HomeMy WebLinkAbout1949-10-17The regular weekly meeting of the Board of Selectmen began at 7:00 P.M., with al/ members present. The weekly bills and payrolls were approved. ESSEX C0UNTYRETIREMENTBOARD: A letter was received from the Essex County Retirement Board calling attention to the provisions of the retirement' law which require all new employees of the Town to furnish the Board with a New Entrant Enrollment Blank, together with documental ' evidence for the verification of their date of birth. After a discussion with the Town Treasurer with respect to this matter, the Boardvbted unanimously to contact each dupartment head and inform them of the contents of this letter and ask their cooperation in the matter of new employees furnishing the required information. REVOLVERPERMITS: The board voted unanimously to approve the applications of the following persons for a license to carry a revolver: Russell F. Donne!ly, 54 Water St., Paul G. Dyer, 67 Prospect St., Cornelius Meagsn, 50 Water St. DEPARTMENT OF PUBLIC WORK~ The Selectmen received notice that the contractor has been requested to cIean up the sides of the road and do the necessary loaming and seeding and that it is understood that Mr. Carty will then place the bituminous concrete on the shoulders. Any amount expended over and above the amount of the contract will be paid by Mr. Cartyfrom his appropriation. COMPLAINT: A communication was received from John L. Kohan of 29 Brightwood Ave. informing the hoard that his son, John L. Kohan had been inJuredin the schoo!ya~d'"of the Bradstreet School yard and that since this accident was directly caused by the · conditions of.the school yard , Mr. Kohan felt that the expenses inuurred 'by the accident should be paid by the town. The board voted to refer this matter to the school department. STREET SIGN: Mrs. Isabel R. Bazin of 130 Bay State Road asked that a street sign be.placed at the corner of Bey State Road and Mass. Ave. She informed the board by letter that it is difficult to locate her property and at times various people have been delayed hours because of failure to find the street. The Board voted to refer this matter to tbs Highway Surveyor for his action. JOHNSON HIGH SCHOOL TOWER CLOCK: M~. Hayes.reported that the clocker the High school wes now in running order and that the bell rings on the hour and the half hour. The board voted to approve payment of the bill for the repairs of this clock in the amount of $35~.00. POLICE DEPARTMENT: Parker Eaton of D & F Co. reported that the Police Department have been giving excellent cooperation in the section of E. Water St. and Pleasant St. and that recently the Chief took several boys out of school and ha'' them wash the steps and clean up the walks whererthey had thrown eggs, and other ~efuse. Be wanted the Selectmen to know that the police had been cruising a great deal in this part of the town. The Selectmen agreed that this was a good piece of work. RESERVE FUND TRANSFERS: Mr. Arnold H. Salisbdryreported by telephone that his Advisory Board had approved the following transfers and that the forms would be mailed to this office in the near.future: C.J. Mahoney, $734.90 to. the Contingent Fund; $150 to the Police Department and $3,000 to the School Department. WIRING INSPECTOR APPLICATIONS: The following application were receive~ for the position of inspector of wires which is to be made in the near future by the Rosrd of Selectmen as required by law: Wilfred B. Bottomley, 56 Thorndike Rd., Herbert Ackroyd, 39 Pleasant St., Arthur Bentley, 16 Commonwealth Ave., Thomas Label, 250 Middlesex St.,end Joseph Zapalla 70 Saunders St. Lawrence, Mass. Ail applictions will be filed until the appointment is to be made. DEPARTMENT OF PUBLIC WORKS: Notice received that a hearing will be held for Essex County for the open discussion of questions re!sting to the p~hlic roads, im accordance with the provisions of Chapter Si, at Salem ~ass, October 20, 1949. Chapter 90 work will be discussed at this time. Mr. Finneran will endeavor to attend this hearing with Mr. Carry, Highway Surveyor. DEPARTMENT OF PUBLIC WORKS: Notice of an order drawn on the town in favor of Yemma Brothers for the sum of $11,644.14 for work done under contract was remeived. OCTOBER 17, 1949:- continued POLICE DEPARTMENT: Chief McKee reported that he had checked with Haverhill and they have painted the white safety lines but have erected no signs or made any new ordinance with respect to speed. The officials felt that these white safety lines would reduce thespeed considerably. BY,LAWS: Mr. Salisbury sent a list of corrections which should be made in the final report of the By-Law Committee as it appears on pages 206 ff of the Annual TownReport and.all changes were listed; These will be discussed at a later date before final action is taken on the by-laws. Leo Murphy came before the board and pointed out several changes which he felt should be made in the by-laws. He pointed out that Chapter 40, section 27 requires a two thirds vo~e for the zoning by-laws and a majority vote for the By-Laws. He also suggested that we have a by-law for the printing of the revaluation book and that it be~inted mo~e often than every ten years ss is now done. He made a suggestion that a vote by b~llot on appropriations be made at the town meetings. He mentioned that in many of the by-laws, the words hereinafter is used andhe feels that there should be some stipulation as to thechapter and section and it should be more specific. CERTIFIOATE'~F INCORPORATION: Notice received from the office of the Secretary that an application for a certificate of incorporation, as provided for in chapter 180 of the G. L. Ter. EdJ under then amc ~ cf the Italian College Club, Inc.-was received.and the Selectmen signed a statement of facts with reference to John T. Greco, 432 Johnson St. North Andover who is to be in'-bhe corporation. Form returned to the Secretary of the Commonwealth. DOG 0FFICE~SREPORT: A report on the dog warrant was received from John Do!an, dgg officer and report was accepted by the Selectmen. Filed under Dog Officer. 'REQUEST FOR TRANSFER FROM RESERVE FUND: ~. John Dolan informed the board that he has an outstanding bill of $13.00 and only $3.00 left in his appropriation. He requested that a transfer of $40.00 be made from the reserve fund to his appropriation to continue withexpenses through the balance of this year. He explained that the cost. of destroying and boarding dogs has increased from $4.00 to $6.$0 and this is the reason for the increase in expenses. He also stated thsthe felt that the appropriation should be increased next year to avoid further transfers from the R~serve Fund. The Board voted to r~fer this request to the AdvisoryBoa~d for their approval. ~RING INSPECTOR APPLICATION: An application for the position of Wiring Inspector was received from Roy Flocerzi of 1284 0sgood Street and the board accepted the application and it will-be filed with other applications until action is taken on this appointment. BOARDOFPUBLIC WORES: A letter was received.from WilliamB. Duffy informing the board that the Board of Public Works decided not Zo insert an artic!e in the warrant of the coming special town meeting 'to grade the Sand Hank on Mass. Ave. for playground purposes. Mr. Duffy also thanked the. board for their courtesy and cooperation in reserving a place in the warrant for a final decision of the proposed article. BOA~D.0FAPPEALS: Notice received that the Board of Appeals has reconsidered the application o{ GeorgeRennie for a permit for the erection of a fruit and vegetable'stand on the premises at 202 Ohickering Road and has granted a permit for the duration of one year, renewable each year thereaftem. STREET LIGHTP~EQUEST: Mrs. Maria Mammima of 466 Mass. Ave. requested a street light on pole ~1095 in front of her property. It is very dark there and there are no street lights withinY00feet on either side of her home. The Board voted to view the location and Mr. Thomson informed~ Mrs. Dearden that the board agreedthat a light should be installed and that she notify the L. G. & E. Co.
