing
of this meeting.
LAWRENCE GAS & ELECTRIC COMPAN~-~O~'~/~ED, ~m~'TING:
A contined~ hearing of the above company~ was held at 7:30 P.M, Mr. Eric B. Rothwell,
Engineer was present with Mr~ Barry as were Mr. Humphries and Mr. & Mrs. Valcourt
who .were opposed to the petition last week. Mr, Rothwell presented plans showing
Just what the company would do and Mr. Humpb~es then informed the board and he
was' quite satisfied with the plans and Mr. & Mrs. Valcourt also agreed. A motion
was then made and seconded that the petition of the Lawrence Gas & Electric Compa~
be approved and the ~vote was unanimous.
POLICE 0FFICER-RENE BEAULIEU: . ·
Mr. Reno Beaulieu of 46 Ashland Street came before the board to inform them that he
wished to he appointed assa special police officer. Ne has lived in North Andover
for ~0ne yea~ and would like some eX~ra work when there is some availab.le.
He informed' the board that he had helped out in Lawrence on police wor~ and that
~he was~1 assistan~ scout master in South Lawrence and .they wanted him as scout master
a{, St. Michael's Church. He works-in Davis & ~Arber Go. He also stated that he
'had talked with the chief of police and he was willing to approve th93~ application.
The board voted to take the matter under advisement and let him know next week., The
Hoard then requested that Chief McKee he contacted about this man and ask that he
advise the board as to his feeling in the matter.
STEVENS~ HALL:
Mrs. Thomas'Farragher, Mrs. Patrick Driscoll and Mrs. Augustine
permission to use Stevens Hall on February 25, 1~ for a whist party for the Convent
Fund. Mr~ Hayes has the hall available for this~night and the board voted unanimously
to grant the request. ........ . .......
BEQUEST TO ERECT Bwz.~OARD:
Mr.~osario Contarino of 335 Merrimack Street, Lawrence asked for permission to erect
a Billboard on his lot at the corner of Hamilton Road and Massachusetts Avenue,
Mifflin Park area . Mr. GonfAlOns owns the Oasinova Cafe in Lawrence and he would
like to advertise this on his lot. Thelbillboard would ben, about 10 x 15 feet.
Mr. Thomson suggested that we advise Mr. Oontinaro that he?-be referred to his own
council with respect to this matter, to .our own by-laws and to the restrictions in
his deeds. The hoard agreed that this should be done.
REQUEST FORLETTER 0FRECOMMENDATION:
Theodore H. Smith of 1204 Turnpike Street asked that the selectmen give him a
letterof recommendatipn,$Oo~he[Registry of Motor~Vehicles so that he can transfer
his'Repair Plates to morth Andover. The lettermust he to the effect that the
board knows Mr. Smith, that he has no court record and that his business would go
under the name of "Smith's Garage". The board voted to refer this to the chief
for information as to his record and also the matter of that location no~ being
a husinessdistrict would have to be considered.
