This is e more inclusive zatter and if this group feels it is O.X. he would certainly like to have an opinion before the next meeting. The matter of a special'town meeting was discussed · Ralph Brasseur was present and he was asked to get a figure. AGRE~ENTS DISCUSSED:- Mr. Thomson informed those presen~ that Mr. Oristaldi had given-a figume of the approximate cost ~of drainage, roads and whatever else is necessary to satisfy the Highway Surveyor and has order a bond estimated at $4,000. Mr. Brasseur stated that there then comes the.question of plans drawn and markings, where the manholes should be, size of pipe, etc. He stated that Mr. Carry feels this is asking to much of his department to get this inform- ation. Mr. Thomson said that the case. of Sambataro and Oristaldi is a unique picture. He asked. Mr. Brasseur if the work could be done for $65.00 and he agreed. Mr. Coffin stated that Mr4 Cristaldi bad'applied to the Gr. Pond Agency for a standard contract bond, which requires the performance of the bond~as agreement. Leo Mylott asked if 'the temporary fiximgof~the road was not an important part of the agreement. Mr. Thomson agreed that this was imPortant and was sure that the.agreement includes the temporary fixing~of the road. Mr. Coffin stated that if the Selectmen say it must be done, he woul~ 'say that they have the power to enforce this mat~er~ The members discusse~ the surface~of Tyler Road and ~uggested .that a few loads of cinders could be~ thrown in to take care of Mr. Mylott for the-winter.' Mr. Thomson asked Mr. Brasseur to look at the road and see what isneeded for the road'so that Mr. Mylott can get in and ou~ of the place. He asked t~at' the figures.be given.to Mr. Mahoney and it was his thought that the cost ofthis~ work byMr. Brasseur could be,~aid from~e Oont~tmge~t>Fund. BY-LAW'CO~ITTEE~ Arnold Salisbury, chairman of the by-law committee came 'before the board'and with the members of the board and several interested persons, the newproposed by-laws wcrediscussed. The matter of a Wiring Inspector was discussed and effective 10/11/1949 the law states that the Selectmen shall appoint a wiring inspector. This is ma~datory that aninspector be appointed. The Selectmen will'insert an article in the warran~ of the.next special town ~eeting or the annual town meeting to receive authorization by the town to make this appointment. Various by,laws were discussed and Leo Murphy brought out'several changes which he felt ~h0uld be made. After a lengthy discussion, Mr. Salisbury informed the board thathe would go over the changes suggested and send in writing to this board, what his views are, and after the Selectmen looked them over, they could have another meeting and he felt that the former members of'the committee'would be'glad~o come in and discuss them. STEVENS ~ALL~ The Board of Selectmen granted permission the the Mariners -Sea Scouts, permission to use Stevens ~all on 2~ovember 17-18-1949. Hall is available by Mr. Hayes, Permission also granted to the North.Andover Women's Club to use'Stevens Hall .on November-l, 1949 for their scholarship bridge. Hall is available. POLICE DEPARTMENTs ~hief McKee sent a letter to th~ Selectmen r$commending that the speed on various street be restricted to 25 miles per hour and mentioned Main Street from the intersection of 0sgood St. to Sutton St; Sutton St.' from 0sgoodSt. to the City of Lawrence line; Middlesex St, fromMain St. to the~l~er~&c~ion of Mass. Ave. The board voted to have Ohief McXee a~tend their meeting on Oct. 10,1949 at '8:00 o'clock to discuss the financing of this work. OCTOBER 3, 1949- continued POLICE DEP~RTMENT= The Chief present a schedule, newly mede up for the police department and effective October 3, 1949. This was reviewed by the board andplaced on file. LETTER ON SPEEDING- JOBNSON STREET: A letter was reeeivnd from ~. John Morse of l20 Johnson St. requesting that Johnson Street be included in the survey to be made of the town with respect to speeding. He went on to tell of various cases of speeding up there and he felt that something should be done about it. The board ~oted ~o refer this letter to the Chief of Police for his consideration. W~RING INSPECTOR: .The board received a copy of Chapter529 : An Act relative to the appointment of Inspectors of Wires in towns, and the act.was given. The board will have an article in a warrant soon to take care of this appointment. CHAPTER 90 - MAIN STREET: Notification received from Charles A. Fritz, District Highway engineer~ informing the hoard that he will check the expenditures and if there is a balance within the allotment he would be pleased to do such widening as avail- able funds will allow. The regular weekly meeting of the Board of Selectmen was held a~ 7:00 P.M. with all members present. Weekly bills and payrolls were approved. LAWRENCE GAS & ELECTRIC COMPANY: 7:30 P.M. A hearing was held on the petition of this company for permission to-loca~e poles, wires, otc-on the easterly side of AcademyRoad, at points approximately ~209,361, 513,663 and 799 fast northerly from Great Pond Road, 5 poles. The board voted unanimously to grant this Petition. AMERICAN LEGION~ Carl Thomas, past ~ommander of the American.Legion came before the board to thank them for their past cooperation to him while he was in office. ~a also requested permission to hold a Tag Day on November 11 and 12, for 'the benefit of the Johnson High School football team. The board voted unanimously to gran~ this permit. : GLENWOOD STREET: Mr. Gartano Medolo came*before the board to discuss Glenwood Street. Re stated that the Highway Department neglected to pick up his rubbage although they had emptied other barrels on the street. He stated that Mr. Carry informed him that he would fix the road and that part of it is in good condition but the other part is not. He feels that he pays taxes and should have something from the town. J~ROR DRAWN: Mr. Finneran drew a Juror and the ~ame of Frederick Macintosh of 47 Prescott Stree~ was picked to serve at Lawrence on November 7, 1949 in Sup~ior Court. Mr. Macintosh is a machinist. ~ CIVIL SERVICE APPROVAL-. POLICE RESERVES. Approval was received from Civil Service on the appointments of Russell F. Donnelly, 54 Water St., Robert L. Sanborn, 59 Maple Ave. Charles R. McOubbin, 22 Cleveland St. Paul G. Dyer, ? Prospect St. and Frank N. Dushame, Jr. of 243 0sgood St. LEO MURPHY: Leo Murphy came before the ~oard and discussed the book from the assessors with respect to the new valuations. Ne stated that it is the general sentiment of the townspeople that a book should be issued now rather than wait until 1950. 'He feels that all adjustments should be completed by now. Mr. Thomson asked it if wouldn't be better to wait until the assessors are finished wi~h adjustments and have the~book printed at the time it was he out.
