Weekly bills and payrolls were approved. REVOLVER P~R~IT APPROVALS FOR RB~EWALS: The Board approved the renewals of revolver permit~ on the foll.owin~ persons: A. FEDERAL FUNDS- MUNICIPAL PUBLIC WORKS; Communication received advising the board o~ the availability of federal funds to municipalities and other public bodies for investigations, preliminary surveys which will result in thc preparation of plans and specifications on ~" all types of municipal public works. These funds are made available under Public Law 352 enacted in the 81st Congress and funds so advanced are returnable to the ~nited States government, interest free, when construction for the facility ~escribed in the application is started. The board decided that this should be referred to the School Building Committee.~ DEP~.~T~NT OF PUBLIC WORKS .Notification received bhat the public hearing on speed control on Route 125, informing th~ board tha~ the meeting has not been scheduled as yet, 'due to priority of other department business. As soon as the date is set, this board will be notified and the hearing will be held a~ !00 Nashua Street, Boston, as usual. Public no,ice will also be published in our local newsoapers.' Mr. Thomson mentioned that he had been under the impression that ~his hearing was ~o be held in North Andover and this was verified by a report from Chief McEee under date of November 7, 1949, a~ which time he stated tha~ he was informed that this mee~ing would be held in North ~ndover. The Board suggested tha~ the chief be contacted and see if this inf$~ma~ion is correc~ and report to the next meeting. TREE REMOVAL REQUEST: Miss H. Richardson of 225 Main Street requests the removal of a tree on the Third Stree~ side of her property and~sta~ed that it interferes with a new ~driveway she plans ~o have. The board voted to refer this to the Tree Warden an~ a hearing will be held on February 20, 1950 at 7:30 P.M. if it meets with the approval of Mr. Conners. LA~F~NCE GAS & ELECTRIC COMPANY: Notice received that a 2500 lumen incandeacen~ street light has been installed on Pole 3448 on Pembrook Road as requested in our letter of December 13, 1950. DEPARTMENT OF CONS~RVATION_DIVi~ON OF FORESTRY: Notice received that the appointment of James Hargreaves ~'s Forest Warden has been approved for the ~ear 1950 by the Department of Oonser~ation. LYMAN ROAD: Mr. Thomson brought up the matter of holding a public hearing on the adjudication of Lyman Road for that part of Lyman Road not already accepted by the town. The board discussed this mmtter and Mr. Coffin also mentioned that the $9500 bo be appropriated under article 44 of the annual tm~n warrant will no~ be sufficient to ta~e care of the whole' length of Lyman Road from Mass. Ave. ~o Middlesex St. Mr. Thomson Suggested that this matter be checked with Mr. Carry and see what the distance is to be covered for that amount and a~so inquire as to the ~ondition of Lyman ~oad for acceptance and see if ~¥. Carry will~ give' written approval on the condition of the unaccep~ed part of Lyman Road. SCHOOL BONDS: Jmmes Maker, T~easurer, asked for a vote of the Board on the sale of school bonds and the following vo~e was taken: Voted that the sale of $70,000 of 1.1/2 % School Bonds #1 - 70 under date of 2/15/50 payable 2/15/50- $5,000 in 1951 to 1~64 issued pursuant~to Chapter 44, of the ~naral L.aws to Lee Higginson Cot nterest ms hereb aooroved... - porati.on at~ the price of $100.63 and accrued Y ~-~ vo~e was s~gnee by, the full board. FEBRUARY 6,~ 1950 :continued GROGAN'S FIELD MATTER: Mr. Mooradk~nian came before the board in regard to the waiver prepared on Grogan's Field. He felt that the selectmen and planning board should get ~ogether and discuss this matter. He felt that if a high school is built then special permission or a waiver should be obtained from the Davi~ & Furher Company. Mr. Thomson stated that the time to ask for special pprmission would be when the school goes up and it would not seem as if the ~own were expecting too much at one time. He further stated, that he had already assured Mr. Rockwell that he felt sure that the waiver was alright and that the other members of the committee agreed that it was alright~ Mr. Mooradkanian then stated that he would discuss this matter with his board and repor~ to Mr. 'Thomson later in the evening. REVISED BY*LAWS: The Board voted that the revised by-laws should not be inserted in the town warrant this year. YELLOW LIBHTS- CHICKERING ROAD: Chief 'McKee suggested that yellow lights be installed on Chickering Road at Park, Main and Parker Streets and that they would serve as a-warning .... ~o motorists. Mr. Coffin felt that the lights which the Selectmen have ordered are better for illumination and that no change should be made. Mr.' Finneran stated that the yellow lights- might b~e alright but he did not thirJc too much of them himself and he also felt th. at the ~hite lights would be better at this time. HANILTON AND HOLBROOK ROADS: 'Mr. ~Ooffin inquired if the Board'~ished to take any stand on the matter of H~milton and Holbrook ~oads. He said he had many telephone ~calls with respe&t to 'the adjudication of the above m~ntioned roads and that~there would be more of them and people would feel that the selectmen should adjudicate all ef the ,streets in that area rather than only two .... ~ Mr. Thomson said tha~ his stand on the matter ~as that we would take the two oldest streets and adjudicate them and have ~hem discussed at the town meeting. · Mr. Coffin then said that he thought the board sh6uld be consistent and adjudicate all of the streets as there will be others in the upper end. I.want to ro£tterate my own stand, not to adjudicate any of these streets-that is my stand. Mr. Finneran then said that since the board was partly at fault in not having the correct bonds that they should try to do what bhey could mo that '~ventually the matter will be straightened out. In the future all would ~et the necessary bonds for all s~reets. No furthe~ action was taken'~on this' matter. FREE CASH: Leo Murphy came before the board and stated that he, understood that there was a the surplus offree cash and this was a considerable, amoun~ of money, in fact, largestin the~history Of the town. Hethought that half~of,,t~s.?money should be ' used to reduce the next'years tax rate. Perhaps t~e..rest could be-used1%o pay-for ~:'~ school building bonds. Mr. Maker stated ,that there was aoproximately $152~qOO.00 Mr. Murphy thought that some thought should .be~gtven to this matter. He:also, said thathe believed that the ~own could use more than 50% of this money without Mr. Long's approval. .Mrj~Maker stated that~there might be an emergencysome.time and is is good to have some surplus money. ~ ~ · Mr. N~rphy stated ~hat there is always some way of taking ~are.~f an emergency. TOWN MANAGER: Mr. Murphy then mentioned that many people are taking the wrong attitude about this article. He said he didn't know whether or not he approved of it. Mr. Coffin them mentioned that the Board of Trade is having a discussion on 'the pro and con of this matter and it would be good to hear the story from both angles. Mr. Murphy said that with this article, th~ peoplehave a chance to defeat it and for those who want it they have an opportunity ~o vote on it. TOWN TREASURER- LORRAINE AVENUE: -Mr.M~k%z'ssked the board to send him a letter on the ma~%er of refunding of $350 to Malcolm Norwood who signed an agreeme~twith the town in 1949. The work has not been done on Lorraine and Mr. Norwood feels that he should have his money refunded. The board voted to send a letter to the town treasurer stating that this board - has no knowledge that the petitioners have complie~with the conditions inserted i~'the town vote. The motion to adjourn to an executive public welfare meeting was' made and seconded and the Selectmen's meeting was adjourned.
