Ave. AMERICAN LEGION: A letter of appreciation to the board for their generosity, sincerity and kindness throughout the year to the American Legion was received by the Board. - ~ DEPARTS, gENT OF PUBLIC WORKS- ~i~'¥LIN PARK AREA A letter received from H.W. Putnam with respect to the barriers erected at the entrance into Mess. Ave. of Holbrook, Hamilton and Mifflin Drive. The letter ststes that if the ten foot openings are not sufficient for fire apparatus, one of them can be altered to provide the width desired, and requests that the board advise as to the width they'believe necessary. · Mr. Thomson stated that this letter came as a result of the protest.made by the Selectmen as to'the erection of these barriers and the hazardous .conditions which exist. After some discussion about th~ matter, the board voted to request-that an appointment be mede with~,~. Putnam so that the matter may be thoroughly discussed and in the letter' they will ask that the tw9 center post barriers on each of the affected streets be removed. Mr. Thomson will dictate the letter. WARRA~ OPENED: - The S~lectmen voted to open the warrant on December 20, 1949 and: close 'it on January 16, 1950 at 8:00 P.M. DEPARTMENT OF PUBLIC SCHOOLS: A letter received informing the board that by unanimous'"vote'~ the members of the School Committee decided to be present a~ the hearing to be held ' sometime 'in the future withrespect to the safety problem on Chickering Road. ~CTION DAY: Eohn Lyons informed the board that March 6, 1950 is Election and that January 24, is the lest day for filing election papers. He also,gave a list of days for registeration of vo~ers. LAWRENCE GAS &ELECTRIC COMPANY: Mr. Heh~y~*Leshner, representative of the Lawrence G & E Co. came before the board ~o d~scuss the various types of lights as recommended in their letter of December 8, 1949. He stated that the Mercury vapor'lights are gobd for motorists and images can be readily detected. He explained .that in Methuen they have the marcuty vapor lights end on Broadway it is very well lighted. He explained that the 16,000 mercury vapor lights are a bl(~e green a~d there~ is a scarcity of shadow when these are used. The Incandescentllights (15,000 lum~m) are on the yellow shade, just a!ittle whiter than yellbw. Mr. Leschner explained that the mercury vapor 16,O00 lumen light generates 16,000 lumens toward the ground. Mr. Coffin inquired if it is common practice to have a lot of lighbing at schools and Mr. Leschner stated that it was and it protects children and pedestrians c~m~ng from school entertainments held in the evenings. The Board .then voted unanimously to .request the installation of four mercury vapor, 16,000Ulumen lights at Parker, Main, Park and Pleasant, at the entrance to Chickering Road, all in accordance with the diagram submitted by the companY. DEPART~:~ O? PUBLIC HEALTH: A copy of the rules and regulations establishing the minimum standards of fitness for h~n.habitation was ~eceived, also a letter explaining that the regulations will become effective in any town upon acceptance by the town. The B6ard of 'Selectmen met at 1:30 P.M. to sign payrolls and apprcve~bills. · LAWRENCE G & E CO: A hearing was h~ld ~t 1:30 P.M. on the petition cf the company for.permission ~o locate poles on'the westerly side of Baldwin St. opposite the northerly line of ~i!be~t Street, Ipole; on the westerly side of Baldwin Street, opposite the southerly line~6f Francis St. I pole. The board voted unanimously to grant this permission.
