The board voted unanimously to approve the request of this companyto excavate
to install gas service at 5 Pembrook Road corner of Lyman Road, 34 feet on street.

DEPARTMENT OF CORPORATIONS & TAXATIONS:
Notification received suggesting that consideration should.be given to
providing sufficient funds to enable department heads, and key employees to
travel reasonably within and with6ut the state for the purpose of securing
information upon matters in which the municipality is interested. The Committee
should especially recommend funds to enable the finance~.officers ~o attend the
forty-fourtk annual.cOnference of the Municipal Finance OfficersAssociation of
the United States and Canada to be held next June in Montreal. No actiontaken.

Communication received in reply to the board's letter of November 29, advising
that an investigation wasmade recently in North Andover and as soon as the

Letter received in reply to letter from board under'date of November ~0, :
'stating Shat our letter had been forwarded to Mr. Harold W. Putnam; Acting
Maintenance Engineer, 100 Nashua Street, Boston. The letter mentioned~that
under date of NovemberllS, Mr. Putnam w~ote to this board stating~that~the

TREE REMOVALREQUEST:
MM; Antonio Giarrusso of S8 Marblehead Street..request the removalof a large
maple tree iron. in front of his property. He states that the treeroots.interfere
with the sewer pipes and hehas had to pay out money twice :o have them cleared

Letter received informing tha board that it was the general opinion of the
Legion members~_that something must be done to correct'the traffic conditions
on Ghickering moad before the Kittredge ~School~opens. Thefollcwing men will

LEO MURPHY:
Mr.'Murphy came before the board t~ inform them that the drain on Grogan's
Field has been opened by D & F Co. and they also cleaned up the field. He hoped
this could bekept clear.

LEO MURPHY- INCOMPLETE ASSESSORS RECORDS:
Mr. Murphy went on to inform the board that in his opinion the town records
pertaining to land for salewere incolplete and that over $40,000 had been
spent for assessor's surveys. He stated that he bought someland at a tax sale
and that he could not get sufficient information to locate the land. He
mentioned that one parcel of land, four acres, was described as being on the
read.to Boxford and he wondered how anyone could possibly locate'such a~piece
of land.
Mr. Finneran stated that such description would appear on the deed but Mr.
Murphy said that in many cases the only description is, "off a named road".
Former abutters are identified but present owners complicate the determining
of the exact location. Mr. Murphy felt that this should have been done during
the old survey made 25 years ago. He felt that it was the duty of the assessors
to give a description of all assessed land and they havebeen so notified.
Mr. Coffin said that a new or old owner did not indicate to the assessors the
location of the land. Mr. Murphy £elt that if the town is going in the real
estate business they should know where the landis. He felt that the Selectmen
had something to do with it since they appoint the custodian~
Mr. Murphy then brought UP the matter of appointing the Advisory Board and made
a suggestion as to a change in the new proposed by-law. ~opy is filed under

Mr. Murphy suggested that a committee be appointed to work on the matter of
a town manager ~and .~eewhat could be done towards putting an article .in the
warrant.
He also mentioned' that town officials have given out information that e person
could not bdttd'a houseon s fifty foot lot but he added that they could,by
receiving permission fgom the board of appeals, one provision being that they
maintain a ten foot boundary-line.~The board agreed with him.
DAMAGE CLAIM: ....
The, board voted to pay $20.00 to George D. Moody, 47 Moody Street,~ for damage
caused to his carwhan the, catch-basi~ cover tipped up and hit his car under-
neath causing the doors to Jam shut sndbending the running hoard out., The
estimated cost was $20 to $30 ands'the board voted on the abo~e amount. A
release will besent to Mr. Moody and the bill will then be paid. ~
REVOLVER PERMIT:
The~hoard voted to grant a revolver permit to William Arsenault, Yog~Osg~od~
Street.
SNOW REMOVAL:
Th~-board voted to check ,on the appropriation required for removal of snow
end'to call attention of Mr; Carry ~o this matter and also inquire of Mr.
Maker if the procedUre.for snow removal money was clear to him. The%beard
feels ~hatby a majority vote of the Selectmen and a majority vote of the
AdvisorY Board, an amount of money may~be raised for this~purpose.
The regular weekly meeting of the Board of Selectmen washe!d at 7:60 P.M.
all members present. Weekly bills and payrolls were approved.
TOWN LA~: PUBLIC AUCTION:
WilliamWood camebefore the board to say that he felt that the recent auction
had been conducted in an orderly manner and he felt that Mr. Maker did an excellent
Job and should not be cri~icised as the news item intimated.
Mr. Leo Murphy was also present and stated that h~ did not criticise the sale or
Mr. Maker but said that there was not sufficient information as towhat the town
was paying for.
Mr. Coffin stated that he felt th~% everything was done in a-pmoper manner end
that Mr. ~urphy's claim goes back further than ju4t now.
Ail members of the board agreed that the sale was conducted properly and no
criticismwas made wSth respect to Mr. Maker.
DEPARTMENT OF PUBLIC WORES- MIFFLIN PARK:
A letter was received from CHarles A. Fritz, District Highway Engineer,
to inform,the board that our recent communication of November 30, had been
forwarded to Harold W. Putnam, at Boston. No action taken.
LAWRENCE GAS & ELECTRIC 00:
Petition from this company for permission to locate poles, wires and fixtures
on the westerly side of Baldwin Street, opposite the ,northerly line of Gilbert
Street, I pole; on the westerly side of Baldwi~ St., opposite the southerly
side of Frances St,, 1 pole was received end a hearing set for December 23, 1949
at 1:30 P.M.
