and that the State had taken over Mass. Ave. Be felt that if the board wished
to .make inquiries about them, they could do so.
Mr. Thomson inquired if Mr. Carry had sufficient equipment to take care of the
snow removal and Mr. Carty replied that he felt that the roads were well taken care
of and that the matter should be allowed to pass.
Mr. Finneran stated that he felt the board should go along with Mr. Carty as
the roads were always kept in good condition in the w~nter.
TREE R~OVALHEARING:
A hearing on the removal cf a ~ree at 19 Perry street was held and the board
voted unanimously to grant permission for the removal of this. tree and refer
the matter ~o the tree warden and instruct him to remove the tres.
RESERVE FUND TRANSFEP~:
Approval from the Advisory Board was received on the following requests
for transfers from the Reserve Fund appropriation:
$3,000 to grade and hot-top the Hradstreet School yard.
$150 to the Police Department appropriation for the cost of painting safety
lines on various streets in the town end cost of labor for this work.
$734.90 to the Contingen~ for the cost of legal servicesfrom receipt of
notice ko the town, 3/31/1945 to date on will Of Addie S. Armitage, otherwise
know as Abbie S. Armitage to Cornelius J. Mahonay, Cbunsel~
STREET LIGBTS: FOSTER:
Anthony Camasso of Foster came before the board to see when the lights can
be installed on Foster Street to Mosquito Brook which was vo~ed on at the
annual town meeting. The board ~oted to check with the Lawrence G & E 0o.
to see what can be done to have these lights installed.
-POLE-MAIN STREET:
The Board voted ~o write ~o the Lawrence G & E 0o. with respect tomoving a
pole on Main street opposite the Andover 'avings Bank whichwas to have been
moved some time ago. The pole is in quite a distance in the Sidewalk and inter-
feres with plowing of snow in the winter.
~ERICANLEGION:
The Board voted unanimously to accept the invitation of Post 219 ~o psrticipate'
in the Armistice Day parade and exercises on November 11, 1949.
LEO MURPHY:
Leo Murphy came before the Board and discussed various changes in the by-laws.
He mentioned non conforming building and exceptional cases and stated~ that he
doesn't know what they. mean.' Be said there isn't any flexibility. Ne mentioned
Shea's store as an exi~mple.
He mentioned other facts and Mr. Coffin suggested that he could bring up some
good points by combining all his criticism and it may be that a revision could
be considered.
Mr. Murphy stated that the main criticism is small lots, like the man who has
a fifty foot lot and can't build on it. Ne stated that he does not believe that
this is fair as you can't change a lot line.
POLICE DEPARTMENT:
A report received from the chief of police stated that at a conference'~ld in
Boston recently, Chief Traffic Engineer, Edgar F..Ogpell and Registrar cf
Me,or Vehicles Rudolph F. King, gave definite assura~nce that immediate action
will be givgn to a survey preliminary to a speed zone being established on route
#125 from Mass. Ave. to Pleasant St. in North Andover on Chickering Road.
State Engineers will meet with the Selectmen s nd a Public Hearing will be
held in. North Andover at which time all interested persons ~ill be givem~'a chan~e
to present ~their views.-
The Board discussed this matter and voted unanimously to notify all organizations
by letter of this hearing and suggest that they study this matter and have
information available,for the hearing so that all views may be presented.
RFSERVEOFFICERS- CONSTABLES:
Mr. Coffin mentioned that he had had two inquiries from Reserve officers relative
to the powers of special constables. THe officers were looking for work at
restaurants- dances, etc. Mr. Coffin u~derstood that he understood that the
reserve officers would'get all the work paid by the town but they want information
as to the powers of the special constables. Mr. Coffin suggested that the files
be checked for a ruling form C..J . ~ahoney on this matter.
