APRIL 18, 1949- continued
Carl Thomas said it was his duty to fight for all citizens. He said that
these two men were duly qualified while special officers go on and don't'
know wha~ it is all about. He said the marks may not be out for months for
the other examination and he hoped that the hoard would reconsider and
give these boys s break. Article 65 was voted to become effective immediately
Mr. Thomson said that the hoard simply 'delayed for a reasonable time only
and if it were to run into months before the list was ~vailable then he would
favor appointing these two men.
Martin Lawlor, Commander of the V.F.W. said he felt the same as theother
fellows and he hoped the board would reconsider their decision. These two
boys have worked hard and they need the experience.
Mr. Thomson then asked the two boys if they are interested £n getting on
the list. He said every man on the list is a potential police officer. He
asked if they would like work in spare time. He asked if they understood that
a reserve officer mus~ serve when called and if the police chief should call
them and they were not available, what then?
Mr. Roche said he believed that there is a ruling whereby the chief men report
them to civil service and something could be done about removing them. He
said that he wes attending the Bentley School of accounting at this timebut
that Mr. Lawlor was unemployed end he would like ~o get some ofthe work for
vacation peridds.
JosephLawlor said that the force was to consist of seven men and that there
were now ~wo available. If there was anyopposition to appointing two men,
somebody would have.come forward before now.
Mr. Coffin said there was a fine line dividing these men and otherstak~ng.

reserve force was to have men who would better the ~own. Last week, ~I-~took
the same stand and thought the board should wait until the seven men were

calls but did not consider them pressure callsbut that they were sincere' and
I spent some time going ~nto Civil Service Rules. Out of all that there
came ~o me a conclusion made clear by Mr. Roche and Mr. Lawlor, a r~ason
for preferential s~atus in view of taking the examination previously.~my
subsequen~ persons have advantage over others. The rules for Civil Service
appointments were explained by Mr. Coffin. Another point ts thatthe other
men have taken two.exams. Wehavea duty to look in Justice to have this
matter involed. Mr. Coffin said he would like to discuss this with Chief
McKe~ and see if the two men are sufficient ~cr th~ force. ' ~ '
Mr. Finneran said he felt the same as last week and that he would~liketo
have these two men appointed.
Mr. Coffin said that the civil service rules states that if two men a~e
appointed the chief cannot use specials. The matter was left at this point
to be discussed with Chief McKee.
POPPY DRIVE: -:
Permission~s granted to Martin Lawlor of ~he V.F.W. to hold a Po~py. dri~e
on May 26, 27, and 28. The board voted unanimously to grunt, this request.
SCHOOL BUILDING 'COmmITTEE: · ·
The school building committee reported %o the selectmen~that they had.entered
in~o a contract with Louis H. McAloon for the construction of a new elementary
school on the site opposite the Johnson High School, and reminded the selectmen
to take care of the insurance andthe total amount'of the contract~ is $279,970.
Mr. Coffin said that. he contacted Mr. Whipple and asked him to mak~ it effective
to-day. The ~uestion is whether insurance will he paid from the School Building
Committee cr b~ the insurance fund. Mr. Goffin said that a sum of money had
been allocated by the committee for the payment of fire insuranC~ du~ing the
course of'construction and if there is money available it should be used.~
The board voted to acknowledge the letter and inform them that the insurance
had been placed with the North Andover insurance agents association and that
premiums for this insurance would be billed to the committee.

Petition received and plan # 21 covering the removal of eight poles on Johnson
Street southeast of Marhleridge road. No hearingis required and'the board
approved the petition unanimously.
SCHOOL COE,IITTEE:
Notice received that the school committee u~enimouslyvoted" To advise the
Town that the school committee intends ts abandon the use of the Kimball Schoul-
house, and that it is pleased mo turn the building over to the Board of Selectmen.
The wording of the vote was questioned since it stated that the committee "intends"
to abandon the school and Mr. Thomson asked that this be checked with Mr. 0'Brien
before the bids are asked for. ~

JUROR DRAWN:
Mr. Coffin ~drew the name of James P. Phelan ~o serve as a Juror in Salem
Superior court'on May 3, 1949 for transaction of civil'business.

The board voted to accept with thanks the invitation.~o attend the installation
of th~V.F.W, on April 23, 1949 at Stevens Hall.

The board'to approve the application ~f James F. Smith of 325 Middlesex Street

GLENNIE'S PLANT:
In a ~elephone conversation with William B. Duf~y, the board discdssed the matter
ofd~ainege'for the new Glennie warehouse and Mr. DufDy informed ~r. Thomson that
under the Acts of 1906 th~ Selectmen had no authority.~o give any permission mo
enter the drain and that they have no authority over this matter. Mr. Huntress
was so informed and Mr. Thomson said he would check ~o see if what Mr.'Duffy says,
is so, and will!let Mr. Huntress, otherwise he should ~ontact the Board of.Public
Works.

The board voted unanimously to re-appoint the presen~ members of this committee
for another three year period. John Cronin, Chairman, William F. Rock, John Willis,
Edward Garvey, Fracnis Kittredge, Joseph Sullivan, Fred Pitkin~ James Maker and

~Vincent Lascclla *came in and asked if the Selectmen could help him With a drain-
.age problem. He stated that the water collects in front~ ~f his property and
if the Highway Eurveyor could put a pipe along, the road, the water would run under-
neath..The:.'Selectmen inf6rmed him that this .is an unaccepted street and the town

DOG: COMPLAINT.:
Bruno~iSzelest' complained about a dog which is.owned by John Mawson. of ~ay Street.
..Mr~,~ Szelest.stated that the dog runs after him and attempts to bite him. Ne talked
to Mr.,'Dolsn who said he would 'check on the ma~ter. The board will check to see
if4the dog~ is'licensed mo Mr. Mawson and Mr. Szelest was advised to come in with-
a'written' complaint1if the. dog continues to annoy him.
REVALUATION :PROJECT:
Mr. Coffin' said that he understood that the Assessors were anxious ~o ge~ along
.with:the~new~revaluations and wondered when the contract expired b~tween the ~own
and'Mr...Brassuer and Mr. Goodwin. The agreement was checked by Mr. Thomson and
he' said ~that .the expiration was 'April 15, 1949. The board voted ~o request a
report from Mr. Brasseur and Mr. Goodwin as to how near 'completion the project is.
NEW ENGLAND T & T CO: LAWRENCE GAS & ELECTRIC CO: ..
The Board approved the petition of these companies for the relocation of one
pole on Middlesex Street, 180 feet southeast of Mifflin Drive, as shown on plan
No. 22. No hearing was necessary.
PERMISSION TO BL00K OFF ROAD:
On April 16, the board granted permission to the Central Const~uctlon Company
to block off Sutton Street in the vinihfty of the airport and Mr. Higgins stated
that.he would take care 6f lights, horses, etc. to take care of traffic and that
only half of the-road would be blocked off. C'omplaints came from the Police and
Highway dep~rtmants that there were no lights there and the road had been dug up.
Mr. Thomson sent a let:er to the Central Construction informing %them that they
would be held responsible for any claims, expenses or damages towhich the ~own might
be subjected as a result of this situation.
